This is to notify you that the above referenced request,
which was approved subject to conditions as noted on the
Examiner ' s report of March 29, 1977 , has not been appealed
within the time period set by ordinance, and therefore,
this application is considered final and is being submitted
to the City Clerk effective this date for permanent filing.

Mr. Woods asked for clarification of Item P. 7, of Exhibit #1, which
disallows the use of exterior loudspeakers , and asked if the
restriction includes chimes, etc. Mr. Smith indicated that the item
referred to loudspeakers only.
Mr. Woods briefly reviewed the history of acquisition of the property, •
including a recent annexation, and indicated cooperation in fulfilling
obligations imposed by the Planning Department in order to construct
the facility.
In regards to previous discussion about access to the undeveloped
portion of the property, Mr. Woods reported that ingress and egress
for the proposed facility would be onto Union. Avenue N.E. with proposed
access for future expansion to be negotiated with property owners to
the back of the property. He indicated discussions had been held
with said property owners in regard to future access.
The Examiner asked if existing trees on the property would be
retained, and Mr. Woods indicated that one tree would remain but
the other would be removed because of the placement of the structure
on the site.
The Examiner asked for additional testimony regarding the application.
Since there was none, the hearing on Item #SP-003-77 was closed by
the Examiner at 10 : 50 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record
in this matter, the Examiner now makes and enters the following:
FINDINGS : •
1. The request is to allow the construction of a proposed church
facility by special permit in a single family residential zone.
The church and accompanying parking will consist of an area of
approximately 24 ,000 gross square feet.
2 . The subject site is primarily undeveloped; however, there are
two existing single family residential structures located on the
property with various accessory structures. Honey Dew Elementary
School and its accompanying playground is located directly to the
south of the site. There are single family residences located to
the north of the site, and Kiwanis Park is located directly west
fronting Union Avenue N.E.
3. All existing utilities are available and are in close proximity.
4 . Pursuant to the City of Renton' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended, R.C.W. 43. 21.c ,
a Declaration of Non-Significance has been issued for the subject
proposal by Gordon Y. Ericksen, responsible official.
5. The structure is compatible with required setbacks , lot coverage
and height requirements of Section 4-706. 3.
6. Landscaping as is indicated on the submitted plan is in compliance
with the code and seems to be sufficient to provide an adequate
buffer at the perimeter of the property to minimize adverse impacts.
7 . In reviewing the landscape plan, the Planning Department has
suggested several modifications regarding material types, sizes ,
and location.
8. The property was advertised and was posted in three conspicuous
places near the subject site. There is no apparent opposition
to the proposed church.

REPORT:. by the Examiner on March 15, 1977 , •
PUBLIC HEARING: After reviewing the Planning Department report,
examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a
public hearing on the subject as follows :
The hearing was opened on March 22 , 1977 , at 10 :25 a.m. in the Council
Chambers of the Renton Municipal Building.
Parties, wishing to testify were sworn.
It was reported that the Hearing Examiner and Mr.. Alfred Woods,
representing the applicant, had received and reviewed the Planning
Department report, and the report was entered into the record ,as
Exhibit #l .
Michael Smith, Planning Department , reviewed Exhibit #1 , and entered
the following additional exhibits into the record:
Exhibit #2 : Site Plan Map.
Exhibit #3 : Landscape Plan.
Exhibit #4: Elevation Plan.

The Examiner inquired about access to the undeveloped portion of the
property for future expansion. Mr. Smith reported that access would
be through the westerly portion of the site.
The Examiner asked Mr. Smith if he had additional comments. or exhibits
to enter: Mr. Smith reported receiving letters from various city
departments: Fire Department, Engineering Division, and Utilities
Division; and read the subject letters into the record.,
The Examiner asked Mr. Woods if he concurred in Exhibit #1 , and Mr.

Pursuant to Ordinance No. 3071, Section 4-3015, request for
reconsideration or notice of appeal must be filed in writing on or
before April 5 , 1977 . Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedures, errors
of law or fact, error in judgment, or the discovery of new evidence
which could not be reasonably available at the prior 'hearing may
make a written request for review by the Examiner within fourteen
(14) days of the conclusion of the hearing. This request shall set
forth the specific errors relied upon by such appellant, and the
Examiner may, after review of the record, take further action as he
deems proper.

