ROLL CALL was taken by Secretary Denzer. All members responded present. 2. APPROVAL OF MINUTES. There being no additions, deletions or correc- tions to the Minutes of the Meeting of May 10, 1967, the Chairman declared them approved as written. 3. CONTINUED FROM MEETING OF APRIL 26, 1967: REZONE APPLICATIO# | (a) WEHRMAN, MARVIN D., APPL. NO. R-389-67; REZONE FROM G TO B-1; PROPERTY LOCATED SOUTH OF 4TH AVE. N. BETWEEN 132ND AVE. S.E. AND M_ STREET. The Chairman described the rezone application. Stone stated that he wished the record to show that inasmuch as he is attorney for the applicant, Mr. Wehrman, he would refrain from participating in the discussion or voting on the issue in question. Stredicke asked the Planning Director what the Comprehensive Plan shows for this area. The Planning Director pointed out the loca- tion of the property on the zoning map and stated that his inter- pretation of the Comprehensive Plan for this area indicated multi- family residential use. Stredicke stated that on three separate occasions the Planning Director had declared the Comprehensive Plan shows multi-family residential use for the area in question; that the application is not in accord with the Comprehensive Plan; that the Commission has had several study sessions and a change in the Comprehensive Plan for the area in question was not decided upon at any of these sessions; therefore, as the application is not in agreement with the Comprehensive Plan, the Commission must reject it. Discussion then ensued regarding the legality of holding the depth of business zoning to 300 feet south of 4th Ave. N.--Denzer and Racanello participating. Brower asked if it was the Commission's Opinion that the property was suitable for residential use con- sidering the present uses surrounding the property in question; namely, the cemetery, the City reservoir and business to the north. Stredicke asked the Chair for a ruling on his original point that the application was not in agreement with the Comprehensive Plan. The Chairman replied that it was the Planning Director's opinion that the Comprehensive Plan indicated multi-family use for the apea, but that he, the Chairman, felt that the Planning Commission should be polled for their opinion which could very well differ Renton Planning Commission Meeting May 24, 1967 Minutes Page 2 from the Planning Director's insofar as interpretation of the Comprehensive Plan was concerned. Mr. Marvin Wehrman, the applicant, spoke briefly on behalf of the rezone application, reiterating some of the points he brought out in his previous presentation to the Commission on April 26th. It- was moved by Stredicke, seconded by Sterling, that the hearing be closed. Motion carried unanimously. ACTION: It was moved by Denzer, seconded by Racanello,that the rezone application of Marvin D. Wehrman be approved and forwarded to the City Council for action as it agrees with the Comprehensive Plan. Stredicke stated that he wished the record to show that the Planning Director at three public meetings said that the re- zone application did not agree with the Comprehensive Plan. Stredicke stated further that the Planning Director was the only professional planner in the room. The Chairman stated that it was the Commission's opinion that counted; not the Planning Director's. Roll call vote was requested on the pending motion. Planning Commission members voted as follows: Brower - aye Sterling - no Cordell - aye Stredicke - no Denzer - aye Teegarden - no Racanello - aye Garrison - abstained The motion carried. _— 4. NEW BUSINESS PRELIMINARY PLAT APPLICATION (a) EARLINGTON INDUSTRIAL PARK NO. 1, APPL. NO. PP-401-67; PROPERTY LOCATED VICINITY OF SW CORNER OF INTERSECTION OF S. 7TH ST. AND 87TH AVE. S. The Chairman described the preliminary plat application and asked the Planning Director for staff comments. The Planning Director stated that the property in question is an extension of the exist- ing Earlington Industrial Park. He stated further that the prop- erty under consideration involves both the preliminary plat appli- cation and a rezone application to M-P District from existing G. The Planning Director said that the proposed development is in accord with City standards. Stredicke asked if the applicant was to provide a fire lane to the south of the property as requested. The Planning Director replied that the applicant will provide a fully developed street. Stredicke then asked whether the cul-de-sac shown in the proposed plat would hamper truck traffic. The Planning Director replied that this particular cul-de-sac will be developed to City stand- ards and would not present a problem since there would be no on-street parking. PROPERTY LOCATED SOUTH OF M_ST. APPL. NO, R-389-67; N. The Chairman described the application and read into the record a letter from the applicant listing points supporting his application. Mr. Stone stated that as he is the attorney for the applicant, he would withdraw from commenting or voting on this issue. The Planning Director pointed out the location of the property on the zoning map. The Planning Director stated that his interpretation of the Comprehensive Plan for the area in question indicated multi-family residential use; that this is a fringe area and conceivably it could go to business in the future depending upon the nature of growth and development in the area. The Assistant Planning Director showed slides of the property in _ question. The Chairman called for comments from the Commissioners. Stredicke stated that he felt there was too much business zoning in that area now, that the line for business zoning must be drawn somewhere and that on several occasions the line was drawn at 300 feet south of 4th Ave. N. Garrison stated that his opinion on this property has changed somewhat in a comprehensive or detailed study of the predicted area; and that the city purchase of about five acres south of the property in question for a water reservoir has cast another light on the particular piece of property. Garrison stated further that the Planning Commission may have been wrong in establishing the business zoning depth of 600 feet north of 4th Ave. N. instead of south of 4th Ave. N. He stated further that if the Wehrman property and adjacent property were zoned business, it would seem logical that the city-owned property would act as a buffer to possible multiple zoning further south. Mr. Garrison said further that his opinion had changed from the study sessions and he would be inclined to permit business zoning to a depth of 600 feet south of 4th Ave. N. Mr. Marvin D. Wehrman, the applicant, spoke at length in behalf of his rezone application, emphasizing each point brought out in his letter to the Commission previously received. Mr. Teegarden stated that if the Comprehensive Plan indicates multi- family residential use for the area in question, that the requested rezone could not be granted; and in his opinion multi-family is the correct interpretation. Mr. Brower stated that he felt he could not vote on the issue one way or the other at this time without additional study. ACTION: It was moved by Garrison, seconded by Brower, that the hearing on this application be continued for 30 days to allow for further investigation and study by the Planning Commission. As a Professional Engineer, I recognize the need for land use regulation. The adoption of a comprehensive plan indicates the City of Renton also reconizes thie need. As members of the Planning Commission, each of you have the responsibility of guiding the future growth of Renton andmaintaining land use compatibility within the guidelines of the ccmprhensive plan. It is not necessary to remtnd you that Renton is on the move and thet we can expect greet changes to be made during the years to come. It ie now that we need to plan for these years. After extensive study of the comprehensive plan, the advice of my attorney and others, I feel the rezone of my property to Bel completely agrees with the comprehensive plan. The folowing reasons are submitted to support my request for rezone: 1. My property ig bounded on the West andSouthwest by Greenwood Cemetery and on the North by existing Bel zoning. I feel the existing use of Greenwood property on the Southwest is commercial.
