approval, a Height Variance, and Environmental (SEPA) Review for the construction of a 1.17 million
gallon water reservoir on a 9.3 acre parcel located within the Residential - 8 (R-8) dwelling unit per
acre zoning deSignation. The proposed reservoir will have a diameter of 80 feet and a height of 128
feet. A variance is requested to exceed the maximum height of 30 feet permitted in the R-8 zone.
Honey Creek (a class 4 stream), wetlands, and steep slopes are located on the project site. All work
would be outside of the required critical areas and their buffers. The project site would be screened
from surrounding properties through the retention of existing trees and the installation of new
landscaping.

have completed their review of the environmental impacts of the above-referenced project. The Committee, on
March 26, 2007, decided that your project will be issued a Determination of Non-Significance.
The City of Renton ERC has determined that it does not have a probable significant adverse impact on the
environment. An Environmental Impact Statement (EIS) is not required under RCW 43.2IC.030(2)(c). This
decision was made by the ERC under the authority of Section 4-6-6, Renton Municipal Code, after review of a
completed environmental checklist and other information, on file with the lead agency. This information is
available to the public on request.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM on April 16,
2007. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing

Advisory Notes to Applicant:
The following notes are supplemental information provided in conjunction with the environmental determination.
Because these notes are provided as information only, they are not subject to the appeal process for
environmental determinations.
Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm. Monday through Friday unless otherwise
approved by the Development Services Division.
2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the
hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays
shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be
permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground
cover over any portion of the site that is graded or cleared of vegetation and where no further construction. work will
occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the
current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed
between the dates of November 1st and March 31st of each year. The Development Services Division's approval of
this work is required prior to final inspection and approval of the permit.
Fire
1. Fire department access roadways are required, roadway is a minimum 20 feet in width with a turning radius of 45
feet outside and 25 feet inside.
Plan Review -Water
1. All fire hydrants must be capable of delivering a minimum of 1,000 GPM.

Plan Review -Surface Water
1. Note that any reservoir discharge to the waters of the State (Honey Creek) as a result of either an emergency
overflow conditions or as planned maintenance shall be dechlorinated.
Plan Review -Transportation
1. Per City of Renton code the project shall install curb, gutter and sidewalks and provide full pavement width per the
standards and street lighting along the full frontage of the parcel being developed in Sunset Blvd.
2. Per code the project shall install cub, gutter, sidewalk and street lights in NE 12th St. The project may apply to pay a
fee in lieu of or apply for a waiver for these improvements in NE 12th St. The minimum fire department requirement
still applies.
3. Additional 30 foot right-of-way dedication along Sunset Blvd right-of-way will be required to be dedicated as a
requirement of this project. The existing 60 ' right-of-way on Sunset at this location does not meet the requirements
for a principal arterial. The resulting 90' (60' existing plus the 30' new dedication) will match the existing right-of-way
along the south side of Sunset Blvd east of Hoquiam. Because the north side of Sunset is currently developed up to
the north right-of-way line, the future widening of Sunset to 5 lanes that is planned by WSDOT will have to occur to
the south within the ultimate 90' right-of-way.
4. All new electrical, phone and cable services and lines must be undergrounded. Construction of these franchise
utilities must be inspected and approved by a City of Renton public works inspector prior to final inspection approval.
Plan Review -Aquifer
1. The site is located in Aquifer Protection Zone 2 and may be subject to' .additional requirements per City code.
Constructed secondary containment may be required if more than 20 gallons of regulated hazardous materials will be
present at the new facility (RMC 4-3-050H2d(i)). A fill source statement (RMC 4-4-060L4) is required if more than
100 cubic yards offill material will be imported to the project sUe, Construction Activity Standards (RMC 4-4-030C7)
shall be followed if during construction, more than 20 gallons of hazardous materials will be stored on site or vehicles
will be fueled on site. Surface Water Management Standards (RMC4-6-030E2 and 3)--Biofilters, stormwater
conveyance, and water quality ponds may require a groundwater protection liner. Impervious surfaces shall be
provided for areas subject to vehicular use or storage of chemicals. This is not intended to be a complete list of the
APA requirements nor does this information substitute for the full ordinance, it is only intended to guide the applicant
to the City of Renton code book.
Plan Review -General
1. Submit a conceptual utility plan with the formal application. If you have any questions call me at 430-7298.
2. All required utility, drainage and street improvements will require separate plan submittals prepared according to
City of Renton drafting standards by a licensed Civil Engineer.
3. All plans shall be tied to a minimum of two of the City's current horizontal and vertical control plan.
4. Permit application must include an itemized cost estimate for these improvements. The fee for review and inspection
of these improvements is 5% of the first $100,000 of the estimated construction costs; 4% of anything over $100,000
but less than $200,000, and 3% of anything over $200,000. Half of the fee must be paid upon application for building
and construction permits, and the remainder when the permits are issued. There may be additional fees for water
service related expenses. See Drafting Standards.

