NAME: B. Vanderburg SITE VISIT DATE: June 20, 2005
PROJECT NAME: Elliott Bridge Sewer PROJECT NUMBER: 02838
LOCATION: Renton CLIENT/OWNER: City of Renton
WEATHER: sun, warm, 75 deg. F CONTRACTOR/SUB: Pacific Road & Bridge
COMMENTS:
I (Brian) arrived on site at 9:45 AM to observe progress to date on the installation of the sewer
pipe.
The Contractor has installed all but 2 sections of 24" casing pipe. Welder from Commercial
Welding Company was welding up joints under the bridge deck. The joints looked clean and
professional. Despite the fact that over 100 meters of casing pipe has been installed, an
excavator using a nylon sling is able to push and pull the string of casing pipe back and forth on
the rollers.
Dixon of Pacific Road and Bridge pointed out that the drawings call for concentric cones to be
installed on manholes 3, 4 and 5. The manholes on the site have flat tops instead. Evan Seelye
of King County called the City and determined that the flat top manholes would be acceptable.
Another crew was installing 18" PVC pipe uphill from manhole 5. The embankment that they
were laying the pipe in has been graded such that the top of the embankment is a bit less than 1
foot above the top of the sewer pipe. Grade control and horizontal alignment are being
maintained using a pipe laser. The runs of pipe that lie between manhole 3 and manhole 5 are to
be installed later after the embankment has been built up.
Following my site visit, I called Evan Seelye and mentioned that I had not seen the 24 inch by 24
inch tee that is called out on the profile. This tee is to be installed at STA 1+186. Evan said that
he would talk to the Contractor and see if this item is somewhere on the job site.
In a later phone call, Evan asked if the casing pipe could be tested with air instead of
hydrostatically. He said that disposing of the water that would be used for testing would be too
difficult. Disposal would require a permit from King County. I said that air testing sounded too
This report represents opinion formed as a result of our observations of the contractor's activities relating to site facilities engineered by our
office. We rely on the contractor to comply with the plans and specifications throughout the duration of the project irrespective of the presence
of the Penhallegon Associate Consulting Engineers (PACE) representative. The presence of our field representative will be for the purpose of
providing observation. Our work does not include supervision or direction of the actual work of the contractor, its employees or agents. Neither
the presence of our representative nor the observation by our firm shall excuse the contractor in anyway for defects discovered in its work. Our
firm is not responsible for job or site safety on this project.

risky but that I would call the pipe manufacturer to confirm. I spoke with Bruce Vanderploeg at
Northwest Pipe Company who confirmed that air testing steel pipe is not a good idea.
Left the site at 12:10 PM.

COMMENTS:
I arrived on site at about 2:30 PM. Evan Sealy and I talked about the lining of the sanitary sewer
manholes, currently the contractor is trying to get it scheduled. Evan mentioned all of the
manhole covers were set and the manhole lining work is not a critical item for getting the road
opened by Sept. 1', he will call us when the manhole lining gets scheduled. I drove through the
site and observed the covers for manholes # 1 - #4. All are set and the asphalt is patched and
sealed around the cover frames. I left the site at about 2:45.

COMMENTS -
I (Brian) arrived on site at 9:10 AM to observe progress to date on installation of the sanitary
sewer pipe.
Pro -Vac of Puyallup was on site. They were making a video of the entire run of sewer pipe for
the project starting at Manhole No. 8. The lead camera operator for Pro -Vac was Jerry Hyatt.
Jerry dumped a five gallon bucket of water into MH 8 in order to better accentuate any possible
flaws or sags in the pipe.
Pro -Vac's van carries an 800 foot long cable so they were able to video sewer from MH 8 to MH
5 from one set up.
At Manhole 5, more water was dumped into the sewer. This water did not go far into the HDPE
pipe beneath the bridge so the water truck was brought in. At least 30 gallons of water was put
into Manhole 3. This amount was sufficient to wet the sewer clear to the existing manhole.
At the existing manhole, the camera was lowered to the bottom and crawled up to the end of the
existing 24 inch diameter concrete pipe. The camera looked up at the drop connection about 15
feet distant from the existing manhole. Water was dripping down from the drop connection but it
appeared to be water from within the sewer that had been dumped earlier and not infiltration.
I mentioned to Mike of PRB that a couple of the manholes still needed to be coated. Mike said
that paving is scheduled to begin on Saturday, August 13'.
I left the site at 12:30 PM and delivered the videotape to the City of Renton.

