Within the city limits of Renton/King/WA I responded to a 2 car blocking crash at the intersection of
Duvall Ave NE and NE 8th St.
I contacted the driver of unit 2 still seated inside her car. She told me she was stopped at the stop
sign to make a right/SB turn onto Duvall from NE 8th St. She said unit 1 being operated by one sole
occupant hit her just behind the driver door, pushing her car sideways. She did not complain of injury
but damages did require a tow truck. She confirmed unit 1 had only one person inside the car at the
time of the collision.
I was contacted by a Hispanic female claiming to be the mother of the driver of unit 1. She said her
son was upset and was still seated in his car. He was learning to driver with his learners permit. She
told me she was in the passenger seat as required and was not injured during the crash. She was
ID'd by matching picture WADL as Valencia, Indira Y 08221984. 1 waited with her next to unit 2 car
collecting unit 2 info before talking with unit 1 driver. While waiting for unit 2 to collect her documents
Valencia continue to tell me how she was teaching him to driver and could not explain how are why
the crash took place today. She could only offer that her son was a good kid and sory for crashing.
That Cesar felt bad for crashing into unit 2 and he was apologetic to unit 2. Valencia claimed she
was not injured during the crash and did not want a tow truck for her/husbands car. There was the
Toyota/unit 1 parked a short distance from unit 2 on NE 8th St. Also an Audi parked near the Toyota.
Valencia told me she had a friend drop off that car and walk away from the area. (that seemed odd to
me)
I contacted unit 1 driver, ID'd by a NO photo instruction permit Valencia, Cesar C 02042009. Cesar
told me he was driving alone not with his mother in the car. I saw an immediate change in Valencia's
facial expression. He explained that he was driving southbound on Duvall in lane 2. He said lane 1
was congested and a Prius was next to him pacing his speed and he was not able to make a lane
change. To overcome his frustration he said he rapidly accelerated and made a sudden/last minute
right turn onto NE 8th St and crashed into the side of unit 2. He told me he knew he wasnt suppose
to be driving and that his mother/Valencia allowed him to drive the Toyota. He did not complain of
injury.
I was able to see a speed scuff left by unit 1. It was about 70 feet long leading directly to the POI of
unit 2. See attached photos.
Cesar is a unlicensed driver with a permit which requires a licensed driver with 5 years of experience
in the vehicle seated next to him during operation which he did not have, based on unit 2 statement
and Cesar/unit 1 statement ref RC 46.20.055. He drove his vehicle in a dangerous manner that not
only could have but did cause property damage. Ref RC 46.61.525, (1)(a) A person is guilty of
negligent driving in the second degree if, under circumstances not constituting negligent driving in the
first degree, he or she operates a motor vehicle in a manner that is both negligent and endangers or
is likely to endanger any person or property.
Valencia, Indira was charged with RC 46.20.024, Unlawful to allow unauthorized minors to drive.
No person shall cause or knowingly permit his or her child or ward under the age of eighteen years to
drive a motor vehicle upon any highway when such minor is not authorized hereunder or in violation
of any of the provisions of this chapter. Valencia was also charged with, RC 9A.76.175 Making a
FALSE or misleading statement to a public servant.
A person who knowingly makes a FALSE or misleading material statement to a public servant is
guilty of a gross misdemeanor. "Material statement" means a written or oral statement reasonably

likely to be relied upon by a public servant in the discharge of his or her official powers or duties. And
charged with RC 9A.76.020 Obstructing a law enforcement officer.(1) A person is guilty of obstructing
a law enforcement officer if the person willfully hinders, delays, or obstructs any law enforcement
officer in the discharge of his or her official powers or duties.
(2) "Law enforcement officer" means any general authority, limited authority, or specially
commissioned Washington peace officer or federal peace officer as those terms are defined in RC
10.93.020, and other public officers who are responsible for enforcement of fire, building, zoning, and
life and safety codes.
(3) Obstructing a law enforcement officer is a gross misdemeanor.
Valencia did commit Making a FALSE statement, Obstruction and allowing an unauthorized minor to
operate a motor vehicle. Valencia told me a long story to confirm she was observing and inside the
vehicle during the crash. She provided information about her son and his driving during the crash.
She claimed she was not injured during the crash. She provided misleading sacraments to cover up
her son violating the Permit rules. When I confronted Valencia about her FALSE statement and
obstruction and allowing her son to drive unlawfully she admitted that she was not in the car and did
lie to me about the stories she told, while wasting time, obstructing my investigation and justified it by
telling me her son is a good kid and just having a hard time. This was captured on my body worn
camera.
This was forwarded to King County Juvenal Courts for charging Caser with unlicensed driving and
Negligent driving.