9. The church has gone through several planning revisions and
modifications in order to comply with the latest amendment of the
residential zone regarding the location and siting of churches.
10. The plans have been reviewed by all the departments that are
affected by the impact or construction of this facility.
11. The Planning Department report accurately sets forth the issues ,
findings of fact, applicable policies and provisions, and
departmental recommendations in this matter, and this report
itself, being uncontested, is hereby attached as Exhibit #1 and
incorporated into this report by reference as set forth in full
herein.
CONCLUSIONS:
1. The applicant indicated that he had reviewed the Planning
Department staff report and has concurred with staff' s
recommendations. The Examiner has reviewed and concurs with
- the acceptance of the design) .-nd approves the location, and
finds that the proposed use is in compliance with all provisions ,
regulations, and standards as set forth in Ordinance No. 3050.
2. After a thorough examination, it is the conclusion of the
Hearing Examiner that the church and its incidental activities
will not be unduly detrimental to adjacent or surrounding
properties or the enjoyment thereof.
3. The proposed facility has met the following requirements:
a. Access
b. Lot coverage
c. Setbacks
d. Landscaping
e. Parking
f. Views
g. Surface drainage
h. Provision for traffic flow and circulation
i. Esthetic compatibility with surrounding area
j . Submittal of a landscape plan
4 . After examining the application, the Fire Department has concluded
that two additional fire hydrants will be required to be installed
by the applicant.
5. The proposal meets the objectives of the Land Use Report, 1965 ,
Pages . 17 and 18 , Objectives, as officially adopted by the City
of Renton.
RECOMMENDATION:
Recommend approval subject to the Planning Department recommendations,
Items 1 through 8, and the additional installation of two fire hydrants
as specified by the City of Renton Fire Department.

3. Vegetation : The first 200 ' ± adjacent to Union Ave. N . E . con-
sists primarily of scrub grass and lawn. The remaining
eastern portion of the property consists of typical woodland
vegetation, including large evergreen and deciduous trees .
4 . Wildlife: The existing vegetation on the site provides
suitable habitat for small mammals , rodents , and birds
typical to the Northwest area .
5. Water: Some standing water exists within the first 200'
adjacent to Union Ave. N. E. together with an existing drain-
age ditch running generally north and south across the
property.
6. Land Use : The subject site is primarily undeveloped. How-
ever, two existing single family residences are located on
the property together with various accessory structures .
Honeydew Elementary School is located directly to the
south of the subject site. There are existing single
family residences located north of the site and west of
the site across Union Ave. N. E. Kiwanis Park is located
north and west of the subject site across Union Ave . N. E .
F. NEIGHBORHOOD CHARACTERISTICS:
The area consists primarily of single family residences on
suburban size lots and public uses , including Honeydew Elemen-
tary School and Kiwanis Park .
G. PUBLIC SERVICES:
1 . Water and Sewer: There is an existing 12" water main and
sewer main along Union Ave. N . E. together with an existing
15" storm sewer.
2. Fire Protection : Fire protection shall be provided by the
Renton Fire Department subject to City of Renton fire pro-
�j; tection requirements . The Fire Department has required
•$, two additional fire hydrants along the south edge of the
ud ,, site.
3 . Transit: Metro Transit Route No. 42 operates along Union
Ave. N . E . approximately 1/4 mile north of the subject site.
4. Schools : The site is directly adjacent to Honeydew Elemen-
tary School, within 1/2 mile of Hazen High School , and one
mile east of McKnight Junion High School .
5. Parks : The site is across Union Ave . N . E . from Kiwanis Park .