I have reviewed the application for this potable water storage in the City of Renton water supply
system 565 pressure zone (Hazen reservoir) located in the 4800 block of NE Sunset Blvd on the
south side of NE Sunset Blvd and west of Hoquiam AVE NE in Section 3, Twp. 23N Rng 5E, and
have the following comments:
Existing Conditions
Water --This site is served by the City of Renton and is located in the Aquifer Protection Zone 2.
This site is located in the 565 Water Pressure Zone. There is a 12" watermain in NE Sunset Blvd.
There is an existing 10" on the south side of the parcel being developed. See City of Renton water
drawing W2851 for detailed engineering plans. There is a 12" watermain (construction is nearly
complete at this time) on the parcel to the west on the project known as Cottages at Honey Creek,
see City of Renton water drawing W3247 for detailed engineering plans
Sanitary Sewer --There is an existing 8" sanitary sewer main on the parcel to the west of this
project. There is an existing 8" sanitary sewer main in NE Sunset Blvd.
Stonn --There are stonn drainage facilities in NE Sunset Blvd. This project lies in the Honey Creek
drainage basin.
CODE REQUIREMENTS
WATER:
• All fire hydrants must be capable of delivering a minimum of 1,000 GPM.
• Per the City of Renton Fire Marshal a Fire department access roadway is required. This
roadway shall be a minimum of 20 feet in width with a turning radius of 45 feet outside and 25
feet inside.
SEWER:
• Sanitary sewer requirements are not triggered by this project.
STORM DRAINAGE:
• A stonn drainage report and conceptual drainage plan was submitted with the formal
application. The stonn drainage states that the project will be designed in accordance with the
2005 King County Surface Water Drainage Manual.

• Note that any reservoir discharge to the waters of the State (Honey Creek) as a result of either an

General: We have completed a preliminary review of the pre-application for the above-referenced
development proposal. The following comments on development and permitting issues are
based on the pre-application submittals made to the City of Renton by the applicant and the
codes in effect on the date of review. The applicant is cautioned that information contained in this
summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing
Examiner, Zoning Administrator, Planning/Building/Public Works Administrator, and City Council).
Review comments may also need to be revised based on site planning and other design changes
required by City staff or made by the applicant. The applicant is encouraged to review all applicable
sections of the Renton Municipal Code. The Development Regulations are available for purchase for
$50.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.cLrenton.wa.us.
Project Proposal; The subject property is located south of the intersection of NE Sunset Blvd and
Field Ave NE (parcel no. 0323059061). The proposal is to construct a 1.17 million gallon water
reservoir and a reservoir overflow pond. The reservoir will have a diameter of 80-feet and a height of
approximately 128 feet. The purpose of the reservoir is to provide potable water storage in the 565-
pressure zone.
The project site total 406,850 square feet (9.3 acres) and is located within the Residential - 8 (R-8)
dwelling unit per acre zone. Honey Creek, a Class 4 stream at this location, runs through the site. A
Class 4 stream requires a 35-foot buffer; the applicant indicates that the proposed reservoir would be
located approximately 600 feet from the stream. In addition slopes in the 25% to 40% range are also
located on the project site, however no impacts to the slopes are proposed.
Access to the site is proposed off of an existing 30-foot private road easement (SE 112'h Street).
Zoning/Density Requirements: The subject property is zoned Residential -

Setbacks -Setbacks are the minimum required distance between the building footprint and the
property line and any private access easement. The required setbacks in the R-8 zone are 15 feet in
front for the primary structure and 20 feet in front for the attached garage, 20 feet in the rear, 5 feet on
interior side yards, and 15 feet on side yards along streets (including access easements) for the
primary structure and 20 feet on side yards along streets (including access easements) for an
attached garage. It appears that the proposed reservoir would comply with the setback requirements.
Access/Parking: The proposal is to access the proposed building via SE 112'h Street.
Driveway Grades: The maximum driveway slopes cannot exceed 15%, provided that driveways
exceeding 8% are to provide slotted drains at the lower end of the driveway. If the grade exceeds
15%, a variance from the Planning/Building/Public Works Administrator is required.

