EE69018 CASE# 24-3976 OF COLLISION04/11/24 12:04 NARRATIVE 24-3976 On 04/11/2024 at approximately 1206 hours, I was dispatched to a blocking vehicle collision with reports of injury at the intersection of NE 3rd Street and Blaine Avenue NE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised of a 2-vehicle collision and that the Renton Regional Fire Authority (RRFA) would be responding for reports of injury. Both vehicles had pulled off the main roadway and onto the shoulder of Blaine Ave NE. Upon my arrival, RRFA had already responded and cleared the involved parties stating "non injury" as they were leaving the scene. I contacted the involved parties, initially informing the driver of Unit#2 that 1 would be right with her after collecting some information from the driver of Unit#1. Upon approaching Unit#1's vehicle, I was met by a threat from the driver of Unit#1 telling me I needed to "back up" or he would "get in my face" while walking up to his vehicle. I do not recall even introducing myself or saying anything to the driver of Unit#1 before he said this to me. I had approached the vehicle just like any other collision and was simply walking up to collect the driving documents from the driver as well as obtain his statement of what occurred for proper police report documentation. I was unable to obtain the necessary details from the driver of Unit#1 as he proceeded to call me a "dickhead", "prick", and told me to "go fuck myself" during my initial encounter with him. The driver of Unit#1 initially refused to provide me with any of his driving documents, stating that he would only provide them to my Supervisor. I informed the driver of Unit#1 that his driving documents were required by law and that he could be subject to arrest for failure to identify himself to a Police Officer when operating a motor vehicle. The driver of Unit#1 then handed me his driver's license and asked for a Supervisor but refused to provide proof of insurance or registration when requested. When I attempted to get the driver of Unit#1's statement of what occurred, this is when he rolled the window up and told me to go "fuck myself". I requested an available Sergeant respond to my location. Sergeant C. Tolliver responded to the scene and handled the remainder of interaction with this driver. Based on my investigation, it appeared that the driver of Unit#1 was the sole occupant of his vehicle and was traveling westbound in about the 2000 block of NE 3rd Street approaching the intersection of Blaine Ave NE in lane 2 of 2. It appeared there was minimal damage to the front of Unit#1 following the collision. The driver of Unit#2 said she and her two juvenile passengers were also traveling westbound in about the 2000 block of NE 3rd Street approaching the intersection of Blaine Ave NE in lane 2 of 2. The driver of Unit#2 stated she had come to a stop for traffic queued at the intersection, specifically for an uninvolved vehicle trying to turn left. The driver of Unit#2 stated that while stopped, Unit#1 struck the rear of her vehicle causing minor damage. Based on the above statements, 1 determined that the Driver of Unit#1 (Miller) was the predominant factor for the collision due to following too closely causing a collision. I cited the driver of Unit#1 in-person for violating RCW 46.61.145 -Following Too Closely as the driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard for the speed of such vehicles and the traffic upon and the condition of the highway. I also cited the driver of Unit#1 in-person for violating RCW 46.30.020 -Liability Insurance as no person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state PAGE 3 OF 5 TIME REPORT NO. EE69018 CASE# 24-3976 OF COLLISION04/11/24 12:04 NARRATIVE unless the person is insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least the amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation must be provided on the request of a law enforcement officer in the format specified under RCW 46.30.030. Both Unit#1 and Unit#2 were able to be driven away without further incident. An exchange of information was provided to all involved parties.
