No. R-424-67, rezone from G-6000 to L-l; property located on 86th Ave. S. between S. 153rd St. and FAI 405 (continued from October 25, 1967) The Chairman described the rezone application. The Planning Director pointed out the location of the property on the zoning map. He stated the Comprehensive Plan shows the area as either M-P or light industrial. The Planning Director stated further that at the time of development of Seattle Lumber and The Austin Company (both in the general vicinity of the applicant's property), M-P zoning was not in effect; therefore, L-1l zoning with restrictive covenants for setbacks, landscaping and fencing was granted. How- ever, the existing property ownerships in the area are mainly of small size and M-P zoning can be too restrictive in small areas. In keeping with the proposed development of the area, it is desirable that some setbacks and landscaping be attained on the subject property. The Planning Director stated further that this application was continued from the meeting of October 25, 1967 in order to allow time for the Planning Department staff to meet with the applicant to review his proposed development. Meetings were held but no restrictive covenants were drawn up as the Planning Director felt this was the prerogative of the Planning Commission. Comments from the audience were invited. Mr. Ernie Coleman, 10208 S.E. 88th Street, spoke on behalf of the rezone to L-l. He stated he felt the M-P zoning should not be designated on properties of less than 10 acres as the setback requirements are too stringent for smaller properties and in some cases could prevent use of the property entirely. He urged the Commission to grant L-1l zoning on the subject property. Mr. Eugene M. Richards, 7817 S. Sunnycrest Road, Seattle, the appli- cant, spoke on behalf of the rezone request. He stated he did not see any way he could utilize the property for his operation under M-P zoning due to the odd shape of his property and the restrictive setbacks required under M-P zoning. The applicant stated, however, that he would be agreeable to reasonable setback: requirements on the property under L-1 zoning. Mr. Jay Holmes, 150 Capri Avenue, spoke on behalf of the rezone application. Further discussion followed concerning possible setback require- ments among the Commission members and the Planning Director. Moved by Denzer, seconded by Racanello, that the hearing be closed. Motion carried unanimously. ACTION: Moved by Denzer that the Planning Commission approve L-1l zoning for the subject property with a 20-foot setback requirement from the highway and other restrictive covenants as agreed upon between the applicant and the Planning Director. Motion died for lack of second. Moved by Stredicke, seconded by Racanello, that the meeting be adjourned for five minutes. Motion carried unanimously. The meeting was adjourned at 10:00 P.M. Renton Planning Commission Meeting November 22, 1967 Minutes Page 5 At 10:10 P.M. Chairman Garrison called the meeting to order. Upon roll call vote all members responded present. Moved by Stredicke, seconded by Teegarden, that the Planning Com- mission rescind the previous action to close the hearing. Motion carried, with Denzer dissenting. Stredicke suggested the following setbacks, landscaping and fencing requirements for the consideration of the Commission and the appli- cant: A 20-foot building setback from the north, south and west property lines and a 20-foot setback from that portion of the east property line fronting on 86th Ave. S.; a five-foot building set- back from all three sides of the center parcel of land not included in the application; a 10-foot planting strip to be maintained in the 20-foot setback on the north property line as well as that portion of the east property line fronting on 86th Ave. S.; and a sight- obscuring fence to be placed on the west and south property lines and around the three sides of the center parcel of land not included in the application. The applicant was asked if he would be agreeable to these setback, fencing and landscaping requirements. Mr. Richards replied that he would be glad to comply with these requirements. Moved by Stredicke, seconded by Denzer, that the hearing be closed. Motion carried unanimously. ACTION: Moved by Stredicke, seconded by Denzer, that the rezone request of Eugene M. Richards for L-1l zoning be granted and forwarded to the City Council as it agrees with the Comprehensive Plan. Motion carried unanimously. (e) Cook, Walter L., Appl. No. R-426-67, rezone from G-6000 to L-l1; property located on 89th Ave. S. between FAI 405 and S. 153rd St. (continued from October 25, 1967) The Chairman read a letter from the applicant requesting that the public hearing on his rezone application be postponed an additional 60 days to allow him time to consider financial obligations and complete a ground utilization study. ACTION: Moved by Stredicke, seconded by Denzer, that the Planning Commission grant the requested extension and set the hearing date on the above application for January 24, 1968. As previously noted, the Comprehensive Plan indicates this area as either potential L-1l or M-P. The existing ownerships in the vicinity of this property, however, are for the most part somewhat small and will present some problems for development to M-P standards. The L-1l zone, on the other hand, does not require setbacks or screening and such zoning would not be fully in accord with the proposed development as presently being undertaken by the Austin Company and Seattle Lumber. Three possible alternatives are suggested: (1) rezone the area to L-1l incorporating restrictive covenants to attain desired butilding setbacks, landscaping, etc; (2) rezone to M-P with a recommenda- tion to the Board of Adjustment that a variance be granted with reference to the proposed construction of a building to the rear property line of the existing residence; (3) initiate immediate study of the area in question with the possibility that a dif- ferent type of industrial zone be developed, possibly L-2, which would incorporate some of the desired standards of the M-P district but not be as restrictive as the M-P zone.