Landscaping and Open Space: A conceptual landscape plan shall be provided wnh the fonmal land
use application. The plan should be prepared by a registered Landscape Architect, a certified
nurseryman or other certified professional. The plan shall show a proposed screening plan for the
proposed building from the surrounding residential structures.
Sensitive Areas: Honey Creek flows across the northern portion of the project site. At this location
Honey Creek is i.dentified as a Class 4 stream, which requires a 35-foot buffer. In addition, wetlands
have been identIfied in the vicinity of the project site and may existing on the project site. If it is
determined that any work is within the Honey Creek stream buffer than a stream
study and mit,ig~~
Sensitive Slopes-with a grade between 25 and 40 percent are located on the project site, however it
does not appear that the proposal would impact any of the slopes. A geotechnical report on these
slopes would notbe required unless it is determined that impacts to these slopes would be required.
Environmental Review: The proposed project is subject to Environmental Review (SEPA) as the
proposal does not qualify for an exemption under WAC 197-11-800.
Permit Requirements: :

hearing and would be completed in an. estimated time frame of 10-12 weeks once a complete
application is accepted. The application fee would be full price for the most expensive application and
y, off for all subsequent applications. The application fee for the Hearing Examiner Conditional Use
would be $2,000, the application fee for the Variance would be $50 (1/2 off $100 full fee), and the
Environmental Review fee is based on project value. Projects valued under $100,000 have a $200
(112 of $400.00 full fee) fee and projects over $100,000 are $500 (1/2 of $1000.00 full fee) fee.
Detailed infonmalion regarding the land use application submittal is provided in the attached handouts.
Fees: Building ahd construction permit fees would be applicable to the subject site. A handout listing
all of the City's D~velopment related fees in attached for your review.
Consistency with the Comprehensive Plan: The proposed development would be located within
the Residential Single Family (RSF) Comprehensive Plan Land Use designation. The following
proposed policies are applicable to the proposal:

I have reviewed the preliminary application for this potable water storage in the City of Renton
water supply system 565 pressure zone (Hazen reservoir) located in the 4800 block of NE Sunset
Blvd on the south side of NE Sunset Blvd and west of Hoquiam AVE NE in Section 3, Twp. 23N
Rng 5E, and have the following comments:
SEWER:
• There is an existing 8" sanitary sewer main on the parcel to the west of this project.
• There is an existing 8" sanitary sewer main in NE Sunset Blvd.
• The applicant needs to show how the new project will be served with sanitary sewer. If there
are no bathrooms at the new facility then there are no sanitary sewer requirements.
WATER:
• This site is served by the City of Renton and is located in the Aquifer Protection Zone 2.
• This site is located in the 565 Water Pressure Zone.
• There is a 12" watermain in NE Sunset Blvd. There is an existing 10" on the south side of the
parcel being developed. See City of Renton water drawing W2851 for detailed engineering
plans.
• There is a 12" watermain (construction is nearly complete at this time) on the parcel to the west
on the project known as Cottages at Honey Creek, see City of Renton water drawing W3247 for
detailed engineering plans
• All fIre hydrants must be capable of delivering a minimum of 1,000 GPM.
• Per the City of Renton Fire Marshal a Fire department access roadway is required. This
roadway shall be a minimum of 20 feet in width with a turning radius of 45 feet outside and 25
feet inside.
STORM DRAINAGE:
• There are storm drainage facilities in NE Sunset Blvd.

• This project lies in the Honey Creek drainage basin. A stonn drainage report and conceptual
drainage plan shall be submitted I a . The stonn drainage plan shall be
designed in accordance with the. 005 King County Surface Water Drainage Manual for water
quality and flow control. is is a SEPA condition.
• There have been discussions regar 109 e ponds being used for overflow from the reservoir. In
this case the project will need to oversize the pond to provide for additional storage in addition
to the detention. The calculations shall clearly demonstrate these additional flows.
• Note that any reservoir discharge to the waters of the State (Honey Creek) as a result of either an
emergency overflow conditions or as planned maintenance shall be dechlorinated.
Ge preliminary plan submittal calls out vertical walls for the stonnwater detention facility.
Please note that the maximum height allowed that can be constructed under this construction
pennit is 4 feet. Any rockery or retaining wall greater than 4 feet in height must be designed
and inspected by a licensed engineer with geotechnical expertise. Any rockery or retaining wall
greater than 4 feet in height shall be submitted to the City of Renton Building Department for a
separate Building permit and shall have a Special Inspection (S1). o A geotechnical report will be required.
STREET IMPROVEMENTS:
• Per City of Renton code the project shall install curb, gutter and sidewalks and provide full
pavement width per the standards and street lighting along the full frontage of the parcel being
dev~oped in Sunset Blvd.
f.Jper co?e~e~roject shall install cub, gutter, sidewalk and street lights in NE 12th St. The V project may apply to pay a fee in lieu of or apply for a waiver for these improvements in NE
12th St. The minimum fire department requirement still applies.