COMMENTS:
I (Brian) arrived on site at 11:00 AM to observe progress to date on installation of the sanitary
sewer pipe.
The run of pipe between MH's 4 and 5 had been completed earlier in the morning. Evan S. said
that the pipe had tested satisfactorily and that he would be willing to sign off on the test results.
Some manholes upstream of MH 3 have been grouted and channeled, others await the
installation of channeling. The lid has not been installed on MH 5 so I was able to observe full
moon by looking upstream from MH 4 and downstream from MH 6. MH 7 was covered with
subgrade material so I was not able to enter it.
The HDPE pipe at the downstream side of MH 3 had been grouted into place. Interestingly, the
HDPE pipe had shrunk circumferentially or in the diameter direction. There was a gap between
the outside pipe wall and the grout that was about 3/8 inch wide. By using a flashlight it was
possible to see the Kor n Seal boot through the crack a few inches downstream.
The HDPE pipe protruded into MH 2 about 12 to 18 inches. This is in accordance with the detai 1
shown on Sheet SEW-6 given the warm air temperatures.
I left the site at 12:15 PM.

COMMENTS:
I (Brian) arrived on site at 9:00 AM to observe progress to date on installation of the sanitary
sewer pipe.
All of the new water main shown on the drawings has been installed. Water main flushing was
being conducted.
The crew was installing casing spacers on the HDPE sewer pipe. This approx. 12 meter long
section of HDPE pipe will be installed inside of 9 meters of 24 inch casing pipe where the sewer
crosses over the new water main.
At about 10:00 AM, the crew began excavating for the trench between MH 4 and MH 5. The
trench was only 2 %2 to 3 feet deep as cover over the sewer is minimal in this area. When the
excavator completed trenching at MH 5, it was discovered that the laser setup had not been
accurate. Both horizontal and vertical grade were in error by more than one foot.
I noted that casing end seals were in a box, ready for installation at both ends of the casing pipe.
The crew had hoped to complete installation of this final stretch of sewer pipe today however the
transition coupling that joins the HDPE pipe to the AWWA C905 pipe was not of the correct
size. I was told via phone by Mike Gildersleeve of PRB that a coupling of the correct size is
supposed to arrive at the site at the end of the day today (Monday). I told Mike that, if possible, I
would like to observe pressure testing of the run between MH 4 and MH 5 tomorrow.
The Contractor hopes to begin paving on August 15`h
I left the site at 11:20 AM.

COMMENTS:
I (Brian) arrived on site at 11:00 AM to observe progress to date on installation of the sanitary

The Contractor has brought the area in the vicinity of 154" Place SE and Jones Road to grade
over the last few days. Storm drains were being installed on the east side of 1541 during my
visit.
The temporary work platform beneath the bridge is still in place. I noted that the Contractor had
just finished painting the 24 inch casing pipe tee shortly before my arrival. The exterior coating
of the casing pipe had been damaged during the welding operation.
Dixon of PRB stated that the HDPE pipe beneath the bridge had been tested a couple of days
ago. I told him that it was my hope to personally observe the testing of this section.
The only remaining section of sewer to be installed lies between Manholes 3 and 5. The
Contractor hopes to install a portion of this section on Saturday, July 30t''.
I left the site at 12:15 PM

