NARRATIVE
On May 28, 2024, at 0910 hours dispatch requested that I respond to a collision involving a
pedestrian at Renton City Hall, 1055 S Grady Way, in the City of Renton, County of King, and State of
Washington. The driver of unit 1 called and reported the collision.
Upon my arrival I located the pedestrian sitting down in the roadway in the number 1 eastbound lanes
He stated that he sustained a back and leg injury. I was also told by passerby's that he could not
move prior to my arrival.
I then spoke with the driver of unit 1 and he explained that he was about to enter S Grady Way when
the collision occurred. He planned on making a right turn from City Hall, so he looked both ways and
did not see anyone. He proceeded forward and then struck a man riding an electric scooter. The
driver stated that he never saw anyone and suggested that the pedestrians speed was possibly a
factor. He mentioned that the scooters move fast, which is possibly why he did not see the
pedestrian.
Officer Crow spoke with a witness, and she stated that the pedestrian was going westbound on S
Grady Way. The pedestrian was passing the entrance when unit 1 approached the roadway as well.
The witness said that unit 1 struck the pedestrian riding their scooter.
I took photographs of the damages sustained by the scooter, and vehicle.
The pedestrian, identified as Linzy J. Hopkins (12/01/1982), was observed concealing a handgun in
his waistband. Due to safety concerns and hospital expectations, I removed the firearm from Hopkins
waistband. Before I removed it, I asked for Hopkins permission, which he agreed to.
The handgun was identified as a 9MM chrome colored Smith and Wesson, bearing serial number
H FY9879.
I ran the serial number through dispatch, and they advised that the weapon returned "lost." The
handgun was entered as lost on 06/16/2018 out of King County. Case number C1802662.
After I confirmed the gun, dispatch told me that King County does not have any contact information
for the registered owner, Edward N. Jones.
Hopkins was still on scene when I learned about the pistols lost status. 1 advised him of my finding
and told him that the owner would be the only person allowed to retrieve the handgun. He said if his
wife could retrieve it, but I said no. I told him the handgun belonged to someone else. He said "weird."
A copy of the exchange of information was given to both drivers.
The gun was placed at the Renton Police Department for safekeeping.