dedicated as a requirement of this project. The existing 60 ' right-of-way on Sunset at this
location does not meet the requirements for a principal arterial. The resulting 90' (60' existing
plus the 30' new dedication) will match the existing right-of-way along the south side of Sunset
Blvd east of Hoquiam. Because the north side of Sunset is currently developed up to the north
right-of-way line, the future widening of Sunset to 5 lanes that is planned by WSDOT will have
to occur to the south within the ultimate 90' right-of-way.
• All new electrical, phone and cable services and lines must be undergrounded. Construction of
these franchise utilities must be inspected and approved by a City of Renton public works
inspector prior to recording of the plat.
• The Traffic Mitigation Fee of$75 per net new average daily trip applies. .cr-

• The site is located in Aquifer Protection Zone 2 and may be subject to additional requirements
per City code. Constructed secondary containment may be required if more than 20 gallons of
regulated hazardous materials will be present at the new facility (RMC 4-3-050H2d(i». A fill
source statement (RMC 4-4-060L4) is required if more than 100 cubic yards offill material will
be imported to the project site. Construction Activity Standards (RMC 4-4-030C7) shall be
followed if during construction, more than 20 gallons of hazardous materials will be stored on

to the City of Renton code book.
GENERAL:
• Submit a conceptual utility plan with the formal application. If you have any questions call me
at 430-7298.
• All required utility, drainage and street improvements will require separate plan submittals
prepared according to City of Renton drafting standards by a licensed Civil Engineer.
• All plans shall be tied to a minimum of two of the City's current horizontal and vertical control
plan.
• Pennit application must include an itemized cost estimate for these improvements. The fee for
review and inspection of these improvements is 5% of the first $100,000 of the estimated
construction costs; 4% of anything over $100,000 but less than $200,000, and 3% of anything
over $200,000. Half of the fee must be paid upon application for building and construction
permits, and the remainder when the permits are issued. There may be additional fees for water
service related expenses. See Drafting Standards.

Project: Hazen 565 Zone Reservoir

Project Purpose:
The purpose of the proposed project is to provide potable water storage in the City of Renton water
supply system's 565-pressure zone. Currently the system has 750,000 gallons of storage capacity in the
565-pressure zone. The new Hazen reservoir will add an additional 1.17 million gallons of storage to this
zone. Water stored in the reservoir will be available for fire fighting and commercial, industrial and
domestic consumption.
Scope:
The Water Section of the Utilities Division of the Planning, Building and Public Works Department, City
of Renton, proposes to build a steel, stand pipe style water reservoir on property that it owns on NE
Sunset Blvd. The reservoir will have a diameter of 80-feet and a height of approximately 128-feet. The
reservoir will provide the following benefits to the City of Renton:
1. Increase system reliability by providing a second reservoir in the 565-pressure zone.
2. Increase volume of storage in the 565-pressure zone to meet equalizing, fire and standby storage
requirements in accordance with Department of Health Water System Design Standards.
3. Provide the ability to remove either of the reservoirs from service for inspection or maintenance
without interrupting or reducing the level of service to customers in the zone.
4. Improve water pressure in several areas within the 565-pressure zone.
5. Provide additional storage to meet higher water demands in the 565-pressure zone in the future.
The property (site) is 406,850 square feet in area, is zoned R-8 and has a comprehensive plan map
designation of Residential Single Family. There are no structures located on the site. Honey Creek runs
through the site dividing it into two sections with approximately 113 of the site north of the creek and 2/3
of the site south of the creek. Honey Creek is classified as a Class 4 Stream at this location. The reservoir
will be located near the south property line approximately 600 feet from Honey Creek. The project will
not directly impact Honey Creek. Near Honey Creek, there are some slopes in the 25% to 40% range.
The project will not impact these slopes. Hazen High School is located south of the site. Single Family
residences are located east of the site and a sports field is located west of the site.
A reservoir overflow pond will be constructed to handle overflow from ofthe reservoir. The pond will
also act as a storm water detention pond for the minimal amount of storm water, which will be generated
by the impervious surfaces constructed on the site. The pond will be constructed to a much larger volume
than that which is required by the current version of the King County Surface Water Design Manual to
handle storm events at the project site and possible overflow events from the reservoir.
Landscape screening will be provided on the edges of the project site. In addition, many existing
deciduous trees of various sizes will be left in place to provide screening ofthe reservoir.
Attached is a list of trees, which will be removed to make room for construction of the project.
The project will not require a direct connection to the storm drain system or connection to the sewer
system.

