Executive Summary
SURVEY OVERVIEW
The Local Hazardous Waste Management Program (LHWMP or the Program) Survey Team
visited 158 businesses in Renton's Aquifer Protection Zones in May through December 1997.
The purpose of these visits was to:
• provide information to businesses about the LHWMP,
• obtain information about the types and quantities of hazardous wastes generated by
small businesses,and
• provide information and technical assistance about proper hazardous waste
management and pollution prevention.
• assist the City of Renton in outreach to businesses regarding aquifer protection and
the Aquifer Protection Ordinance.
• assist businesses in the area in implementing Best Management Practices for aquifer
protection by providing technical assistance and financial incentives.
The 158 businesses visited represent 12 different industries. At least 57 of the businesses, or
approximately 36 percent, generate at least one type of hazardous waste. Attachment B lists the
types and estimated amounts of wastes generated among all sites visited.
HAZARDOUS MATERIALS MANAGEMENT ISSUES
Over the course of their visits, Survey Team Investigators identified the following areas in which
businesses could improve their management of hazardous materials:
Waste disposal. 35 generators(61 percent of all generators)disposed of their waste improperly.
The most common problem involved improper hazardous waste disposal method. The next most
common problem was improper or unauthorized discharges to the sanitary sewer. Improper -'
discharges of hazardous waste directly to surface water(e.g., storm drains, lakes,creeks, and
streams)were also noted at several businesses.
Hazardous waste storage. 26 generators(46 percent of all generators)stored their waste
improperly. The most common problem was lack of or insufficient secondary containment of
wastes. The next most common problem was containers improperly labeled or not labeled at all.
Several businesses also were noted as having an inappropriate hazardous waste storage method
or improper storage area(such as unsecured or high-traffic areas, or areas where waste
containers are exposed to the elements).
Spill management. 26 generators(46 percent of all generators) lacked adequate planning and/or
equipment to respond to spills of environmentally damaging materials. Specific problems
included lack of appropriate spill management materials, such as sorbents or neutralizers and
lack of spill management procedures.

Product storage. 33 generators(58 percent of all generators)stored hazardous products or
materials improperly. The most common problem involved lack of secondary containment for
products. The next most common problem was inappropriate hazardous material storage method
or improper storage area.
Health and safety. 12 generators(21 percent of all generators) lacked sufficient health and
safety equipment,procedures,or information for their workers. The most common problem
involved lack of Material Safety Data Sheets(MSDSs)on site.

Investigators discussed specific deficiencies with
each business contact, and made recommendations
about how to correct them.
SIGNIFICANT ISSUE
At the pre-survey planning meeting, city representatives expressed concern about hazardous
materials handled, used and stored by businesses within Renton's Aquifer Protection Zones. The
city was concerned about the amounts of hazardous materials maintained on site by the
businesses and use and storage practices as they relate to potential for spills that might
contaminate or contribute to contamination of the shallow aquifer. City Staff were in the process
of inspecting businesses,to facilitate reduction of hazardous materials stored,and issuing
Operating Permits where appropriate.
In the course of field activities, it became apparent that many businesses in the Aquifer
Protection Zones did not meet the compliance criteria for the Aquifer Protection Code. Many
businesses exceeded hazardous materials volume storage guidelines, used improper waste and/or
product storage practices and/or lacked materials or methods to respond properly in the event of
spills of their hazardous materials.
In addition to the Survey Team activities in the Aquifer Protection Areas,other LHWMP
personnel were also active in Renton. From June 4 through June 11,the Program conducted a
coordinated"special sweeps event."Focusing coordinated field efforts on the City of Renton
area, representatives from the three other teams of the LHWMP Field Unit visited an additional
190 businesses in all areas of Renton including 82 businesses in or adjacent to the Aquifer
Protection Areas. The visits were conducted in a door-to-door manner much like the Survey
Team visits. A listing of the businesses visited by the Audit,Response, and On-Site
Consultation Teams is included as Attachment D to this report.

Explanation of Terms
Throughout this report, various "generator status" terms are used to identify different categories of
businesses based on their hazardous material usage and/or hazardous waste generation
practices. Some generator status terms (such as SQG, MQG, and LQG) have strict definitions
under the Washington State Dangerous Waste Regulations (WAC 173-303). The LHWMP uses
additional generator status terms (NQG and BMP-C) to further categorize businesses. These
terms are explained below.
It is also important to note that some types of hazardous wastes are regulated, while others are
not. These differences impact a business' generator status. "Regulated" hazardous wastes are
those chemical-containing wastes that are regulated under the Dangerous Waste Regulations.
These wastes are referred to as "dangerous waste" or"extremely hazardous waste." Some types
of wastes are regulated because they are specifically identified (or"listed") in the Dangerous
Waste Regulations. Other wastes are regulated because they are toxic, ignitable, reactive, or
corrosive beyond specific levels. Sometimes some regulated hazardous wastes may become
exempt or"non-regulated" if they are managed in certain ways, such as recycling.

