NO. R-417-67, REZONE FROM G TO L-1l; property located on 72nd Ave. S. (Monster Road), southwesterly of Metro Treatment Plant. The Chairman described the rezone application and stated it was an extension of a parcel of property rezoned to L-1 at the July 26, 1967 meeting. As there were no comments from the Commission or the audience, it was moved by Denzer, seconded by Brower, that the hearing be closed. Motion carried unanimously. ACTION: It was moved by Stredicke, seconded by Brower, that the Commission recommend to the City Council approval of the rezone request of the Northern Pacific Railway Company for L-l as it agrees with the Comprehensive Plan. Motion carried unanimously. (d) ROGSTAD, TOM, APPL. NO. R-419-67, REZONE FROM GS-1 TO R-4; property located on Benson Road between Hwy 405 and S. llth St. Chairman Garrison described the rezone application and the Plan- ning Director pointed out the location of the property on the zoning map. Slides of the property were shown. The Planning Director stated that access to the property would be from Benson Road via a proposed driveway and would be an excessively steep grade; access to the rear of the property is on an easement from the Puget Sound Power and Light Company. The Chairman read a letter to the Commission from Del Bennett, Traffic Engineer, stating that because of the location of Inter- state Highway 405 and the structure to the northwest of the property, a very difficult situation exists in regard to ingress and egress for high density use. Any access to this property might be restricted by prohibiting left turns on the Benson Highway. Racanello stated that he believed the property was suitable for multiple use but that a better access situation maght be worked out if the entire block came in together on the rezone, thereby eliminating also the piecemeal rezoning which the Commission has indicated it wishes to avoid if possible. Comments from the audience were called for. Mr. George Bolotin, architect for the owner, and Mr. Tom Rogstad, the applicant, spoke on behalf of the rezone request. They stated the slides did not do the access situation complete justice--that it was actually better than it appeared to be. Mr. Rogstad stated that he had not been in touch with any of the adjoining property owners re- garding a joint rezone request. The slides of the property were viewed again. ACTION: It was moved by Denzer, seconded by Racanello, to continue this hearing to September 27, 1967. Motion carried unanimously. The Chairman informed the applicant that the hearing would be con- tinued on this matter at the public hearing meeting of Septem- ber 27, 1967, and that the Commission will take another look at the property in terms of traffic conditions, access, etc. Stredicke stated the applicant should be informed that if he comes up with some access solutions, it would be heipful to his application. Proposed Use--multi-family residential Comprehensive Plan--possible low to medium density multi-family residential Staff Comments--the property in question fronts on 132nd Ave. S.E. easterly of the Lotto property recently zoned R-3 by the Planning Commission. Adjacent properties are presently developed for single family residential use. The property in question includes an existing single family residence which would be retained on the property. The proposed R-3 zone is felt somewhat questionable at this time. If the Planning Commission considers the rezone feasible at this time, we would recommend consolidation of the rezone request with adjacent properties. Commission Comments--the Commission members present on the field trip felt the rezone request was somewhat premature and did not feel that the piecemeal zoning of this area, in view of the existing single family residences, was desirable. k- (c) Northern Pacific Railway Company, Appl. Existing Zoning--G Principal Access--Monster Road Proposed Use--industrial Comprehensive Plan--industrial Staff Comments--the proposed rezone request is for a parcel of land adjacent to the property previously rezoned to L-1l. This property would provide access to Monster Road and is in accord- ance with the previous staff recommendations. Recommendation: approval. No. R-419-67, rezone from GS-1 to R-4; property located on Benson Road between Hwy 405 and S. llth St. Total Area--1l ac. + Existing Zoning--GS-1l Principal Access--Benson Road Proposed Use--multi-family residential Comprehensive Plan--multi-family residential Staff Comments--the property in question is located on a steep hillside area adjacent to the Benson Highway southerly of the freeway (Hwy 405). This area is presently built up with older single family residences. Access to the property as proposed by the applicant would be from Benson Road via a proposed driveway. Such access would, however, be an excessively steep grade and would not be desirable. The access to the rear of the property is presently over a 20' easement from Puget Sound Power and Light Company and while not completely unworkable, would require con- siderable improvement to provide safe and reasonable access. Recommendation: Zoning of the area on a piecemeal basis is not recommended. It is suggested that the Planning Commission en- courage the whole area to submit a consolidated rezone request at a lower density. High density development in this area could conceivably result in traffic safety problems and is somewhat questionable in the minds of the Planning staff. Commission Comments--the Commission members, in their review of the area, felt the access question was of a critical nature. While the proposed R-4 zoning seemed to be feasible in the minds of the members, development would have some impact on the surround- ing properties. Recommendation: Suggest consolidation of rezone request of adjacent properties to rezone entire area and recommend submittal of improved access plan for the area. SITE PLAN APPROVAL (e) Valley General Hospital, property located on S. 180th St. be- tween Valley Freeway and 96th Ave. S. Staff Comments--the general layout of the proposed hospital site does not present any problem with the exception of the access and street improvements. The access proposals are under study by the staff and the Traffic Engineer and revisions will be requested from the developers. Recommendation: Approval of the generalized site plan. Commission Comments--recommend approval. PRELIMINARY PLAT APPLICATION (Request for Review) (f) Sendai Crest, Appl. No. PP-327-66; request for review by developers Total Area--105+ ac. The Planning Director stated it was his opinion that now is the time to open 87th Ave. S. (Stevens Ave. S.) to Grady Way (or Renton Junction Way) in view of the rapidly growing development of the industrial area. Mr. Paul Tjossem, General Attorney for the Pacific Coast RR Company, asked that the final plat be approved and stated the railroad would be glad to cooperate with the City in granting right-of-way to allow the northern extension of 87th Ave. S. He stated further that the merger of the Pacific Coast RR Company and the Northern Pacific Rail- way Company was still in the courts, but anticipated some action on the merger, barring further suits by other railroads, in the next 60 to 90 days. This merger would make right-of-way negotiations much easier as only one railroad would be involved in the discussions rather than two as now. Moved by Stredicke, seconded by Denzer, that the hearing be closed, Motion carried unanimously. ACTION: Moved by Denzer, seconded by Racanello, that the final plat of Earling- ton Industrial Park No. 1 be approved and forwarded to the City Coun- cil. Motion carried unanimously. It was further moved by Brower, seconded by Racanello, that the Plan- ning Commission recommend to the City Council the extension of 87th Ave. S. be placed on the six-year priority program and that the Coun- cil do whatever it can to expedite this improvement. Motion carried unanimously. SPECIAL PERMIT APPLICATION (b) DELLOSO, DOMINICK, APPL. NO. SP-418-67, REQUEST FOR SPECIAL PER- MIT TO BUILD APARTMENT _IN R-2; PROPERTY LOCATED ON 5TH AVE. W. The Planning Director stated that for the information of the Commission this is the property on Earlington Hill for which R-2 zoning was recently granted; that the developer proposes a three-story structure, but that the applicant did not come in to the office to find out what the requirements were regarding setbacks, height limitation, etc. Mr. Ericksen stated further that until such time as all the questions raised on the proposed development are resolved to the satisfaction of the staff, this application will be held by the Planning Department.