Wed. 7/20 - I arrived on site at 9:45 PM to observe installation of the HDPE sanitary sewer pipe
north of the new bridge to SSMH#3. Crews were fusing the pipe sections, installing the casing
spacers and then installing the pipe inside of the casing. The contractor was also debeading the
bead from inside at the fussed joint. All work progressed just fine. I talked with Evan on the
phone at about 1:00; he witnessed the air testing of the SS pipe between MH#5 & MH#8. The air
test held at 3.5 psi.
Thurs. 7/21 — I arrived on site at 10:30. The HDPE pipe installed within the bridge casing was
complete, MH#4 was set this morning and the crew was installing PVC sewer pipe from MH #3
to the north. Only 4 pipe sections were installed, the surrounding grade needs fill before more
pipe can be installed. There is not a schedule to test the HDPE pipe inside of the bridge casing,
Dickson will let us know. Also at Jones Road, the water line will be installed below and before
the sewer line. Evan was not on site this morning, I left the site at noon.

COMMENTS:
I (Brian) arrived on site at 10:40 PM to observe welding and installation of the HDPE pipe.
Jason from H. D. Fowler was performing the butt fusion welding of the pipe. Jason appeared to
have considerable experience running a fusion machine and showed me the he has been certified
by several firms including McElroy, manufacturer of the fusion machine.
The first joint was a test. The joint was cutout of the pipe using a chain saw and a coupon was
created by cutting parallel to the pipe axis. I attempted to weaken the joint by bending the
coupon back and forth in a vise. There appeared to be no discernable difference between the
normal pipe wall and the joint.
Debeading of the pipe joints was not always a complete success. The first joint was fairly well
debeaded for one half of its circumference. The remainder of the joint was only partially
debeaded. The first joint was a test only and was discarded.
The second joint was somewhat more successful however the debeading was performed just after
the joint was made and was still too hot at the time that the operation was performed. The bead
melted onto the cutting tool to some degree during the operation.
The third joint was debeaded after the pipe weld had cooled for 18 minutes. The bead that was
removed was complete and included a very thin shaving from the pipe wall.
The fourth joint was also debeaded after 18 minutes however the debeading operation failed.
Jason cut out the offending joint in order to try to determine the cause of the problem.
As each new stick of HDPE pipe was welded on, it was pushed into the casing using a trackhoe.

The casing insulators tended to hang up on the end of the casing pipe. A laborer used a pry bar to
force the carrier pipe into the proper position at each casing insulator.
While the HDPE pipe was being installed, a second crew was working beneath the bridge
adjusting the pipe supports in order to achieve a consistent vertical alignment. The observation
port called out on the drawings had been installed. I was surprised to see that the contractor had
installed a stainless blind flange instead of a cast or ductile iron version.
I left the site at 2:15 PM.

I arrived on site at 12:15 PM to observe installation of the sanitary sewer pipe north of the new
bridge. Crews were installing the sewer line between SSMH #7 & #8. When I was there the
excavator uncovered a storm drain CMP that is crossing the road. The crew was going to expose
the pipe and figure out if the CMP will be in conflict with the new sewer pipe. I left the site at
12:30;1 called Evan to discuss when I got back to the office. Evan already talked with Dickson
and said that the crew will be able to keep the sewer pipe line and grade as designed and no
problems working around the CMP.

July I I` - I arrived on site at 9:30 AM to observe installation of the sanitary sewer pipe north of
the new bridge. Crews were checking the sewer line grade and alignment. Sewer line work
progressed from the installed pipe north of SSMH#6 toward SSMH#7. I talked with Evan Seelye,
the sewer casing has been holding water since last Friday. Evan visually inspected the casing
under the bridge and did not see any indications of leaks. According to Dickson the sewer pipe
between SSMH#5 & #6 air tested fine, Evan concurred the air test, it was pumped up to 4 psi,
then held steady at 3.5 psi. Dickson said they would test it again for us. My last report mentioned
concentric cones were being used, correction to that- eccentric cones are being used. Tomorrow
the hdpe pipe will be installed within the bridge. I left the site at 11:30.
July 121h - I arrived on site at 8:15 to observe the sanitary sewer work north of the new bridge
and the installation of the hdpe pipe. Evan said that the subcontractor fusing the hdpe pipe had
the wrong size bead cutting tool, therefore that work will not begin today. Evan will call us to let
us know when that work will be scheduled. Sewer line work is progressing between SSMH#6 &
#7. I left the site at 9:30.

