Cedar River Trunk, Section 4 Dear Mr. Christensen, Al106 32.04-20 Review of construction plans in accordance with the terms of King County Code 28.84.050 has been completed for the above, submitted project. Plans are hereby approved subject to the following: 1. Mr. Eric Davison of this office (206/684-1707) shall notified at least two (2) working days prior to construction in the vicinity of King County's Cedar River Trunk, Section 4. 2. King County does not guarantee pipe location, diameter or invert elevation; therefore, field verification is recommended prior to construction. 3. Manhole R10-52 shall be unloaded all around or structurally supported during construction to avoid unbalanced soils loading. 4. Plans for dewatering adjacent to King County facilities shall be submitted to Mr. Eric Davison for King County review and approval at least five days prior to construction. 5. During construction, no debris shall be allowed to enter King County's Cedar River Trunk, Section 4. 6. Connection to the Cedar River Trunk, Section 4 shall not be backfilled until it has been inspected and approved by a King County Representative. 7. The proposed 495 min (OD) outside drop connection shall enter the manhole matching its crown with the crown of the Cedar River Trunk, Section 4, as shown on drawing SEW-7. s Dave Chrintensen May 3, 2004 Page Two 8. Proposed 495 mm (OD) outside drop connection to the Cedar River Trunk, Section 4 shall be made by core drilling and use of a Kor-N-Seal Boot as distributed by Hanson Pipe Products, 4601 South Orchard, Tacoma, Washington 98466. Telephone (800) 922-5338. 9. The connection shall be plugged and not be put into service until the tributary system has been cleaned, inspected, tested and approved by the City of Renton. In accordance with King County's Rules and Regulations, it is requested that the County be furnished with a copy of the "Contractor's Notice to Proceed" and, upon completion of the .project, with a copy of the test results. If your utility is underground, locate it on the profile using the same color code. When a King County project requires that utility companies adjust, relocate, or construct new facilities, a right-of-way construction permit will not be required provided the work is accomplished just prior to or during construction. See King County Code 14.44.030. When a King County construction project requires a utility to relocate or to adjust their facility, they may be required to obtain various permits from other agencies. Due to the length of time it may take to obtain these permits, an early contact with these agencies concerning their permit process will be helpful in keeping the project on schedule. The project has had problems in the past with communication between various agencies with a stake in this project. The interdisciplinary team (IDT) is being formed to facilitate discussion and problem solving between the agencies and keep the project on schedule. The members of the IDT were asked to identify their major areas of interest and concern on this project. Discussion follows. Glenn Kost Cedar River Trail has been paved up to 149th Avenue Southeast and sometime in the future the paving will continue to the East. Grade separated crossings for the trams nt 154th Avenue SE and 149th Avenue SE are important features to the Renton Parks epartment. �� •b�<<� �"� Renton Parks Department has plans for ball fields on the northwest corner of SR 169 and 149th Ave SE. Renton is under a contractual obligation to develop this site into an active recreational facility and plans to begin the initial phase of construction by the Fall of 1996. Access to the fields will be from 149th Avenue SE and the signal at this intersection would benefit park patrons entering and exiting the park. Gary Knell Similar concerns as those expressed by Glenn John McCarthy Safety of the users of the Cedar River Trail is a primary issue. The proximity of the trail to SR 169 is already a concern and the Department of Construction and Facility Maintenance would like to see grade separated crossings of the trail where it intersects 154th Avenue SE and 149th Avenue SE. Bob Mahn i r MAR 1 21996 This project lies within a potential annexation area for the City of Renton and the City would like to see the project consistent with their own plans and policies. The City's recently adopted comprehensive plan relies heavily on the use of HOV and transit to comply with the GMA. SR 169 is designated as their primary East - West link for HOV and there are no plans for 154th Avenue SE as a North - South link. The City of Renton would prefer the bridge project be only two lanes instead of the four lanes proposed. If four lanes are built the City would prefer the extra lanes be used for HOV lanes or a que jump at the signal. The City would like the new structure to have provisions for a sanitary sewer line casing. Tom Hamstra Washington State Department of Transportation has no specific issues with the project at this time but are available to work through the issues concerning the