you that they have completed their review of the environmental impacts of the above-
referenced project The Committee, on Junc II, 2007, decided that your project will be
issued a Detennination of Non-Signi Ilcance.
The City of Renton ERC has detemlincd that it does not have a probable significant
adverse impact on the cnvironmcnt An Environmental Impact Statement (EIS) is not
required under RCW 43.21C.030(2)(c). This decision was made by the ERC under the
authority of Section 4-6-6, Renton Municipal Code, ailer review of a completed
environmental checklist and other infomlation, on tile with the lead agency. This

The applicant is requesting Environmental (SEPA) Review for the installation of a 16 inch water main and a 12 inch
sewer main within Duvall Avenue NE between NE 8th Street and NE 12th Street. The project is planned to begin
summer 2007 and be completed winter 2008. A large portion of the Duvall Avenue NE corridor is currently being
developed. The new 16-inch water main will playa significant role by strengthening the utility grid in support of the
new Hazen 565 pressure zone reservoir. The existing downstream sewer system, from NE 10th at Duvall Avenue NE
to the Sunset Interceptor does not have sufficient capacity to accommodate future development flows from this
portion of the system. The new interceptor would fe-route flows to the East Renton Interceptor system at Duvall
Avenue NE and NE 8th Street. Both the new water main and new sewer main will be installed within improved rights-
of-way that are adjacent to existing single-family residential neighborhoods and undeveloped parcels of land.

PROJECT DESCRIPTION CONTINUED:

In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and environmental
regulations.
1. Earth
Impacts: The topography of the project site is flat with a maximum slope of approximately 2 percent. The applicant
indicates that the soils underlying the project site are glacial till soils, whi'ch are predominantly composed of a silty
sandy matrix with some gravel and/or medium dense gravels.
The project would require excavation of a trench for the installation of the water and sewer mains. The native material
will be used to backfill the trench if it meets standards, otherwise imported backfill from an approved source will be
used.
Mitigation Measures: No mitigation is recommended.
Nexus: N/A
2. Transportation
Impacts: The proposed project would impact traffic on Duvall Avenue NE during the installation of the water and
sewer mains. It is antiCipated that Duvall will by reduced to one lane in each direction during construction hours and
returned to four lanes each evening. There may be short periods when the road is reduced to one lane with a Ilagger.
Emergency access would remain open at all times.
Mitigation Measures: No mitigation is recommended.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, (DNS): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted
under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will
be no comment period following the issuance of the Threshold Determination of Non-Significance (ONS). A 14-day appeal
period will follow the issuance of the DNS

City's Transportation Division. It is anticipated that Duvall will be typically be reduced to one
lane each direction during construction hours and returned to four lanes each evening. There
may be short periods when the road is reduced to one lane with a flagger during construction.
Miscellaneous
The contractor will be required to bring in, on a regular basis, a sweeper and lor water truck to
minimize dust or mud on the roadways.
The contractor will be required to utilize approved haul routes, Sunset Blvd, NE 4th Street,
Duvall Ave.
There may be short periods of time (2-3 hours) where driveway access may be impacted as the
water or sewer main is installed. The contractor will work with the property owner(s) to
accommodate needed access.

This project proposes the installation of water and sewer mains as follows:

Installation of 700 linear feet of 16-inch main within Duvall Avenue NE from NE 12th Street to
the south and 1,026 linear feet in Duvall Avenue NE from NE 10th Street to NE 8th Street
eliminating gaps in the existing water system along Duvall Avenue NE.
Installation of 1,322 linear feet of 12-inch sewer in Duvall Avenue NE between NE 10th Street
and NE 8th Street to reroute flows from the Sunset Interceptor system to the East Renton
Interceptor system to provide long-term capacity to accommodate future development flows
from the upstream system.
PROJECT BACKGROUND
A large portion of the Duvall Avenue NE corridor is currently being developed. The new 16-inch
water main will playa significant role by strengthening the utility grid in support of the new
Hazen 565 pressure zone reservoir.
The existing downstream sewer system, from NE 10th at Duvall Avenue NE to the Sunset
Interceptor does not have sufficient capacity to accommodate future development flows from
this portion of the system. The new interceptor would re-route flows to the East Renton
Interceptor system at Duvall Avenue NE and NE 8th Street.
Both the new water main and new sewer main will be installed within improved rights-of-way
that are adjacent to existing single-family residential neighborhoods and undeveloped parcels of
land.
The project alignment it is underlain by glacial till soils, which are predominantly composed of a
silty sandy matrix with some gravel and/or medium dense gravels.
The estimated cost of the project is approximately $400,000 for sewer and $350,000 for water.

The Utility Systems Division is proposing the installation of new water and sewer mains
in Duvall Avenue NE (between NE 12th Street and NE 8th Street).
It is known that there are some wetlands in the vicinity of Duvall Avenue NE and NE 8th
Street. Being that the construction of these new utilities will be entirely within the
existing improved right-or-way, we are submitting the following:
1. We would like confirmation that the construction of these proposed utilities
within an existing improved right-of-way is an exempt activity per RMC 4-3-
OSOC.S.e.iii.
2. We would like to request that any requirement for a wetland assessment be
waived per RMC 4-3-0S0M.3.b. We propose that our construction within the
existing improved roadway (with appropriate temporary erosion and
sedimentation control measures) provides a sufficient barrier from any wetlands
that might exist in adjacent properties.
Please provide written confirmation that the construction is an exempt activity and that

consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your

exempt from the critical area ordinance requirements.