I (Brian) arrived on site at 7:45 AM to observe progress to date on the installation of the sewer
pipe and also to observe testing.
The Contractor has laid sewer pipe between MH 1 and MH 2. This section was tested at
approximately 4 psi for 20 minutes. The pressure drop during that time was less than 0.3 psi
therefore the pipe easily passed the test.
One 40 foot length of casing pipe has been laid upstream from MH 2. The upstream end of the
casing pipe terminates between the bridge girders about 6 feet north of the abutment wall.
At the north abutment, the block out for the sewer is visible but no casing pipe has been installed
to date.
Bridge deck formwork and reinforcement are in place awaiting concrete pour, scheduled for May
24th.

Hi Matt:
I see that steel casing pipe is stockpiled at the site. The specifications
(7-17.2) call for review of product data prior to installation of casing
pipe. Will we have an opportunity to review this material soon?

I (Brian) arrived on site at 2:30 PM to observe progress to date on the installation of the sewer
pipe.
During a phone conversation with Evan Seelye of King County on March 7th, Evan stated that
the Contractor has laid a couple of sticks of pipe upstream from MH No. 1. Evan also said that
the leak at the connection to the existing cone pipe was fixed using hydro gel.
Contractor is currently building up embankment and installing storm drain pipe. According to
Mike of PRB, the pipe is laid within 2 feet of existing grade. The end of the pipe is covered with
a steel plate to protect it while embankment construction is underway.
Mike also said that steel girders are scheduled for delivery on March 21st. Next step after that
will be installation of the concrete deck. Work on the north bank can't start in a serious way till
the road (1541h Place SE) is shut down. The shutdown can't happen till school is out. It is
therefore likely that much of the sewer work will be accomplished in July or August of this year.

COMMENTS:
I (Brian) arrived on site at 7:30 AM to observe progress to date on the installation of the coupling
and casing seals.
The transition coupling for the HDPE to PVC transition arrived on site yesterday. It is an epoxy
coated series 400 coupling manufactured by Romac. The supplier also furnished a metal insert
that goes inside the HDPE pipe to make sure that it does not deform excessively under the
pressure exerted by the compression gasket.
Only one diesel driven pump is running today. The remaining pumps have been unhooked from
the suction and discharge lines and moved out of the way. The Contractor is also using a small
gas powered trash pump to remove water from the excavation.
The bottom of the trench at the location where the coupling is to be installed at the south end of
the PVC casing pipe is wet. The water level before the Contractor started up the pumps was at
the springline of the pipe.
The transition coupling was installed without incident at about 9:00 AM. The horizontal angle at
the connection point appeared to be about 3 or 4 degrees. The invert elevations of the two pipes
matched after a very small adjustment to the slope of the last stick of PVC pipe. The casing end
seal was installed a few minutes later.
The Contractor moved to the north side of the bike tunnel and installed MH No. 1.
Mike of PRB noted that the type of girders to be installed has not been decided yet. He says that
he won't be able to lay pipe upstream of MH No. I until a decision is made about steel vs.
concrete girders. Mike said that he is nearly ready to air test pipe laid to date. He is proposing

I (Brian) arrived on site at 11:30 AM to observe progress to date on the installation of the sewer

Contractor has laid 3 or 4 more 14 foot sticks of pipe up to the HDPE pipe inside the casing pipe.
Pipe laying stopped because coupling for HDPE to PVC transition has not arrived on site yet.
I discussed the need for casing end seals with Evan and Mike with PRB. Mike says that his
supplier, H. D. Fowler says that they shipped end seals to the site. So far, Mike has not been able
to find the end seals.
As was the case yesterday, only two pumps are running; they are pulling water out of the two
wells that are installed along the alignment between the drop connection and the bike tunnel.
There are still 4 pumps on site. Mike says that the rental agency has been notified that 2 of the
pumps are no longer needed. It is my understanding that as soon as the coupling and casing end
seals are installed, all pumps will be turned off.
The bottom of the trench at the location where the coupling is to be installed at the south end of
the PVC casing pipe is wet. The water level very nearly matches the bottom of the pipe. The
trench bottom is solid.