C. PURPOSE OF REQUEST:
The purpose of the request is to permit construction of a church
and additional facilities consisting of approximately 24 ,000
gross square feet together with parking and required landscaping .
D. HISTORY/BACKGROUND:
The subject site was part of the Woods Annexation to the city
of Renton , Ordinance No . 3058 dated August 24 , 1976 . Consistent
with City policy , the site was given the "G" classification upon
annexation .
E. PHYSICAL BACKGROUND:
1 . Topography: The site is relatively level .
2 . Soils : Alderwood (Agc ) . This soil is characterized by c . sea-
sonal high water table with very slow permeability below a
depth of 24" to 40

6 . A screening fence may be necessary in combination with the
northerly landscape strip that is adjacent to the existing
single family residences .
7 . The seating capacity of the proposed. church is 450. At one
parking space per five seats , plus the two required for the
parsonage , the total parking requirement is 92 spaces . One
hundred parking spaces are provided .
P. PLANNING DEPARTMENT RECOMMENDATION:
Recommend approval of special permit as proposed subject to the
following conditions :
1 . Final Planning Department approval of detailed landscape
plans including the revisions noted in "0" and the retention
of existing trees wherever possible . Removal of trees shall
be subject to prior approval of the Renton Planning Department
in accordance with detailed landscape plan .
2 . Final Planning Department approval of screening methods along
the north and south property lines .
3 . Final Planning Department approval of the exterior design and
color of the proposed structure , including any structure
retained on the site as part of the church development .
4. Final Public Works Department approval of suitable on-site
storm water retention and oil water separation facilities .
5 . Posting of bond or other approved means of insuring proper
landscaping installation and maintenance as per ordinance
requirements ,
6 . Parking lot lighting shall be of low height and intensity to
reduce glare and light intrusion to adjacent single family
residence .
7 . Exterior loud speakers shall .4be permitted .
8. The portion of the site not developed at this time shall be
retained an its natural state , any future plans for this area
shall be approved by the Examiner .
The purpose of these requirements is to reduce the impact of the
proposed development in the adjacent single family residences ,
and retain the general character of the area .

Social interactions may occur between church, activities and
adjacent single family residences .
L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and
the State Environmental Policy Act of 1971 as amended ( RCW
43. 21C ) , a Declaration of Non-significance has been issued for
the subject proposal (see attached) .

0, JEPAR.IMENT ANALYSIS:
1 . The site plans are compatible with the setbacks , lot coverage ,
and height requirements of Section 4-706 (3) regarding the
location of churches by special permit in a single family
residence zone .
2 . The covered driveway entrance on the north side of the pro-
posed building extends 30 feet into the 100 foot setback
area . This structure is approximately 10 feet in height ,
and there is sufficient landscaping and screening buffer at
the perimeter of the property to minimize adverse impacts .
It can be considered appurtenant to the main building which
does meet the 100 foot setback requirement .
3 . Minor amendments will be necessary in the proposed landscape
plans . The 20 foot landscape strip adjacent to the building ' s
south side , in lieu of the 25 foot requirement, is sufficient
provided suitable material -types and sizes are utilized . The
25 foot landscaping requirement can be attained along the
south side of the primary parking lot by allowing a two foot
reduction in stall length added to the landscaping , thus
providing a two foot overhang into the planter in lieu of a
separate wheel stop .
4 . Larger variety deciduous and evergreen trees may be necessary
in certain areas of the landscape plan to ensure proper scre-
ening and reduction of visual impact.
5 . Many large significant evergreen and deciduous trees exist on
the site from the houses eastward to the property line . Ret-
ention of trees should be encouraged as part of the total land-
scape and development plan ,

3. Vegetation : The first 200 ' ± adjacent to Union Ave . N . E . con-
sists primarily of scrub grass and lawn. The remaining
eastern portion of the property consists of typical woodland
vegetation, including large evergreen and deciduous trees .
4 . Wildlife: The existing vegetation on the site provides
suitable habitat for small mammals , rodents , and birds
typical to the Northwest area .
5. Water: Some standing water exists within the first 200 '
adjacent to Union Ave. N. E. together with an existing drain-
age ditch running generally north and south across the
property.
6 . Land Use : The subject site is primarily undeveloped . How-
ever, two existing single family residences are located on
the property together with various accessory structures .
Honeydew Elementary School is located directly to the
south of the subject site. There are existing single
family residences located north of the site and west of
the site across Union Ave. N. E. Kiwanis Park is located
north and west of the subject site across Union Ave . N. E .
F. NEIGHBORHOOD CHARACTERISTICS:
The area consists primarily of single family residences on
suburban size lots and public uses , including Honeydew Elemen-
tary School and Kiwanis Park .
G. PUBLIC SERVICES:
1 . Water and Sewer: There is an existing 12" water main and
sewer main along Union Ave . W. E. together with an existing
15" storm sewer.
2. Fire Protection : Fire protection shall be provided by the
Renton Fire Department subject to City of Renton fire pro-
tection requirements . The Fire Department has required
two additional fire hydrants along the south edge of the
site.
3. Transit: Metro Transit Route No . 42 operates along Union
Ave. N . E. approximately 1/4 mile north of the subject site .