When a site contact does not provide sufficient information to the Investigator or if the Investigator

Introduction
From May to December 1997,the Local Hazardous Waste Management Program's(LHWMP)
Survey Team visited 158 businesses in the city of Renton's Aquifer Protection Zones. This
report provides a record of the Survey Team's field activities and documents the information the
Team collected during site inspections and interviews with business representatives. This report
does not provide a complete account of all hazardous waste management practices at the
businesses visited in the Renton survey area; rather it provides a"snapshot"account of those
practices observed by Survey Team Investigators or described by business representatives.
The report also provides background information about the LHWMP and historical information
about other LHWMP activities in the Renton area to date(since the beginning of computerized
record keeping).
Background
ABOUT THE LHWMP
The LHWMP is a multi-agency program that helps businesses and households in King County
reduce and properly manage hazardous waste. Participating agencies include the King County
Department of Natural Resources' Water and Land Resources and Solid Waste Divisions,the
Seattle-King County Department of Public Health,the Seattle Solid Waste Utility,and the
Suburban Cities Association.

ABOUT THE SURVEY TEAM
The Survey Team is one of four field teams in the LHWMP that conducts field visits to
businesses in both incorporated and unincorporated areas of King County. The objectives of the
Survey Team are to:
• Inform businesses about Local Hazardous Waste Management Program services
• Collect information from businesses about their hazardous waste management practices
• Inform businesses about their regulatory compliance status and hazardous waste
management responsibilities
• Provide technical assistance to businesses
• Identify hazardous-waste-generating businesses that don't self-identify as generators
Data collected by the Survey Team are used to develop educational materials and to identify
business types for future Program efforts.
Methods
HOW SURVEYS ARE CONDUCTED
To meet their objectives,the Survey Team systematically visits businesses door-to-door in
selected geographic areas, usually without prior notification. During each visit, Team members
attempt to help businesses to:
• reduce their hazardous waste generation
• dispose of their hazardous wastes properly
• increase their regulatory compliance
• reduce their liability
During a typical visit,the Survey Team Investigator introduces himself or herself, describes the
LHWMP and its services, and determines the type and nature of the business being visited. Each
visit can last from a few minutes to a few hours,depending on a business' generator status,
production processes,waste management practices, level of interest,and willingness to provide
and receive information.
Visits to hazardous waste generators and potential generators. When visiting known or
potential generators,the Investigator collects information about the business' hazardous material
and waste management practices. The Investigator also reviews guidelines for disposal of waste
to the sewers, storm drains, surface waters,air,soil, and solid waste utilities. Finally,the
Investigator addresses any obvious health and safety hazards.
If the Investigator discovers a practice that conflicts with regulatory requirements or best
management practices, he or she provides verbal and/or written guidance to the business, or
refers the business to other agencies or LHWMP staff for further assistance. The Investigator
may also provide further assistance to the business regarding waste minimization and pollution
prevention opportunities.

Visits to non-generators. Because the Survey Team operates in a door-to-door fashion and
actively seeks businesses that don't readily self-identify as hazardous waste generators,the Team
inevitably visits businesses that do not generate hazardous waste. During these visits,which
usually take only a few minutes,the Investigator informs the business about the LHWMP and
provides information about household hazardous waste. To reduce the number of visits to non-
generators,the Team normally does not visit restaurants,taverns, dry-goods stores and other
businesses easily recognized as non-generators.
DATA COLLECTION AND TRACKING
During each visit, Survey Team Investigators use a standardized field form (see Attachment C)
to ensure consistent,thorough documentation of each company's compliance status and
environmental management practices. The form is also used to record Investigator comments
and recommendations, services provided to the business,and brochure disbursement.
Data from the forms is entered into a database for tracking and analysis. The data support the
development of outreach information,technical assistance programs,business resources, and
reports like this one.
FOLLOW-UP WORK
For businesses that generate hazardous waste—particularly those businesses whose waste
management practices conflict with regulatory requirements or best management practices—the
Survey Team may perform any of several follow-up activities:
Research. During the initial site visit,a business contact may ask the Survey Team member a
question that cannot be answered immediately. In some cases a problem is noted that cannot be
resolved at the time of the visit,or the business may request additional information. To provide
the best service possible,the Team member may have to research an issue or locate information,
then follow up with the business contact later.
Referrals to other LHWMP teams. The Survey Team refers businesses that request more
assistance to the On-site Consultation Team,which provides customized support, education,and
technical assistance to hazardous waste generators. For businesses unwilling to address certain
significant compliance issues,the Survey Team may call the Response Team,which deals with
complaint calls.
Customer satisfaction surveys. The Survey Team mails out a survey to the businesses the
Team visited to remind the businesses about Program services and to obtain feedback. The
questions in this survey are intended to obtain an indication of what the public thinks about the
Program, its educational materials,the value of assistance provided,and whether the businesses
have made or are likely to make any changes in their waste management practices as a result of
the visit.
Follow-up visits. Within a few months of surveying a particular area,the Survey Team revisits
several businesses in that area to see if the recommendations provided during the initial visit
have been implemented. The Team normally revisits those businesses considered to have the
most serious,or most numerous,problems or deficiencies. This increases the likelihood that