I (Brian) arrived on site at 11:30 AM to observe progress to date on the installation of the sewer

Contractor installed HDPE pipe into casing pipe this morning. Coupling for HDPE to PVC
transition is not on site yet, expected to arrive tomorrow.
Contractor laid one 14 foot stick of 18" PVC pipe while I was on site. Three or four sticks were
laid earlier today. It appears that about 4 more sticks of pipe remain to be laid before the HDPE
pipe is reached.
The PVE pipe that is presently being laid is being snaked back into an alignment that will join up
with the HDPE pipe at the south end of the casing pipe. The Contractor is continuing to use a
tripod mounted laser to establish pipe grade.
Only one dewatering pump is left in the drop connection area. It has been shut down. Only two
pumps are running, they are pulling water out of the two wells that are installed along the
alignment between the drop connection and the bike tunnel. There are still 4 6" pumps on site.
No water is present in the trench where the PVC pipe is being laid. At the south end of the
casing pipe, the water depth is about 3 or 4 inches above the invert of the casing pipe.
The Contractor is backfilling the trench with a loader. After a lift is in place, the trench is being
compacted with a small bulldozer, followed by a vibratory roller.

COMMENTS:
I (Brian) arrived on site at 11:50 AM to observe progress to date on the installation of the sewer
pipe.
Contractor was laying the 2nd or Yd stick of pipe upstream of the drop connection upon arrival.
Pipe bedding was being placed in standing water in trench bottom. Top of bedding was barely
above water table. The trench bottom was similar to the drop connection area, sand, gravel and
cobbles. The upper 6 or 7 feet of the trench appears to be material that contains little or no gravel
but does have a lot of wood debris in places.
Two dewatering wells are still in operation at the drop connection area. The Contractor appears
to have obtained two smaller pumps for the 2 dewatering wells that are installed along the trench
alignment north of the drop connection. One of these two pumps was in operation; the other is to
be placed in service this afternoon or tomorrow.
It would be difficult to place a pipe laser in the pipe due to the bend that was installed.
Consequently, the contractor is using a tripod mounted laser level and a rod to determine pipe
elevations.
I told Mike with PRB that I had talked to Susan Michaud, King County Wastewater's Local
Public Agency inspector. Sue said that she had had the existing 18 inch concrete pipe TV'd by
the County during the last few days. She did not note any problems with the existing pipe but
she said that the existing 18 inch pipe needs to be TV'd again after the pumps have been turned
off and the water returns to its static level. Sue said that infiltration would not be acceptable and
recommended leaving two dewatering wells in place in case the area needs to be dug up again.
The Contractor plans to insert HDPE pipe inside the casing pipe that has been installed beneath
the bike tunnel. Two sticks of HDPE pipe have been fusion welded together within the last

couple of days. Mike said that H.D. Fowler had visited the site and had performed the butt
fusion welding. I advised Mike that in the future, we would like to be notified in advance when
fusion welding is to be performed.
I briefly discussed sewer construction schedule with Mike. Mike says that he would like to have
the sewer section between the drop connection pressure tested and TV'd before the Contractor
shuts down the job for the winter. We discussed the fact that due to the presence of the existing
concrete pipe in the drop connection area, it might not be possible for the pipe section to pass a

might be possible to modify the testing requirements for this section of pipe.

