This is your permit coverage letter for Permit Number WAR045539. Your permit coverage is effective August 1, 2024. Please review all of the information in the permit and this letter and contact Ecology if you have any questions. Purpose of the permit The permit requires municipalities and secondary permittees to develop and implement a stormwater management program to control stormwater runoff into and from their municipal separate storm sewer system (MS4), under the authority of the Federal Water Pollution Control Act (33 U.S.C. 1251) and limits the discharge of pollutants to surface and groundwater under the authority of the State Water Pollution Control Act (Chapter 90.48 RCW). Keep this Coverage Letter Retain this letter as an official record of permit coverage for your site. For easy access from your site, you may keep your records in electronic format. Permit Fees State law (RCW 90.48.465) requires that all permittees pay an annual permit fee based upon the state fiscal year. The state fiscal year begins each year on July 1, and ends on June 30 the following year. Ecology mails permit fee bills to all permittees annually. Permittees that have permit coverage on or after July 1 will receive a permit fee bill for coverage with the state fiscal year. Appeal Process You have a right to appeal coverage under the general permit to the Pollution Control Hearing Board (PCHB). Appeals must be filed within 30 days of the date of receipt of this letter. Any appeal is limited to the general permit’s applicability or non-applicability to a specific discharger. The appeal process is governed by chapter 43.21B RCW and chapter 371-08 WAC. “Date of receipt” is defined in RCW 43.21B.001(2).