traffic signals at 149th Avenue SE and 154th Avenue SE. Tom Ekstein King County Parks Department has issues with the impacts and mitigation of the undeveloped park property along the Cedar River. There is a possibility that the impacts to King County Parks may be mitigated within City of Renton Parks. There is a new pedestrian/equestrian trail planned to come down along 154th Avenue SE. The Cedar to Sammamish trail would provide access to Cougar and Squak Mountain trails and would cross the Cedar River at the Elliott bridge tying into the Cedar River Trail. Plans and property acquisition for this project are scheduled to be completed in 1996. The path will be a soft trail and King County Parks would like to see provisions for equestrians and pedestrians on the bridge. Stephen Jiang King County Bridge and Structures Unit is concerned that the four lane bridge may not be in compliance with King County's newly adopted comprehensive plan. The issue that the Federal Highway Administration will not pay for project costs associated with local ordinances was also raised. The Bridge Unit is also concerned about the required floodway clearance and the need for an overflow trestle. The King County Parks Department has required a 24 feet wide by 16 feet high structure for an under crossing of the Cedar River Trail in another location. Stephen feels that this will be very difficult to achieve in this location due to the relatively shallow water table. Pricha Tuksaudom King County Surface Water Management - Project Management and Design concerns on this project will center around the hydraulics and hydrology. SWM - PM&D will be interested in the floodway clearance, meeting the zero rise criteria, encroachment,o the , floodplain and siting of the water quality facilities. i LIAR 121996 Diane Concannon King County Surface Water Management - Ecological Services Unit concerns on the Elliott bridge project will focus on the impacts and mitigation to sensitive areas. Relocation of Stewart Creek, habitat provided by the forested park land, spawning habitat in the Cedar River and water quality issues will all be issues for SWM - ESU. Mark Follett Mark provided a brief history of his involvement on this project and understandings between the County and permitting agencies concerning mitigation for environmental impacts. The relocation of Stewart Creek has been established in the EIS as appropriate mitigation for impacts of the project on fish habitat. Spawning habitat improvements within the Cedar River would be above and beyond any mitigation previously discussed. The Roads Division Environmental unit will be concerned with obtaining the necessary permits for the project and ensuring that the mitigation proposed for the impacts of this project are appropriate. The IDT agreed to meet once a month on Wednesday mornings at 9:00. The meeting date will be determined based on conference room availability and the members will be contacted by mail for the next meeting. Elliott Bridge project delayed By Joe Korbecki and Everett Wilcock The project to widen and relocate the Elliott Bridge over the Cedar River at Jones Road has been delayed by an appeal of the environmental impacts. The projected new bridge was planned to occupy King County Parkland that was purchased with funds from the 1968 Forward Thrust Bond issue. It is the home of cottonwood trees that are over a hundred years old, at least one Bald Eagle, Blue Herons, Red Tail Hawks, Pileated Woodpeckers as well as Moral Mushrooms (VERPA BOHEMICA). The impact of an enlarged bridge and the increased traffic that it would serve on the endangered Cedar River Chinook Salmon also needed further study. The planned bridge would necessitate relocation of the methane scrubbing vault that was constructed to remove methane gas from the twelve inch Cedar Hills Landfill leachate line that moves leachate from the landfill to the Metro sewer line in the valley. The bridge was also planned to carry an eighteen inch sewer main serving the Briarwood neighborhood as well as a twelve inch water line and an eight inch natural gas line, all of which would make possible significantly greater densities on the plateau. It has been projected that the new bridge will enable the 50 transfer trucks daily from the Renton Transfer Station to use that shorter route from the transfer station to the landfill. Your UAC received a report from the Roads Department on this project at our Feb. meeting and have asked that the area wide impacts be addressed and mitigated. Emergency Services -- volunteers needed By Captain Larry Your local fire fighters need help! Did you know that your local fire stations in the Mirrormont and Lake McDonald areas are volunteer stations? While you will always receive an emergency response from one or both of the fire stations in Issaquah or on the Renton -Issaquah road which are staffed full time, you will only receive a response from your local fine station if reserve fire fighters (volunteers) are available. That is were you can help, by becoming a reserve (volunteer) fire