COMMENTS:
I (Brian) arrived on site at 9:45 AM to observe progress to date on the drop connection.
The Contractor has installed the PVC drop connection piping. The 18 inch by 14 inch cross has
been installed just above the concrete saddle over the existing 18 inch concrete pipe. The stub
for the clean out has been capped about 1-%2 feet above the new 18 inch main. The point where
the actual drop enters the concrete saddle has been sealed with grout. The 18 inch main was
joined to the manhole with a Kor n Seal boot. A temporary plug is in place where the new 18
inch main enters the existing manhole.
All four dewatering pumps are still operating. Mike, with PRB, says that he plans to remove 2 of
the 4 dewatering wells that are currently being pumped and relocate the pumps to the wells
previously installed to dewater the trench further to the north. Mike also said that because he
can't obtain the steel bridge girders, he believes that the site will be shut down for the rest of the
winter sometime between Thanksgiving and Christmas.
During my visit, the Contractor backfilled the drop connection area with pea gravel. He then
began to place native material over the pea gravel.

WE NOTED THE FOLLOWNG: (Contractor Activities)
On site at8:05 AM to provide monitoring of the grouting operation in the drop connection excavation.
I was informed late yesterday by Brian Vanderburg of PACE that the grouting had already commenced in the
morning of that day (October6, 2004). Upon arrival, I met Brian Vanderburg on site. Gelco, the grouting
subcontractor, did not resume grouting this morning as the General Contractor suspended the operation until a
liability letterwas signed by both King County and the City of Renton.
Steve Jacobsen (Jake) informed me thatthe previous day, about 165 gallons of groutwas injected into the
ground around the excavation. It appeared that, at least, some of the grout was lost through pumping, as the
dewatering wells did notcease operation during grouting. The effectiveness of the grouting operation was not
evaluated yesterday. Today, Gelco was on standby, ready to resume the operation.
Brian Vanderburg left the site at about 9:00 AM; John Hobson of the City of Renton arrived on site at about
9:15 AM. At approximately the same time, several King County representatives arrived on site, including Bob
Lee and the field personnel (Chris, Evan and Victor).
Discussions were held with all parties on howto proceed with grouting, as the main concern was that the grout
injected into the ground could end up in being pumped out with ground water. Itwas agreed that dewatering
pumps would have to be shutoff, at least, temporarily during grouting until grout sets up in the ground. It was
also agreed thatthe trench box was to be lowered into the excavation in order to proceed with grouting around
the perimeter of the trench box and through the bottom. Excavation and lowering of the trench box were to
alternate incrementally with grouting.
At 11:30 AM, the liability letter was signed, and the grouting sub was cleared to resume the operation. It was
decided that the excavator (Hitachi EX3001-C) would remove soil fromthe bottomof the excavation to as close
as possible to the final elevation before the trench box would be lowered in place. As the excavator proceeded,
attempts were made to find evidence of grout that was injected in the soil yesterday. The dewatering pumps
continued working; however, water was entering the excavation in massive amounts once about a foot of
material was removed. Only sparse amounts of set grout were evident, indicating that considerable portions of
the grout volume were simply diluted and pumped out with ground water. When a little more than 2 feet of the
material was removed fromthe excavation bottomwas removed, the excavator encountered a 10-foot stub of a
2-foot diameter concrete pipe extending horizontally fromthe existing manhole structure into the excavation.
Reportedly, the presence of this pipe was considered possible but itwas never confirmed. This discovery
changed the strategy of the entire operation. The Contractor halted all work in the excavation and, after
discussions with the King County and City of Renton representatives, decided that the encountered pipe could
be utilized in installation of the drop connection. The new plan would use lean mix concrete in the excavation

around the exposed horizontal pipe, thus, eliminating the need for grouting. After that decision was reached, the
grouting sub was informed that their services would no longer be required in light of the change of plans. Gelco
proceeded with demobilization and left the site.
I left the site at 12:30 PM.

