NARRATIVE
24-2530
On 03/07/2024 at approximately 1353 hours, I was dispatched to an unknown-if-injury hit-and run
vehicle collision that occurred at the intersection of NE 4th Street and Nile Ave NE, within the city
limits of Renton, County of King, Washington.
While en route, Dispatch advised that one of the involved vehicles had fled the scene eastbound on
NE 4th Street following a collision with two vehicles and a tree. One of the witnesses described the
driver of the fleeing vehicle as possibly having a medical episode.
Upon my arrival, I noticed two of the involved vehicles still blocking just south of the above-mentioned
intersection. I contacted the involved parties who remained at the scene. The occupant of Unit#2 was
still entrapped inside of the vehicle and therefore I requested Renton Regional Fire Authority (RRFA)
respond for extraction and patient evaluation. RRFA later responded and was able to extract the
driver of Unit#2. The driver of Unit#3 declined injury. All involved parties were treated at the scene
and released.
The driver of Unit#2 stated that prior to the collision, he was traveling northbound on Nile Ave NE
and stopped at the controlled intersection of NE 4th Street in lane 2 of 2 (left-turn lane). The driver of
Unit#2 stated that he received a green light and therefore proceeded to enter the intersection with
the intent to turn west onto NE 4th Street. As Unit#2 entered the intersection, the driver of Unit#2
stated that his vehicle was contacted by Unit#1 which had entered the intersection from the west,
which the driver of Unit#2 described Unit#1 as having driven up and over the south sidewalk that
parallels NE 4th Street. The driver of Unit#2 stated that following impact with his vehicle, Unit#1 was
then seen fleeing eastbound on NE 4th Street. Unit#2 suffered significant damage to the front
driver's side of their vehicle which had to be impounded from the scene.
The driver of Unit#3 stated that prior to the collision, he was traveling eastbound on NE 4th Street
and stopped at the controlled intersection of Nile Ave NE in lane 1 of 3. The driver of Unit#3 stated
that the traffic light was red and therefore he remained stopped at the intersection. While stopped, the
driver of Unit#3 stated that Unit#1 approached Unit#3 from behind and was seen driving up and
onto the south sidewalk ultimately contacting the passenger side of Unit#3 which was a large
delivery truck (box van). The driver of Unit#3 stated that following impact with his vehicle, Unit#1
was then seen colliding into Unit#2 before fleeing eastbound on NE 4th Street. Unit#3 suffered
minor damage to the passenger side of their vehicle.
Several witnesses remained at the scene, identified as Pamela Bartle, Madison Saini, Eric Scheda,
and Marvin La Madrid. Bartle and Saini both described seeing Unit#1 driving up and onto the
sidewalk before colliding with both of the involved vehicles at the intersection. Saini stated that Unit
#1 fled eastbound on NE 4th Street following the collision and then struck a tree which was located
on the south shoulder of the roadway. Saini stated that Unit#1 then reversed and proceeded
eastbound again on NE 4th Street.
Witnesses Scheda and La Madrid stated they got a good look at the driver and believed he may have
been suffering a medical episode but were not sure. Scheda and La Madrid described the driver of
Unit#1 as a white male, 55-60 years of age, medium build, with short grey hair, and trimmed facial
hair. Scheda and La Madrid stated that the male was wearing a blue t-shirt and eyeglasses.
Witnesses described the male driver as "staring blankly" and appeared to not be physically
responding to what occurred.
The driver of Unit#1 made no attempt to stop and provide their information following a collision

therefore the driver of Unit#1 committed two (2) counts of Hit-and-Run Attended by being involved in
an accident with another vehicle, which is attended, and failing to stop and remain at the scene until
fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license,
exhibit driver's license and render reasonable assistance to any person injured).
An exchange of information was provided to the driver of Unit#2 and Unit#3. Unit#2 was impounded
due to extensive damage. Unit#3 was able to be driven away without further incident.
At 1447 hours, I responded to the registered address of the owner of Unit#1 -located at 14718 205
AVE SE, in unincorporated Renton, County of King, State of Washington. I contacted the registered
owner of Unit#1, identified by pictured WADL as TURTON, ROBERT S (DOB 06/13/1961). Turton
stated he was the only person present at home and that he had just driven home from the Post Office
in the Renton Highlands located off of NE 4th Street. It should be noted that the Post Office Turton
was referring to is near the intersection of the NE 4th Street and Whitman CT NE and just west of
where the collision occurred. Turton stated that he took NE 4th Street to return home.
Turton claimed that after visiting the Post Office, he drove straight home but felt like he was going to
"black out". Turton told me that he felt like he should pull over and stop driving but thought he would
be able to make the short drive back to his residence. Turton stated he did not recall colliding with
any vehicles on his drive home. I asked if Turton recalled colliding with a tree which he stated no.
Turton agreed to provide a voluntary breath sample. I utilized my portable Preliminary Breath Test
(PBT) device and instructed Turton on how to perform the test. The result provided a return of .000.
I requested through Dispatch that Renton Fire respond to my location for a medical evaluation as the
damages were significant enough that a medical evaluation should have been done at the scene
following a collision of such mechanism, let alone someone who says they did not even recall the
incident occurring. Turton gave me permission to photograph his registered vehicle on the property
which I did and uploaded the photos to this report. The damages to Unit#1 consisted of significant
front end damage, a broken off driver's side mirror, a broken out rear driver's side window, and front
airbag deployment.
Eastside Fire and Rescue responded to the scene and determined Turton's blood sugar was low.
Turton stated to Eastside Fire that he was not a diabetic which they responded that his blood sugar
was so low that it required hospitalization. Eastside Fire had an ambulance respond and later
transported Turton to Swedish Issaquah for further evaluation.
The involved parties stated they would likely be able to identify the driver of the hit-and-run vehicle. A
montage will be created and shown to a witness for possible identification and forwarding of charges.