fighter. Being a reserve fire fighter is a big commitment, but the rewards from helping out your community and your neighbors are even greater. For more information, call Larry Gillard on 392-7265 or 391-0768, the main station at 392-3433 or stop by your local fire station any Wednesday night (Mirrormont) or Thursday night (McDonald) at 7:00 PM for an application form. This can be a very rewarding way to help your community or if you are a young adult (minimum age 18), this can be the first step to becoming a full time paid fire fighter. As promised in the last edition, I plan to provide you with information that should help you resolve some of the common problems we face in our community. First, I must alert you to a pattern of residential burglaries that may be developing in our area. In late January and the first half of February, we have had six residential burglaries in the west Briarwood area. All have been south of S.E. 128 St., between 144 Ave. S.E. and 160 Ave. S.E. I have no specific suspect or vehicle description so please be attentive to suspicious activity in your neighborhoods. Report all incidents that are in progress to 911. If you are delayed in reporting the activity, call (206) 296-3311 or report it to me at my office. The most common complaint I receive at my office involves traffic violations. If you note an area with a chronic problem, you can make a formal complaint to the traffic unit by calling the Maple Valley Precinct at (206) 296-3883. If the violation is in progress, call (206) 296-3311 and a district car will be dispatched as soon as one becomes available. Please have the location of the offense, with cross streets, available at the time of your call. Other information such as vehicle descriptions and license plates, if available, will also assist us in resolving the problem. If the problem is chronic, try to note the time of day. Also, feel free to contact me at my office if you have information on specific violators. Abandoned vehicles are another common complaint in our community. Vehicles abandoned along the county right of way for extended periods of time can be reported to our Hotline at (206) 205-0969. The right of way is that area adjacent to public roadways, not private roads, we all know as the shoulder. King County now requires new high schools to _ come up with a transportation plan to attempt to deal with these problems. In a spirit of cooperation, and to provide a positive example for all of us, the students at Liberty High, the administration, and the these vehicles to me at my office. As with traffic complaints, please provide a specific location and description. The Sheriff's Department can not impound vehicles that have been abandoned on private property or private roads. If you have title to such a vehicle, you can donate it to one of many charities. There are also "hulk" dealers listed in the phone book, which can remove the vehicle if you can show proper ownership. If you do not have title to the vehicle, contact Code Enforcement at. (206) 296-6680 for assistance. Do not try to move a vehicle from private property to the right of way as this could result in criminal charges in addition to payment of the fees for its removal. From the King County Road Services Division October 2001 Countyplanmngto replace ElliottBn*dge he King County Road Services Division plans to replace the narrow, deteriorating Elliott Bridge located on 149th Avenue Southeast off of State Route 169. The plan calls for the replacement bridge and new roadway to be located 1,000 feet upstream of the existing bridge. The replacement bridge will provide wider travel lanes and a sidewalk for safer access by vehicles, bicyclists and pedestrians. The new structure will also provide increased sight distances on the bridge and its approaches. The replacement bridge is scheduled for construction from May 2003 to September 2004. The existing bridge will remain open to traffic during construction. Elliott Bridge, designated as a lifeline route for emergency response, provides the only north/south crossing of the river from SR-169 between Interstate 405 on the west and the Cedar Mountain Bridge on Jones Road. More than 14,000 drivers use the bridge each day. Here are answers to questions we've heard about the bridge replacement project: Why is the project needed? AThe Road Services Division is replacing the bridge to eliminate bridge and roadway deficiencies; improve vehicle, bicycle and pedestrian safety; reduce high maintenance costs; and improve the reliability and longevity of the river crossing. Deficiencies on the bridge include severe deterioration of the steel structure, narrow vehicle lanes and low overhead clearance, insufficient load capacity to carry heavy trucks, and high maintenance costs. The bridge is at the end of its useful life. Since the bridge is deficient, is it safe to use now? Will it last until the replacement bridge is built? AYes. The bridge is safe for the loads posted on signs at both ends of the bridge. Under current conditions, the bridge will last