I (Brian) arrived on site at 9:30 AM to observe progress to date on the excavation for the drop
connection.
The Contractor has installed a concrete structure or box at the end of the existing concrete stub
out pipe. The structure measures 6' by 4'. Due to backfill around the structure, the depth could
not be measured. Evan reports that the O.D. of the existing stub pipe measures about 22.5",
which is consistent with 18" diameter pipe
All four dewatering pumps are still operating. Two of the pumps are throttled back to 1400
RPM, the minimum speed according to placards mounted on the pumps. One of the dewatering
well casings was terminated sufficiently close to the bottom of the excavation that water levels
within the well could be observed. The water level within the well was going through cycles
every 1 to 1 % minutes. The water would draw down till the suction was broken at which point
water would rush in, filling the well to within about 3 feet of the bottom of the excavation.
Apparently, the pump would self prime, rapidly drawing down the water till suction was broken
again. No groundwater was present in the excavation.
Spoke briefly with Gary Werner and Mike of Pacific Road and Bridge. H. D. Fowler is looking
for 18" x 14" PVC Tee. The time required before this fitting can be shipped to the site is not
known.
The General Contractor is continuing to work on the bike tunnel wingwalls.
Left the site at 10:20 AM.

COMMENTS:
I (Brian) arrived on site at 10:20 AM to observe progress to date on the excavation for the drop
connection. All four dewatering pumps are going full speed. The contractor has done some
excavation on the north side of the manhole, the excavation is about 6 or 8 feet deep. The
Contractor has installed the steel beam that is detailed on the shoring submittal.
I spoke very briefly with Susan Michaud, who is with King County's Wastewater Treatment
Division. Susan feels that the Contractor would be better off using submersible pumps for
dewatering.
The two additional dewatering wells along the proposed sewer alignment upstream from the
existing manhole are complete. Pumps are not installed in these wells yet.
At 10:40, I went to the job shack on the north side of the river. I met with Chris Fox of King
County who is backing up Evan Seelye while Evan is on vacation. Also present were Gary
Werner and Mike of Pacific Road and Bridge. Gary Werner has been with PRB for 2 weeks. He
is slated to be the on -site superintendent for PRB.
Chris Fox says that the groundwater level was at elevation 26.97 on Friday, Sept. 24'. As of
Monday, the 27`'', the elevation has risen to 27.5. The Contractor says he has looked at using
submersible pumps but that the largest submersible that will fit into the 12 inch casing pipes is a
3 inch pump.
We discussed two alternatives for stemming the influx of groundwater. The two alternatives
discussed were grouting and sheet pile. Grouting is thought to be expensive. Sheet piles may be
difficult to drive through the cobbles. The Contractor agreed to look into the cost of these two
alternatives. I left the site at about 11:00.

I (Brian) arrived on site at 7:45 AM to observe installation of pipe beneath bike/pedestrian
tunnel. The pipe being installed will function as a casing pipe. No carrier (sewer) pipe will be
installed at this time. The casing pipe is constructed of PVC pipe meeting the requirements of
AWWA C905 and is 24 inch diameter with a Standard Dimension Ratio of 25.
The invert of the casing pipe is approximately 2 to 3 meters below existing grade. The
Contractor encountered groundwater about 2 'V2 meters below grade. The Contractor installed a
vertical PVC pipe with slots to control groundwater. The Contractor put the pump suction hose
in the PVC pipe and also hung an electric pump from the pipe.
At 10:00 AM, the Contractor stopped work on the casing pipe because the pumps were not
keeping up with the incoming water. The foreman left the site in order to get another pump.
I (Kirk) arrived on the job site at 1:15 PM and 2 lengths of casing pipe had been installed (40 If).
Bedding around the second 20 ft. length of pipe was being installed when I arrived. The trench
was being dewatered; the workers were roughly up to their ankles in water. The trench subgrade
material appeared to be very stable even with the inflow of ground water. I left the site at about
2:15.