The subject site was part of the Woods Annexation to the city
of Renton , Ordinance No. 3058 dated August 24 , 1976 . Consistent
with City policy, the site was given the "G" classification upon
annexation .
E. PHYSICAL BACKGROUND:
1 . Topography: The site is relatively level .
2 . Soils : Alderwood (Agc ) . This soil is characterized by G sea-
sonal high water table with very slow permeability below a
depth. of 24" to 40" .

parking space per five seats , plus the two required for the
parsonage , the total parking requirement is 92 spaces . One
hundred parking spaces are provided .
P. PLANNING DEPARTMENT RECOMMENDATION:
Recommend approval of special permit as proposed subject to the
following conditions :
1 . Final Planning Department approval of detailed landscape
plans including the revisions noted in "o" and the retention
of existing trees wherever possible . Removal of trees shall
be subject to prior approval of the Renton Planning Department
in accordance with detailed landscape plan .
2 . Final Planning Department approval of screening methods along
the north and south property lines .
3 . Final Planning Department approval of the exterior design and
color of the proposed structure , including any structure
retained on the site as part of the church development .
4 . Final Public Works Department approval of suitable on-site
storm water retention and oil water separation facilities .

0. DEPARTMENT ANALYSIS:
1 . The site plans are compatible with the setbacks , lot coverage ,
and height requirements of Section 4-706 ( 3 ) regarding the
location of churches by special permit in a single family
residence zone .
2 . The covered driveway entrance on the north side of the pro-
posed building extends 30 feet into the 100 foot setback
area . This structure is approximately 10 feet in height ,
and there is sufficient landscaping and screening buffer at
the perimeter of the property to minimize adverse impacts .
It can be considered appurtenant to the main building which
does meet the 100 foot setback requirement.
3 . Minor amendments will . be necessary in the proposed landscape
plans . The 20 foot landscape strip adjacent to the building ' s
south side , in lieu of the 25 foot requirement, is sufficient
provided suitable material -types and sizes are utilized . The
25 foot landscaping requirement can be attained along the
south side of the primary parking lot by allowing a two foot
reduction in stall length added to the landscaping , thus
providing a two foot overhang into the planter in lieu of a
separate wheel stop .
4 . Larger variety deciduous and evergreen trees may be necessary
in certain areas of the landscape plan to ensure proper scre-
ening and reduction of visual impact.
5 . Many large significant evergreen and deciduous trees exist on
the site from the houses eastward to the property line . Ret-
ention of trees should be encouraged as part of the total land-
scape and development plan ,

6 . A screening fence may be necessary in combination with the
northerly landscape strip that is adjacent to the existing
single family residences .
7 . The seating capacity of the proposed church is 450 . At one
parking space per five seats , plus the two required for the
parsonage , the total parking requirement is 92 spaces . One
hundred parking spaces are provided .
P, PLANNING DEPARTMENT RECOMMENDATION:
Recommend approval of special permit as proposed subject to the
following conditions :
1 . Final Planning Department approval of detailed landscape
plans including the revisions noted in "o" and the retention
of existing trees wherever possible . Removal of trees shall
be subject to prior approval of the Renton Planning Department
in accordance with detailed landscape plan .
2 . Final Planning Department approval of screening methods along
the north and south property lines .
3 . Final Planning Department approval of the exterior design and
color of the proposed structure , including any structure
retained on the site as part of the church development .
4. Final Public Works Department approval of suitable on-site
storm water retention and oil water separation facilities .
5 . Posting of bond or other approved means of insuring proper
landscaping installation and maintenance as per ordinance
requirements .
6 . Parking lot lighting shall be of low height and intensity to
reduce glare and light intrusion to adjacent single family
residence .
7 . Exterior loud speakers shall .4be permitted .
8 . The portion of the site not developed at this time shall be
retained an its natural state , any future plans for this area
shall be approved by the Examiner.
The purpose of these requirements is to reduce the impact of the
proposed development in the adjacent single family residences ,
and retain the general character of the area .