those deficiencies are corrected, and also enables the Team to evaluate the Program's
effectiveness.
Renton Survey Planning
PRE-SURVEY PLANNING MEETING
At a planning meeting at the end of 1996,the Survey Team selected Renton as the area in which

Renton to present an overview of the LHWMP,review each aspect of the Team's operation, and
discuss the representatives' specific concerns and priorities.

SURVEY BOUNDARIES
At the April 17, 1997 pre-survey meeting, Renton staff recommended that the Team focus on the
business areas located in Aquifer Protection Zones I and 11. The Survey Team agreed to focus on
these areas(see Figure I for geographic location).
SURVEY SCHEDULE
The Team conducted most of its field activities between May 14, 1997 and July 18, 1997. A few
follow-up visits to selected businesses were also accomplished during May and July,and two
were completed in December.

Survey Findings
INDUSTRIAL PROFILE
The Survey Team visited 158 businesses in Renton between May 14 and July 18, 1997. These
businesses represent 12 different industries. The survey area consisted mainly of service and
retail trade businesses (68 percent of all businesses visited), but also included a significant
number of automotive trade and automotive repair businesses. Attachment A lists the businesses
visited,their location,industrial classification,business type, and primary product or service.
Figure 1 shows the area(s)in which these businesses are located. Figure 2 shows the number of
businesses in each industry and their generator type.

HAZARDOUS WASTE GENERATION SUMMARY
NOTE
Because Survey Team Investigators may not
perform full investigations at every business they
visit, these findings are based only on the wastes
and practices directly observed by Investigators or
stated by business representatives. The actual
amounts of wastes and number of deficiencies in the
survey area may be greater than reported here.
Of the 158 businesses visited, at least 57 (36 percent)generated some type of hazardous waste
(see Figure 3). Four of these generators appeared to be medium or large quantity generators,
which are subject to full regulation by the Department of Ecology. (See the "Explanation of
Terms"on page v for information about generator status.)
The 57 hazardous waste generators visited generated at least 18 different categories of waste
(some of which may not be regulated)and disposed of these wastes by 10 or more different
methods (see Attachment B). The most frequently observed wastes were lubricants and filters. It
is not uncommon for lubricants to head the list since many businesses use lubricants, and
automotive related businesses often dispose of large quantities. In the area surveyed 33 of the
businesses visited are automotive related and 6 more are manufacturing businesses. Solvent
wastes are frequently predominant wastes in automotive and manufacturing businesses;however,
these wastes were observed at lower than expected levels in the survey area. This may be in part
due to previous educational efforts by City of Renton staff and the LHWMP in the area.

HAZARDOUS MATERIALS MANAGEMENT ISSUES
The Survey Team identified six hazardous materials management issues that generators could
address to improve their hazardous waste and product management practices. The accompanying
table lists these issues,as well as the specific deficiencies noted, in descending order according to
how frequently the deficiencies were observed. Investigators discussed the deficiencies with
each business contact, and made recommendations about how to correct them.