I (Brian) arrived on site at 7:45 AM to observe progress to date on the excavation for the drop
connection.
The Contractor has installed 4 dewatering wells in the immediate vicinity of the existing Metro
manhole. Each of the four wells is connected to a trailer mounted diesel driven 6 inch pump. All
groundwater is being discharged to the existing Metro manhole.
Evan Seelye of King County has been using a small monitoring well to measure the drawdown.
The drawdown so far is estimated to be about 4 feet. Evan hopes that the groundwater level will
be sufficiently low to allow excavation to commence sometime between tomorrow and Monday,
September 27th. The beam that will temporarily brace the existing manhole has not been installed
yet.
The Contractor is digging two additional dewatering wells along the proposed sewer alignment
upstream from the existing manhole. Digging is slow due to the cobbles that the drill rig has
been encountering.
Left the site at 10:30 AM. Asked Evan to let me know if excavation begins. Also told Evan that
I want to be sure and get pictures of the drop connection piping before it is covered.

I (Brian) arrived on site at 10:30 AM to observe progress to date on the installation of the sewer
pipe.
Crew has installed 5 40-foot long sections of 24" casing pipe. The process is fairly slow. First
step is to remove portion of temporary deck that is supported by the bottom flange of the girders.
This is done to provide clearance for approximately 6 to 7 foot long hanger rods that are screwed
into threaded inserts in the concrete deck overhead.
Next, the steel rollers are slid onto the rods and leveled with a 12" level. The roller height is
established using a pipe laser that is set up in MH No. 2. Next, the lateral brace is slid onto the
rods, leveled and centered. Finally, the adjusting screws at each end of each brace are tightened
against the web of a girder on each side. When all is completed for each hanger assembly, the
temporary deck is replaced and nailed fast. When a sufficient number of rollers are in place, a
section of casing pipe is lowered into the launching pit at the north side of the north abutment
and welded to the preceding section.
Hydrostatic testing of the installed casing pipe is scheduled for later this week.
Bridge deck has been poured, contractor is forming up railing/barrier on the bridge.
Left the site at 12:10 PM.

I arrived on site at about 8:50 AM. The crew from PCS started at about 9:00 by painting MH #5
first. There wasn't any flow in the channel except a very minor trickle which was prevented from
flowing into the channel by installing rags to act as a dam in the upstream section of pipe. All of
the interior surface was painted.
Next MH #2 was painted, it was all dry, so all of the interior surface was painted.
Next was MH #1, it was already painted, except the base and channel and riser section wasn't
painted. Also the grout patches were not painted. The PCS crew painted all of the surfaces that
had not been painted. The ladder rungs did not need to be taped off.
The crew then removed the tape and rags that covered the ladder rungs in MH's 3, 4, 6, 7 and 8.
The ladder rungs covered in MH #5 and #2 will have to be done tomorrow or later. I called Evan
Seely to let him know that the ladder rung covering has to be removed and he said he would put
that item on the punch list.

COMMENTS:
I arrived on site at about 11:45 AM. Evan Seely had called earlier and left a message the paint
lining of the sanitary sewer manholes was getting done today. Manholes #3 & #4 had already
been done and the crew from Pacific Concrete Services (PCS) was starting on MH #8. At the
upstream pipe to MH joint a very minor amount of ground water was trickling into the sewer
channel. The crew tried to stop the water flow by applying dry grout mix but it did not work. The
paint can not be applied with any water on the surface. The crew painted all of the interior
surface except the channel. I would estimate the flow of ground water to be about 2 cups to
quart per minute. The crew from PCS did say that they could pressure inject a flowable grout at
the joint where the ground water was entering and that would most likely stop the inflow. When
the sewer system is extended further up hill, the short pipe section can be removed and the new
pipe joint can be sealed to prevent the inflow of ground water.
MH #7 was painted next. The channel had some water flow which is the flow coming from MH
#8. At MH #7 all of the interior surfacing was painted except for the channel.
MH #6 was next and there was a small amount of flow in the channel, which is most likely from
MH #7 & #8. All of the interior surfacing was painted except the channel.
MH #5 was dried out and ready for painting but did not get done due to the 3:00 hour. I left the
site at about 3:15.
Note that the product Wasser urethane white was used which is what was speced. Also, the
ladder rungs were tapped off so they would not be sprayed with paint. The tape and rags covering
the ladder rungs can not be removed until after the 24 hour drying period.