until replaced in September 2004. Loads may be further restricted if the bridge experiences a natural disaster or rapid deterioration that compromises its strength. Engineers inspect the bridge yearly and take an in- depth look at the steel structure every two years. Regular maintenance and repairs on the bridge will continue until King County diverts traffic to the new bridge. For example, because some timber members are rotting and slowly losing their strength, inspectors monitor them every six months to ensure that their strength is adequate for the posted loads. Timber members are replaced immediately if inspection reveals deterioration. Wasn't King County working on this project a long time ago? AYes. The county first began work on this project in 1988 and published an environmental impact statement (EIS) in 1995. The project then proceeded into the design phase and was prepared for construction. In 1998, the Shoreline Substantial Development Permit issued to the project was appealed. King County then withdrew the project permit application in order to reconsider issues raised under the U.S. Endangered Species Act. Since then, King County has reevaluated the original purpose and need for the project, reviewed and expanded the alternatives considered, and conducted further environmental studies for the preparation of a draft supplemental EIS. Purpose and Need For the supplemental environmental impact statement, the purpose and need for action on the Elliott Bridge has been reevaluated based on current conditions. Based on this reevaluation, three specific categories of current problems with the existing bridge have been identified: • Bridge structural safety • Roadway safety • Traffic circulation. What other alternatives were considered? ARoad Services staff considered 15 alternative locations and a "no -build" alternative for the bridge. Preliminary studies narrowed the alternatives to five, including the "no -build" alternative. Those five alternatives received intensive review and study. The preferred location of the bridge meets the purpose, need and objectives established for this project. This alternative provides for structural safety, roadway safety and traffic circulation needs. It will provide an excellent transportation link serving the surrounding community for the next 50 to 80 years. In addition, the proposed alternative is feasible within existing budgets and financial projections. Feasibility means funding will be available immediately upon completion of the bridge and roadway design. Why does the bridge have to be widened? AThe width of the replacement bridge will meet modern design standards for a roadway with the projected traffic volumes. As residents know, traffic volumes on the existing roadway and bridge have increased substantially during the past 10 years. Plans include two travel lanes, a shoulder, a left -turn lane and a pedestrian sidewalk. What will the replace- ment bridge look like? AKing County is proposing construction of a two -span, steel plate girder bridge with a concrete deck. The deck, including traffic and pedestrian barriers, is 51 feet wide, consisting of two 12-foot travel lanes, one 2-foot shoulder, one 12-foot left -turn lane and a 10-foot pedestrian sidewalk on the east side of the bridge. The bridge will be about 410 feet long. The new abutments and center pier will be outside the ordinary high water mark of the Cedar River. They will also provide the required six feet of vertical clearance from the bottom of the bridge to the 100-year flood elevation. The new Elliott Bridge will be wider, provide adequate overhead clearance and support legal load limits. What safety issues are corrected by this project? AThe replacement bridge will have wider travel lanes and a 10-foot sidewalk on the east side to improve vehicular, bicyclist and pedestrian safety. It will be able to withstand specified earthquake forces and floods, have adequate overhead Project Objectives clearance and support legal truckloads. The approach roadway will have adequate sight distance, a direct alignment for through traffic, the shortest length of travel and no driveway access points to the new roadway between James Road and SR-169. These improvements provide the maximum safety to the traveling public. • Remedy unsafe bridge, roadway and private driveway conditions. • Undertake bridge, roadway and private driveway safety improvements. • Maintain or improve local and regional traffic circulation patterns • Minimize environmental impacts to the extent practicable, and provide appropriate mitigation. • Comply with requirements of all applicable environmental regulations, including the federal Endangered Species Act. • Provide an appropriate balance of cost efficiency, roadway safety and function, and environmental protection. 