JDA Group, LLC has requested a Comprehensive Plan Amendment (CPA) from Residential Single Family (RSF) for 1.25
acres and from Residential Rural (RR) for 5.6 acres to Residential Planned Neighborhood (RPN). Concurrent with this
request is a requested rezone from R-8 and R-1 to R-14 for the entire 6.89 acres of property. The applicant has also
submitted a Comprehensive Plan Text Amendment that is a necessary precursor to allowing the CPA and rezone. The
text amendment would allow for areas between 6-20 acres in size to be converted to RPN if the property is within 1,000
feet of an employment area or center, and a "major arterial." Current mapping criteria requires at least 20 acres and
adjacent to emplo~ent areas, centers, and major arterials. Location: Between Rainier Avenue N., Taylor PI. NW, NW 7'h
Street, and NW 5 Street.

Washington State Department of Transportation, 55 acres located at South Talbot Road
and South 43'" Street. Residential Rural to Residential Single Family, Residential Planned

This amendment requests consideration of a change in land use designation from Residential
Rural (R-l zoning) to a combination of Employment Area-Office (CO zoning), Residential
Single Family (R-8 zoning) and Residential Options or Residential Planned Neighborhood (R-
iO or R-14 zoning) to promote redevelopment of this area and diversification of the tax-base.
The property owner reqnests clustering future development sites in three zones based on
topography. The review process will consider whether an increase in residential capacity for
detached and attached homes and additional office capacity implements the overall objectives of
the Comprehensive Plan and City Council Business Plan Goals.
Application 2003-M-02 (LUA-Ol-167) Comprehensive Plan Land Use Map Amendment
King County Department of Health, 5 acres located at SE 3"'/4" St., Employment Area-
Industrial to Employment Area Commercial or Center Suburban.
This amendment is a reqnest to evaluate the redevelopment potential of this site as a mixed-use
designation allowing a combination of residential and office/medical clinic uses. The review
process will consider whether an increase in residential capacity is appropriate at this location.
The office and medical clinic uses are already allowed under existing Industrial land use
policies and IL zoning.
Application 2003-M-03 (LUA-Ol-l66) Comprehensive Plan Land Use Map Amendment,
20,625 square feet of right of way between the eastern edge of the 1-405 corridor on the
west and Cedar River trail on the east. Owned by Washington State Department of
Transportation, Center-Office Residential to Resource Conservation.
This amendment is a technical correction to the Land Use map rectifying the designation of this
remnant parcel.
Application 2003-M-04 (LUA-Ol-168) City of Renton, Comprehensive Plan Land Use Map
Amendment to review the Single Family Designation for 2,592 acres within the East
Renton Plateau Potential Annexation Area. Residential Single Family to Residential
Rural.
This application will consider whether the overall Comprehensive Plan Vision, Land Use
Element and Housing Element policies are better implemented by the Residential Rural
Designation with potential RC, R-l or R-5 zoning or by the Residential Single Family
Designation with potential R - 5 or R -8 zoning. This review will focus on the land capacity, lot
size, housing types and other development standards implementing the R-5 zone compared with
the R-8 zone in the City of Renton, and on the type of development allowed in the
corresponding King County R-4 or R-6 zoning. The review will also consider transportation
and road capacity issues within this corridor.

Application 2003-M-6 (LUA-Ol-163) City of Renton, Amendment to Comprehensive Plan
Map to adjust parcel boundary between Liberty Ridge and Aegis Properties Residential
Planned Neighborhood, with R-IO Zoning to Employment Area Industrial with IL zoning.
This small piece of land fronts on NE 3". It is currently part of the Liberty Ridge property.
The property owners are proposing a lot line adjustment to consolidate the small wedge with the
Aegis property. The owner of the Aegis property is purchasing this "miss ing piece" to create
full frontage. The proposal is to change the land use designation of the wedge to be consistent
with the Employment Area Industrial designation already on the Aegis property.
Application 2003-M-8 (LUA-Ol-l64) City of Renton, Merlino Map Amendment request to
amend Land Use Designation from Residential MnItifamily lnf"d1 to Residential Options
and amend the existing Development Agreement to reduce density on the site.
The proposal is to change the Comprehensive Plan land use designation for 25.68 acres from
RM-I to RO as well as amend Section 3 of the September 2000 Development Agreement
between the City of Renton and the owners, SR 900 LLC. The site is located along the south
side of SR-900 about 950 feet east of its intersection with 68'" Avenue South.