3. Vegetation : The first 200 ' ± adjacent to Union Ave . N . E . con-
sists primarily of scrub grass and lawn . The remaining
eastern portion of the property consists of typical woodland
vegetation, including large evergreen and deciduous trees .
4 . Wildlife : The existing vegetation on the site provides
suitable habitat for small mammals , rodents , and birds
typical to the Northwest area .
5. Water : Some standing water exists within the first 200 '
adjacent t.o Union Ave. N. E. together with an existing drain-
age ditch running generally north and south across the
property.
6 . Land Use : The subject site is primarily undeveloped . How-
ever, two existing single family residences are located on
the property together with various accessory structures .
Honeydew Elementary School is located directly to the
south of the subject site. There are existing single

F. NEIGHBORHOOD CHARACTERISTICS:
The area consists primarily of single family residences on
suburban size lots and public uses , including Honeydew Elemen-
tary School and Kiwanis Park .

1 . Water and Sewer: There is an existing 12" water main and
sewer main along Union Ave . N . E. together with an existing
15" storm sewer.

The subject site was part of the Woods Annexation to the city
of Renton , Ordinance No. 3058 dated August 24 , 1976 . Consistent
with City policy, the site was given the "G" classification upon
annexation .
E. PHYSICAL BACKGROUND:
1 . Topography: The site is relatively level .
2 . Soils : Alderwood (Agc ) . This soil is characterized by c sea-
sonal high water table with very slow permeability below a
depth of 24" to 40" .

6 . A screening fence may be necessary in combination with the
northerly landscape strip that is adjacent to the existing
single family residences .
7 . The seating capacity of the proposed church is 450 . At one
parking space per five seats , plus the two required for the
parsonage , the total parking requirement is 92 spaces . One
hundred parking spaces are provided .
P. PLANNING DEPARTMENT RECOMMENDATION:
Recommend approval of special permit as proposed subject to the
following conditions :
1 . Final Planning Department approval of detailed landscape
plans including the revisions noted in "0" and the retention
of existing trees wherever possible . Removal of trees shall
be subject to prior approval of the Renton Planning Department
in accordance with detailed landscape plan .
2 . Final Planning Department approval of screening methods along
the north and south property lines .
3 . Final Planning Department approval of the exterior design and
color of the proposed structure , including any structure
retained on the site as part of the church development .
4. Final Public Works Department approval of suitable on-site
storm water retention and oil water separation facilities .
5 . Posting of bond or other approved means of insuring proper
landscaping installation and maintenance as per ordinance

the subject proposal (see attached) .

0. DEPARTMENT ANALYSIS:
1 . The site plans are compatible with the setbacks , lot coverage ,
and height requirements of Section 4-706 (3 ) regarding the
location of churches by special permit in a single family
residence zone .
2 . The covered driveway entrance on the north side of the pro-
posed building extends 30 feet into the 100 foot setback
area . This structure is approximately 10 feet in height ,
and there is sufficient landscaping and screening buffer at
the perimeter of the property to minimize adverse impacts .
It can be considered appurtenant to the main building which
does meet the 100 foot setback requirement.
3. Minor amendments will . be necessary in the proposed landscape
plans . The 20 foot landscape strip adjacent to the building ' s
south side , in lieu of the 25 foot requirement , is sufficient
provided suitable material -types and sizes are utilized . The
25 foot landscaping requirement can be attained along the
south side of the primary parking lot by allowing a two foot
reduction in stall length added to the landscaping , thus
providing a two foot overhang into the planter in lieu of a
separate wheel stop .
4 . Larger variety deciduous and evergreen trees may be necessary
in certain areas of the landscape plan to ensure proper scre-
ening and reduction of visual impact.
5. Many large significant evergreen and deciduous trees exist on
the site from the houses eastward to the property line . Ret-
ention of trees should be encouraged as part of the total land-
scape and development plan ,