3 How are you going to involve the public in this project? AThe goal of the county's outreach program on the Elliott Bridge Replacement Project is to gather comments from the broadest possible range of community members. To achieve this goal, King County Transportation Community Relations will offer many opportunities for the community to learn about the project through newsletters, news releases, a Web site, open houses and public meetings. AKing County is studying the impacts of this project on earth, water, plants and animals, air quality, noise and energy as part of the supplemental environmental impact statement (EIS) now being prepared. Other areas to be addressed include transportation, public services and utilities, socioeconomics, land use, community character, visual quality, and historic and cultural resources. The public will be able to learn about and comment on identified impacts when the draft supplemental EIS is issued. Once King County issues the draft supplemental EIS, a 45-day comment period will begin. During that comment period, the county will hold a public hearing. In accordance with the National Environmental Policy Act, which requires the EIS, King County will provide notice of the meeting and comment period to give people time to read, understand and comment on the document. The public will be able submit comments to the county in various ways, including written comments, oral testimony at the public meeting, e-mail messages and faxes. What mitigation may be provided for the project's environmental impacts? AThe project is designed to avoid environmental impacts when possible, minimize them when avoidance is not possible and, for unavoidable impacts, provide mitigation. The entire project is designed in an attempt to avoid and minimize the project's impact. Avoidance: The new bridge design avoids impacts by placing the bridge abutments and center pier outside the ordinary high water mark of the Cedar River. In -water construction for removal of the existing bridge will be timed to avoid impacts on migrating and spawning adult salmon in the river and bald eagles foraging on salmon carcasses. Minimization:. Erosion and sediment control measures and spill prevention, control and countermeasures will be implemented during construction to minimize impacts on fish and other aquatic organisms. The preferred alternative has the fewest impacts to wetlands of all the alternatives studied. Mitigation: Mitigation for unavoidable impacts will include wetland enhancement; riparian, stream bank and floodplain mitigation; placement of woody debris at mitigation sites to stabilize new vegetation and provide habitat complexity; and preservation of additional off -site acreage along the Cedar River corridor. How will bridge construction affect local traffic? ADuring construction of the new bridge, King County will continue to route traffic over the existing Elliott Bridge, so there will be a minimal impact on current traffic flows. There will be additional light traffic from trucks and equipment used for building the new bridge. Besides building the bridge, the project will affect surrounding arterials and intersections. DOC/ 14 ,** 1% Meeting Minutes King County Department of Transportation Elliott Bridge Interdisciplinary Team January 19, 1996 Persons in Attendance: See attached sign in sheet Minutes: The meeting was facilitated by Dave Crippen who opened with a description of the project, an outline of the schedule, and a brief history of the past problems on the project. The project has had problems in the past with communication between various agencies with a stake in this project. The interdisciplinary team (IDT) is being formed to facilitate discussion and problem solving between the agencies and keep the project on schedule. The members of the IDT were asked to identify their major areas of interest and concern on this project. Discussion follows. Glenn Kost Cedar River Trail has been paved up to 149th Avenue Southeast and sometime in,the future the paving will continue to the East. Grade separated crossings for the trail at 154th Avenue SE and 149th Avenue SE are important features to the Renton Parks Department. Renton Parks Department has plans for ball fields on the northwest corner of SR 169 and 149th Ave SE.' Renton is under a contractual obligation to develop this site into an active recreational facility and plans to begin the initial phase of construction by the Fall of 1996. Access to the fields will be from 149th Avenue SE and the signal at this intersection would benefit park patrons entering and exiting the park. Gary Knell Similar concerns as those expressed by Glenn John McCarthy Safety of the users of the Cedar River Trail is a primary issue. The proximity of the trail to SR 169 is already a concern and the Department of Construction and Facility Maintenance would like to see grade separated crossings of the trail where it intersects 154th Avenue SE and 149th Avenue SE. Bob Mahn 01 Y This project lies within a potential annexation area for the City of Renton and the City would like to see the project consistent with their own plans and policies. The City's recently adopted comprehensive plan relies heavily on the use of HOV and transit to comply with the GMA. SR 169 is designated as their primary East - West link for HOV and there are no plans for 154th Avenue SE as a North - South link. The City of Renton would prefer the bridge project be only two lanes instead of the four lanes proposed. If four lanes are built the City would prefer the extra lanes be used for HOV lanes or a que jump at the signal. The City would like the new structure to have provisions for a sanitary sewer line casing. Tom Hamstra Washington State Department of Transportation has no specific issues with the project at this time but are available to work through the issues concerning the traffic signals at 149th Avenue SE and 154th Avenue SE. Tom Ekstein King County Parks Department has issues with the impacts and mitigation of the undeveloped park property along the Cedar River. There is a possibility that the impacts to King County Parks may be mitigated within City of Renton Parks. There is a new pedestrian/equestrian trail planned to come down along 154th Avenue SE. The Cedar to Sammamish trail would provide access to Cougar and Squak Mountain trails and would cross the Cedar River at the Elliott bridge tying into the Cedar River Trail. Plans and property acquisition for this project are scheduled to be completed in 1996. The path will be a soft trail and King County Parks would like to see provisions for equestrians and pedestrians on the bridge. Stephen Jiang - King County Bridge and Structures Unit is concerned that the four lane bridge may not be in compliance with King County's newly adopted comprehensive plan. The issue that the Federal Highway Administration will not pay for project costs associated with local ordinances was also raised. The Bridge Unit is also concerned about the required floodway clearance and the need for an overflow trestle. The King County Parks Department has required a 24 feet wide by 16 feet high structure for an under crossing of the Cedar River Trail in another location. Stephen feels that this will be very difficult to achieve in this location due to the relatively shallow water table. Pricha Tuksaudom King County Surface Water Management - Project Management and Design concerns on this project will center around the hydraulics and hydrology. SWM - PM&D will be interested in the floodway clearance, meeting the zero rise criteria, encroachment on the floodplain and siting of the water quality facilities. Diane Concannon King County Surface Water Management - Ecological Services Unit concerns on the Elliott bridge project will focus on the impacts and mitigation to sensitive areas. Relocation of Stewart Creek, habitat provided by the forested park land, spawning habitat in the Cedar River and water quality issues will all be issues for SWM - ESU. Mark Follett Mark provided a brief history of his involvement on this project and understandings between the County and permitting agencies concerning mitigation for environmental impacts. The relocation of Stewart Creek has been established in the EIS as appropriate mitigation for impacts of the project on fish habitat. Spawning habitat improvements within the Cedar River would be above and beyond any mitigation previously discussed. The Roads Division Environmental Unit will be concerned with obtaining the necessary permits for the project and ensuring that the mitigation proposed for the impacts of this project are appropriate. The IDT agreed to meet once a month on Wednesday mornings at 9:00. The meeting date will be determined based on conference room availability and the members will be contacted by mail for the next meeting. This project will remove the existing 149th Avenue S.E. bridge over Cedar River and replace it with a new bridge and approach roadway on the 154th Place S.E. alignment to the east of the existing bridge. Construction ad date is anticipated in February, 1998. King County is requesting review of their plans in regards to Renton's existing wastewater and water facilities that may be affected by the removal of the existing bridge and installation of the new bridge. Because the new bridge and approach roadway may border on or be located within Renton's Potential Annexation Area, King County is also requesting information regarding any future Renton wastewater or water utilities needs in the corridor of the new bridge and approach roadway. King County has asked for the following input: • identify existing and future wastewater and water utilities facilities in green (pencil or ink) on the attached plans; • indicate potential conflicts or new facilities requiring coordination with the bridge replacement project, by providing notes on the plans or on a separate letter accompanying the plans; and, • provide criteria on the horizontal and vertical location of Renton's wastewater and water facilities in relationship to other utility (gas, telephone, surface water drainage, etc.) providers. King County has requested the above input by July 31, 1997. A meeting to review the bridge project with utility providers has been scheduled for July 29, 1997 at 10:00 A.M., on the 7th Floor of the Yesler Building in downtown Seattle.