DESCRIPTION
The proposal is to change the Comprehensive Plan land use designation ofa small 21,000 square foot
parcel owned by the Washington State Department of Transportation from Center Office Residential
(COR) to Residential Rural (RR). The subject site is located just east of the 1-405 right-of-way and
south of the Cedar River. The site was rezoned from the Public Use (P-l) Zone to the Resource
Conservation (RC) Zone in early 2002.
ISSUE SUMMARY
• Technical correction to reconcile the difference between the Zoning Map as adopted by Council
action and the Comprehensive Plan Land Use Map.
RECOMMENDATION SUMMARY
Approve this City initiated Land Use Map redesignation from COR to RR. No change is zoning is
necessary with this action.
BACKGROUND
The site abuts COR deSignated and zoned properties to the north and across the Cedar River. On the
south it abuts RR designated properties zoned RC. The remnant site is primarily an access road
connecting the west side of the 1-405 freeway to the former NARCO brick manufacturing plant site to
the east that has now been acquired by the City for future recreational uses.
The site was one of a number of rerrmant Public Use (P-l) zoned parcels that were rezoned in 2001
and 2002 to the City's more traditional zones by the City's Hearing Examer during the P-I rezone
process. Given the site's Land Use Map deSignation of COR, staff recommended zoning it to COR to
be consistent with this designation. Staff also recommended doing a CPA map change and rezone this
year to change it to the RR designation with RC zoning. The Hearing Examiner ignored staffs
recommendation and rezoned the subject 21,000 square foot site to RC, earlier this year. The City
Council concurred and approved the rezone to RC. As a consequence, the rezone is in conflict with
the Comprehensive Plan Land Use Map designation of COR. It is now necessary to make this map
amendment so that the Comprehensive Plan and zoning are concurrent with one another.
ANALYSIS
This small parcel may have been incorrectly designated COR in the first place since it is primarily
roadway, and is separated from the larger COR zoned properties to the north, by the Cedar River.
Although the COR zone has no minimum lot size it seems somewhat incongruent to have designated
this area for mixed-use commercial, office and/or residential development here. Because the site is so
small and constrained, it is unlikely that any development will occur here, let alone a mixed-use
development.
The site could function as part of a mixed-use office, commercial or residential development if it were
physically tied to the properties to the north across the river. Since a physical connection is unlikely
staff believes it makes more sense to redesignate the site consistent with the abutting properties to its
south and east.

Below is the calculated theoretical capacity for the subject site assuming COR zoning with residential
use and RC zoning. It should be noted that given the site's size no development is likely unless it is
tied in with other properties in the future.

COMPREHENSIVE PLAN COMPLIANCE
The following objective and policy are the most relevant of those listed in the Residential Rural sub-
element:
Objective LU-I. Preserve open space and natural resources and protect environmentally
sensitive areas by limiting residential development in critical areas, areas identified as part of a
city-Wide or regional open space network or agricultural lands within the City.
Policy LU-32. Residential Rural areas may be incorporated into community separators.
As noted above the subject site is unlikely to develop and abuts an area currently designated RR and
part of a city and county regional open space network. This designation minimizes impacts to the
adjacent Cedar River as well and is more appropriate for this site than the current COR designation
which is intended to provide for "large-scale office, retail and/or multi-family projects developed
through a master plan incorporating significant site amenities and/or gateway features."
AMENDMENT REVIEW CRITERIA
RMC 4-9-020, Comprehensive Plan Adoption and Amendment Process requires that a proposal
demonstrate that the requested amendment is timely and meets at least one of the following:
A. Review Criteria for Comprehensive Plan Amendments:
1. The request supports the vision embodied in the Comprehensive Plan, or
2. The request supports the adopted business plan goals established by the City Council, or
3. The request eliminates conflicts with existing elements or policies, or
4. The request amends the Comprehensive Plan to accommodate new policy directives of the City
Council.
The proposed redesignation from COR to RR appears to the support the vision embodied in the
Comprehensive Plan Vision Statement under Future Open Space and Parks.
"Throughout the City, and extending beyond the City boundaries, would be continuous corridors
of green blending into outlying rural areas. The corridors would form a network of public and
private open space running through and around the City and its neighborhoods, and providing
separation between more dense urban areas. "

"Some of the network would be land that is protected from extensive development to protect
sensitive area; such as steep slopes, wetland and stream corridors. Some would be publicly
owned park land. Some of the network would also include low density "rural" residential areas
which would be boundaries between urban areas or neighborhoods, be environmentally sensitive,
or have special scenic value. "
This minor site is at the western tip of a much larger RR designated open space corridor of hillsides
and open space extending from the heart of the City beyond its easternmost city limits toward
Fairwood and Maple Valley. The future use of the site as access to the recreational complex planned
to the east is consistent with the vision and purpose of the RR designation.
ZONING CONCURRENCY
A concurrent rezone is not required in light ofthe current zoning on the subject site.
CONCLUSION
Given its size, location, and current use, the site will probably never develop. Its current COR land
use designation appears to be a mapping error given the site's isolation from the larger properties
across the Cedar River to the north that also have this designation and the fact that this designation
"provides for large-scale office, retail and/or multi-family projects developed through a master plan".
The RR designation, on the other hand, is intended to preserve open space and protect environmentally
sensitive areas identified as part of a citywide or regional open space network, or agricultural lands
within the City. Because this site is at the western tip of such an existing open space corridor running
east along the south side of the Cedar River that has this designation, RR is the most logical land use
designation for this small remnant site.
