Grady Way Renton, WA 98057 RE: Lebed Residence – 5xx Morris Avenue S (Parcel #7841300361) Modification Justification (APCE Project #2023025) To Whom it May Concern: We are requesting a Modification for the Lebed Residence on behalf of Mr. Dmitry Lebed, the owner of parcel 7841300361. A Modification is being requested to retain the existing frontage along Morris Avenue South which includes an existing pavement width of over 35 feet rather than to reconstruct the roadway to provide the pavement widths required in Chapter 4-6-060 of the current City of Renton Municipal Code. The Municipal code would require a pavement width of 26-feet (13-feet from ROW centerline), 0.5-foot curb, an 8-foot planting strip, a 5-foot sidewalk, street trees, and storm drainage improvements. The following is a list of the City’s criteria for granting the Modifications followed by a discussion of the impacts of approving this modification with the intent of demonstrating that the proposed modification will meet the intent and purpose of the governing land use designation of the Comprehensive Plan and conform with the intent and purpose of this Code, and that such modification: a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objective; The project would substantially implement the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element because keeping the existing improvements would provide a greater width of traveled way and sidewalk than the standards require, including over 35 feet of pavement and over 9 feet of sidewalk. b. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment; These half street improvements will be constructed to meet all of the City’s standards that are consistent with generally accepted engineering principles, practices, and experience.
