Motion carried unanimously. ACTION: Moved by Racanello, seconded by Denzer, that the Planning Commission approve the final plat of Powell's First Addition to the City of Renton and forward it to the City Council for action. Motion carried unanimously. REZONE APPLICATIONS -— (b) Welch, John T., Appl. No. R-432-67, rezone from G to M-P and H-1; property located east of West Valley Highway between extension of S. 174th and 175th Sts. The Chairman described the rezone application. Slides of the property were shown. The Planning Director stated that this appli- cation is similar to the Richards rezone inasmuch as the designation off the Comprehensive Plan in this area is subject to interpretation. On the existing Comprehensive Plan the area is shown as non-manu- facturing. The area to the north is in Tukwila and is zoned for industry. The Planning Director suggested the Commission consider the over-all area in view of the type of zoning best suited for development of the area. Teegarden noted that the applicant is asking for H-l zoning on a portion of the property which would be in conflict with the Com- prehensive Plan; therefore, the Commission could not grant the H-1 zoning applied for. Comments from the audience were invited. Mr. Robert Kellies, 505 Madison Avenue, Seattle, attorney for the applicant, spoke on be- half of the rezone request, pointing out the industrial use adjacent to the applicant's property. The Commission discussed with Mr. Kellies the uses allowed under M-P, the setbacks required, and the fact that the Comprehensive Plan does not indicate H-1l in this area. After consultation with his client, Mr. Kellies stated the applicant wished to amend his application to M-P, thereby deleting the H-1l portion of the application. The Commission indicated they would accept the amended application. As there were no further comments, it was moved by Racanello, seconded by Denzer, that the hearing be closed. Motion carried unanimously. ACTION: Moved by Teegarden, seconded by Racanello, that the property of John T. Welch be rezoned to M-P in accordance with his amended aoplication as this would agree with the Comprehensive Plan. Brower asked if the Planning staff had any comments on this. The Planning Director replied that he felt that by going to M-P zoning, the Commission is establishing the pattern for future rezones in the area. The pending motion carried unanimously. Existing Zoning--G Existing Use--undeveloped and agricultural Principal Access--West Valley Highway Proposed User-M-P and H-1 Comprehensive Plan--non-manufacturing; possible L-1l or M-P Staff Comments: The basic question to be decided by the Planning Commission is initially that of determining the type of zoning desirable for the area as defined between the railroad right of way, the West Valley Highway, the Tukwila city limits and S. 180th St. The Leber Ink operation is presently zoned H-1l with the prop- erty adjacent to the West Valley Highway zoned B-P (business parking)... This property as presently developed would not comply with M-P zoning, but could conceivably be brought up to standard and brought into reasonable compliance. The proposed use of the property in question as stated in the present application is for material storage, auto transmission and carburetor rebuilding and manufacturing and the sale of new and used auto parts. This use as stated could conceivably be allowed under a B-1, L-1l or H-1 zone. The storage of non-operating motor vehicles and similar uses or a wrecking yard would require H-l zoning as outlined under Bes present H-1l district. (c) Barger, Lyle L., Appl. The apart- ment as proposed is somewhat questionable in terms of yard require- ments and setbacks. Existing Comprehensive Plan shows the aréa as low to medium density multiple use. The new proposed Plan as revised by the Planning Commission shows the area as low density multiple use. At the present time, the area in the vicinity of the applicant's property is for the most part a relatively stable single family resi- dential area. The rezone to R-3, in the opinion of the staff, would in all probability, have some detrimental effects on the adjacent properties. The Planning Director pointed out the location of the property on the zoning map and stated the applicant had been advised of the problems of multiple development on the land in question, but had filed an application anyway. The existing duplex on the property is a non-conforming use, but the Comprehensive Plan indicates multi- family residential for this area. PLANNING COMMISSION FIELD TRIP: ACTION: Moved by Stredicke, seconded by Denzer, that the Planning Commis- sion consider the above items at a field trip to be set for Novem- ber 18, 1967; commissioners to meet at the Park Avenue Restaurant at 8:30 A.M. Motion carried unanimously. 5. ADMINISTRATIVE MATTERS: (a) Preliminary Plat of Honey Dew Estates Div. 3 (Request for Extension) The Chairman read a letter from James W. Dalpay requesting a six-month extension of the approval of the preliminary plat of Honey Dew Estates Div. 3. Stredicke said he felt applicants should state their reasons for requesting extensions. Racanello and Brower said they agreed with Stredicke on this matter. The Planning Director stated that the staff had been notifying plattors of the expiration dates of their preliminary plats and in the future would ask that reasons for the requests be stated in their letters asking for extensions. ACTION: Moved by Racanello, seconded by Denzer, that the Commission grant a six-month extension of the approval of the preliminary plat of Honey Dew Estates Div. 3. Motion carried unanimously.
