EE57564 CASE# 24-2502 OF COLLISION 03/07/24 00:12 OF CbLLI510N NARRATIVE On 03-07-2024 at approximately 0009 hours I attempted a traffic stop at the intersection of Royal Hills Dr SE and Puget Dr S, in the City of Renton, King County, WA. As I was traveling eastbound on S Puget Dr, approaching SE Royal Hills Dr SE, 1 on viewed a black sedan and white Kia sedan driving recklessly westbound on S Puget Dr from 116th Ave SE. Both vehicles were failing to maintain their lane and failed to travel the correct way around the roundabout. I attempted to catch up to both vehicles, and as 1 was approaching Grant Ave S while traveling westbound on S Puget Drive, the white Kia Sedan made a U-turn to travel eastbound on S Puget Drive. I was not able to locate the black sedan that was associated. I caught up to the white Kia Rio (WA/CKS3781) as it was traveling eastbound on S Puget Dr passing Blaine Ct SE, and there was a heavy amount of smoke coming from the rear and were flames on the rear from underneath the vehicle. I ran the license plate through dispatch. 1 activated my lights and sirens at Royal Hills Dr SE and S Puget Dr signaling for the Kia Rio to yield. There was still a heavy amount of smoke and flames still coming from the rear of the Kia Rio while traveling northbound onto Royal Hills Dr SE, bypassing a stop sign at Lake Youngs Way SE. Dispatch advised the Kia Rio was clear. I deactivated my lights and sirens and did not engage in a pursuit with the Kia Rio. Due to the Kia Rio smoking a heavy amount and the flames 1 saw coming from underneath the vehicle, I followed the vehicle as it traveled northbound towards the Royal Hills Apartments, to ensure the occupants were uninjured. The Kia Rio collided into a parking sign near building "14," on the north side of the street. Approximately 4 occupants appearing to be in dark clothing, fled the Kia Rio and ran into the apartment complex on foot. I cleared the vehicle with no passengers found inside. The Kia Rio was still smoking and there were flames coming from the front hood of the vehicle and within a couple of minutes the entire vehicle was engulfed in flames. Because the Kia Rio was on fire, I was unable to confirm the VIN matched on the vehicle. Renton Fire arrived on scene and was able to put the fire out. The Kia Rio was burnt throughout the entire vehicle. The Kia Rio was towed to the Gene Meyer Towing Lot. I requested that Seattle PD and Bellevue PD attempt contact the registered owner, Juan Vazquez (DOB 10/06/1986), to ask if the vehicle was an unreported stolen vehicle. Seattle PD advised there was no answer at his listed address in Seattle. Bellevue PD was also not able to contact Vazquez at a Bellevue address that was listed for him.
