Project Description: Application by Puget Sound Energy for a Shoreline Exemption Permit to
replace or repair three overhead transmission poles between the Shuffleton and O'Brien
substations. Two poles that require replacement are located within 200 feet of the Cedar River in
the public right-of-way along Houser Way North, near Liberty Park The third pole requires
replacement of the existing guy wires and is located within 100 feet of Springbrook Creek in the
public right-of-way at the intersection of Oakesdale Ave. SW and SW 16th Street. Springbrook
Creek and the Cedar River are both Class 1 waters. Shoreline Exemption Permits allow for the
normal maintenance or repair of these existing structures.

The applicant is seeking a Shoreline Exemption for
normal repair/maintenance of three overhead
transmission poles between the Shuffleton and
O'Brien substations. Repair work consists of
auguring new holes, placement of the new poles, and
backfill of appropriate matenal. Existing conductors
will be transferred to the new poles and the old poles
will be properly disposed of. Shoreline Exemption
Permits allow for the normal maintenance or repair
of these existing structures.
Two poles that require replacement are located
within 200 feet of the Cedar River in the public right-
of-way along Houser Way North, near Liberty Park.
The third pole only requires replacement of the
existing guy wires and is located within 100 feet of

An exemption from a Shoreline Management Substantial Development Permit is hereby granted on
the proposed project described on the attached fom1 for the following reason(s):
_Ji_ Normal maintenance of repair of existing structures or developments, including damage by accident, fire
or elements.
1. "Normal maintenance" includes those usual acts to prevent a decline, lapse. or cessation from
a lawfully established condition.
2. "Normal repair" means to restore a development to a state comparable to lts original
condition, including but not limited to its size, shape, configuration, location and external
appearance, within a reasonable period after decay or partial destruction, except where repair
causes substantial adverse effects to the shoreline resource or environment.
3. Replacement of a structure or development may be authorized as repair where such
replacement is the common method of repair for the type of structure or development and the
replacement structure or development is comparable to the original structure or development
including, bUt not limited to, its size, shape, configuration, location and external appearance and
the replacement does not cause substantial adverse effects to shoreline resources or environment.

Puget Sound Energy operates an overhead transmission line between the Shuffleton (Renton) and
O'Brien (Kent) substations. Portions of this line also have electrical system distribution underbuild
located on the same poles. Following routine inspections along the corridor, a number of poles have been
identified that require replacement or repair. Within the Shoreline Environment of the Cedar River, two
poles require replacement. These poles (pole numbers 1/16 and 1/17) are located in the SW 1/4 of
Section 17, T23N, ROSE, W.M. Access to both poles will be from Hauser Way N. Additionally, another
pole located east of Springbrook Creek also requires repair, which involves the replacement of the guy
wires. The pole (pole number 4/6) near Springbrook Creek is located in the SE 1/4 of Section 24, T23N,
R04E, W.M. Access to this poll will be made from SW 16th Street.
Per WAC l 73-27-040(2)(b) and the Renton City Code, normal maintenance or repair of existing
structures or developments, including damage by accident, fire or elements are exempt from obtaining a
Shoreline Substantial Development Permit. "Normal maintenance" includes those usual acts to prevent a
decline, lapse, or cessation from a lawfully established condition. Additionally, replacement of a
structure may be authorized as repair where such replacement is the common method of repair for the
type of structure and the replacement structure is comparable to the original structure, including but not
limited to its size, shape, configuration, location and external appearance and the replacement does not
cause substantial adverse effects to shoreline resources or environment. Replacement of failing poles is
the common method ofrepair; therefore, the replacement of poles 1/16, 1/17, and 4/6 meets these criteria.
Pole number 1/16, which is located adjacent to and northeast of the Cedar River, requires
replacement (photos 1 and 2). Pole 1/17 is situated approximately 200 feet southwest of the Cedar River
and also requires replacement (photo 3). Replacement of poles will include the auguring of a new hole,
placement of the new pole, and backfill with appropriate material (typically gravel). The existing
conductors will be transferred from the old po le to the new pole. Once complete, the old pole will be
removed and disposed of appropriately off-site. Both poles 1/16 and 1/17 are located along Houser Way
N in upland areas.
Pole 4/6 requires replacement of the existing guy wires and is located at the southeast comer of
the SW 16th Street and Oaksdale Avenue SW intersection. This is located approximately 200 feet east of
Springbrook Creek, with Oaksdale Avenue SW situated between the pole and the creek. The pole is
situated in a landscape area located between a sidewalk and parking lot (photo 4). The guy wires are
attached to a pole located on the north side of SW 16th Street.
The estimated cost associated with the replacement of poles 1/6 and 1/17 is $30,000, with the
estimated cost for replacing pole 4/6 being S2,500. Work is anticipated to take place between June 29 and
September 30, 2007.
Soils are mapped as Urban Land by the Natural Resource Conservation Service for all three
poles. No significant vegetation will be removed as part of this project.