city was concerned about the amounts maintained on site by the businesses and the use and
storage practices as they might relate to potential for spills that might contaminate or contribute
to contamination of the shallow aquifer. City Staff were in the process of inspecting businesses,
to facilitate reduction of hazardous materials stored, and issuing Operating Permits when
appropriate.
Survey Team staff planned to go door-to-door in the Aquifer Protection Zones beginning with
Zone II. In the course of their normal inspections the Team would provide education and
technical assistance to the businesses specific to the city's Aquifer Protection Program and alert
businesses to upcoming visits by the Aquifer Protection Code Inspector. Survey Team visits
were planned to coordinate with the activities of the Code Inspector in order to minimize
disruption of business activities and achieve maximum results.
In the course of field activities, it became apparent that many businesses in the Aquifer
Protection Zones did not currently meet the compliance criteria for the Aquifer Protection Code.
Many businesses exceeded hazardous materials volume storage guidelines, used improper waste
and/or product storage practices and/or lacked materials or methods to respond properly in the
event of spills of their hazardous materials. The Survey Team provided guidance to the
businesses on waste reduction and storage issues,which generally included alternatives in
meeting compliance criteria for Aquifer Protection. The Team also issued vouchers to several
businesses for partial reimbursement of costs associated with recommendations or requirements
of LHWMP or Renton staff. The Survey Team coordinated site visits with the Code Inspector
and some businesses were referred to one or the other for additional guidance or for voucher
assistance. Several business visits were accomplished jointly with the Code Inspector and a
Survey Team member,when appropriate to better serve the business and avoid closely spaced
inspections.
Although the volumes of hazardous materials observed were sometimes small, generators
frequently exhibited various practices that pose threats to water quality as noted in Figure 4.
Most business contacts reacted positively to the information provided about aquifer protection
and the adjustments recommended and/or required on their part in order to help protect the
aquifer. Many businesses were observed making the adjustments while the Team was still
working in the area.
In order to provide similar services to other sections of Renton, in addition to the Survey Team
activities in the Aquifer Protection Areas,other LHWMP personnel were also active in Renton.
From June 4 through June 11,the Field Unit of the Seattle-King County Department of Public
Health and the King County Department of Natural Resources Hazardous Waste Management
portions of the Program conducted a coordinated"special sweeps event,"focusing field efforts
on the City of Renton. Representatives from the three other teams of the LHWMP Field Unit
visited an additional 190 businesses in all areas of Renton including 82 businesses in or adjacent
to the Aquifer Protection Areas. The visits were conducted in a door-to-door manner much like
- the Survey Team visits. Including return and follow-up visits,218 visits were made to the 190
businesses between June 4 and December 22, 1997.Due to data entry changes in process for
some staff,complete tabulated inspection statistics and waste disposal data, for the"sweeps"
visits are not available electronically at the time of this report. However a listing of the
businesses visited, including location and type,by the Audit, Response,and On-Site

Consultation Teams is included for reference as Attachment D to this report. Information on
individual businesses can be provided upon request.
Summary of Services Provided to Renton
The following is a summary of services provided to Renton during this most recent Survey Team
activity and over the lifetime of the Local Hazardous Waste Management Program.
RECENT SERVICES
Survey Team Investigators provided to businesses verbal and/or written guidance about
regulatory requirements and best management practices. Investigators also identified specific
waste minimization and pollution prevention opportunities. When appropriate, Investigators
referred businesses to other agencies or LHWMP staff for further assistance.
Business Site Visits. The Team conducted 164 site visits to 158 businesses during the period of
field activity described in this report.
Written information. The Team distributed brochures covering general Program information,
specific hazardous waste management information for the businesses,and some household
information.
Referrals. The Team referred four businesses directly to other LHWMP teams or City of
Renton staff for further assistance.
Vouchers. The Voucher Incentive Program reimburses qualified businesses for half the cost(up
to $500 lifetime)of managing hazardous wastes, including oils, solvents, sludges, paints, and
thinners. Management costs may include shipping, storing,treating or recycling wastes through
a permitted handler. Vouchers may also be used for the purchase of equipment to properly
manage hazardous material. The Survey Team awarded vouchers to eight businesses in the
aquifer Protection Zones. During the"sweeps event"the Field Unit issued vouchers to nine
other businesses in Renton.
EnviroStars. The EnviroStars program recognizes businesses that properly manage and/or
reduce hazardous waste. Window decals with two,three, four,or five stars are given to qualified
SQGs that apply. Other forms of recognition include ads,wall certificates, and nominations for
other awards. The Survey Team recognized two businesses as potential EnviroStars. To date,
the following businesses in the Renton area have already received EnviroStars recognition by the
LHWMP:

HISTORICAL SERVICES
In addition to the recent Survey Team activities discussed in this report, other Program elements
have provided the following services to the Renton area as of this report date:
NOTE
Because of the way the Business Waste Line, the
Hazards Line and IMEX are tracked, records of these
services may reflect the entire Renton area and not
specifically the incorporated area of Renton.
Business Waste Line. The Business Waste Line, which provides confidential waste
management information to businesses, has answered 472 calls from the Renton area since June
1993.
Hazards Line. The Hazards Line,which provides confidential household hazardous waste
management information to homeowners, has answered 2013 calls from the Renton area since
April 1992.
Field Team Visits. Members of the Audit Team, Response Team, and On-Site Consultation
Team have conducted a total of 538 site visits in the Renton area since 1992. The Survey Team
has conducted 291 visits to businesses in Renton since 1992 for a combined Field Unit total of
829 site visits.
Industrial Materials Exchange. IMEX matches businesses that produce wastes or surplus
materials with businesses that need them. In the Renton area 39 businesses are on the IMEX
mailing list and receive the IMEX catalog bimonthly. Since October 1989,the IMEX program
has recorded 19 transactions involving businesses in the Renton area.
Anecdotes and Comments
Most business contacts in Renton were friendly and receptive to site visits by team members.
Most of the contacts at businesses generating hazardous wastes seemed interested in the
information staff provided and welcomed assistance from the Program. Contacts at businesses
that did not generate hazardous wastes(and many at those that did)were interested in the
household hazardous waste information provided and seemed enthusiastic about the Program.
The Team received several questions about household hazardous wastes and the Wastemobile.
None of the businesses in the area refused the Team entry to their business sites.
On seven follow-up visits to businesses by the Survey Team, all seven businesses had
implemented the changes recommended by the Investigator on the first visit. Several other
businesses made or initiated changes to their practices immediately, while the Investigator was
still on site. Also at least six of the businesses followed up by other Program staff, as a result of
the "sweeps event," implemented recommended changes within six months of the initial visit.
Two businesses asked for and received a supply of household hazardous waste brochures to hand
out as a service to their customers and employees.

NOTES FROM THE DATABASE
Aquifer Protection Area
They run their x-ray fixer waste through their single cylinder recovery system,then the owner
takes the treated fixer waste home where he dumps it in his backyard. He will now have his fixer
waste taken away by a vendor.
Small cabinet that contains food products,household cleaners and bug spray was cleaned out
during visit. All food was thrown in trash and they agreed they would store food elsewhere in
the future. Business is in APA#1.
The manager has removed accumulation of scrap metal that was piled outside, containment
pallets have been purchased for two 55-gallon drums of waste, hazardous chemicals are stored in
new fire cabinet,and the owner is considering an evaporator system for wastewater.
As a result of the visit in June for Aquifer Protection,this business has disposed of two 55
gallon drums of unknown waste,disposed of hundreds of pounds of scrap metal stored outside
uncovered, has built or purchased secondary containment for all products and wastes, and has
sealed the shop drain. They plan to have a cover built over their oil tanks in the back. The
business now has an Aquifer Protection Permit because of their compliance.
They are now washing their cars at 101 S Grady Way. Nancy Moreno with the City of Renton
also followed up with them and she told me they are now in compliance.
At a facility located in the Aquifer Protection Zone groundskeepers for years had changed oil
from earth-moving equipment over an open pit and drained the used oil into the soils. In another
area,waste solvent and gasoline were poured into an underground storage tank that has"never
filled up"and had never been pumped out. Additionally the gravel around the compressor
appeared to be oil saturated. Environmental consultants dug out the contaminated soils. In the
oil changing pit and compressor areas they removed approximately six tons of contaminated
soils. When they removed the concrete cover over the"underground storage tank"as evidenced
by a vent pipe),no tank was found—only a five gallon plastic bucket with a pipe leading to it.
Approximately three and one-half tons of contaminated soil was removed from that area, making
the total site clean up approximately nine and one-half tons of soil.
The"Sweeps Event"
Client has agreed to call in a HW company to profile and dispose of the waste. He claims he was
not aware of the wastes until the construction began and they checked the shed. By then the car
lot had already left the premises.
When a small asphalt paving company just outside of the Aquifer Protection Zone was initially
inspected,the business was storing containers with 440 gallons of oil and asphalt emulsion, 50
gallons of diesel fuel, 16 gallons of petroleum distillate solvent,and 1 lead/acid battery on the
ground without secondary containment or cover. There were no supplies available for
responding to chemical spills and employees had not been trained in spill response procedures.

Most containers lacked identifying labels. When the Investigator returned for a follow-up site
visit four months later the business had:
0 Disposed of 330 gallons of oil, 16 gallons of solvent and the battery.
0 Secondary containment and cover for the remaining 110 gallons of oil.
0 Developed spill procedures and trained employees in their use.
0 Purchased spill clean-up supplies and trained employees in their use.
0 Properly labeled their remaining oil containers.