The proposed hours of construction are any consecutive 8-hour period between 7:00 a.m. and 6:00
p.m with a I-hour lunch, Monday -Friday.
Hauling/Transportation Routes:
The hauling and transportation to the site will be via 142 nd Ave SE onto NE 12''' Street, which fronts
the south side of the property.
Measure to Minimize Dust, Traffic & Transportation Impacts:
Dust will be mitigated by water spray, erosion and mud by the use of silt fences. Street sweeping may
be needed during construction of the improvements on NE Sunset Blvd. A TESC plan, which
addresses erosion concerns, is included in the construction plan set.
Special Hours of Operation:
The need to allow the contractor to work outside of the proposed hours of construction (see above) is
not anticipated.
Preliminary Traffic Control Plan:
Traffic control will be needed during the construction of improvements on NE Sunset Blvd.
Federal Aviation Administration Notification:
The applicant has submitted an FAA Fonn 7460-1, Notice of Proposed Construction or Alteration
fonn to the Federal Aviation Administration. The Federal Aviation Administration has issued a
Detennination Of No Hazard to the applicant.

The State Environmental Poticy Act (SEPA), Chapter 43.21C RCW, requires alt governmentat agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for alt proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise infonnation known, or give the best description you can.
You must answer each question accurately and carefulty, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you realty do not know the answer, or if a question does not apply to your proposal, write
"do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary
delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental agencies can
assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your

project will also include an asphalt driveway to access the reservoir.

B. ENVIRONMENTAL ELEMENTS
1. EARTH
a. General description of the site (circle one); flat, rolling, hilly, steep slopes, mountainous,
other: Hilly. Honey Creek runs across the north 1/3 of the property. The property
slopes toward Honey Creek from both the north and south sides.
b. What is the steepest slope on the site (approximate percent slope?) A small section of
the site near Honey Creek falls in the 25% to 400/. range. A larger section of the site
near Honey Creek falls in the 15% to 25% range.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat,
muck)? If you know the classification of agricultural soils, specify them and note any
prime fannland. Within the project area, approximately 1 to 1 Y, feet of forest duff
containing significant amounts of organic material underlain by approximately 15
to 20 feet of medium stiff to hard silt and clay containing occasional sand lenses.

crosses the site. At the site location, Honey Creek is classified as a class 4 stream.

overflows the overflow water is routed through a de-chlorination station prior to
discharge into the reservoir overflow I storm water detention pond.

not be withdrawn for the construction or operation of this project. Water held in
the combination overflow I storm water detention pond may Infiltrate Into the
ground, however the pond is not designed for infiltration.

infiltrate into the ground during detention. Water overflowing from the reservoir is
de-chlorinated prior to being discharged Into the pond so no known waste material
is expected to enter the ground via infiltration from the pond.
c. Water Runoff (including storm water):
1) Describe the source of runoff (including storm water) and method of collection and
disposal, if any (include quantities, if known). Where will this water flow? Will this water
flow into other waters, If so, describe. Storm water will run off of the reservoir and
paved reservoir access road into the reservoir overflow I storm water detention
pond. If the reservoir overflows, which is a rare event, the overflow is de-
chlorinated then directed to the detention pond. The pond outlet will be designed
per applicable City of Renton surface water design standards to control the outlet
flow. The pond outlet will discharge into a spreader which will disperse it over a
large area.
2) COUld waste material enter ground or surface waters? If so, generally describe. Waste
material could enter ground or surface waters if hazardous material were spilled on
site, however there are no plans to store or use hazardous materials at this site.

both during construction and operation of the project. It should be noted that the
combination reservoir overflow I storm water detention pond is sized to detain a
design reservoir overflow, which results in a detention pond much greater in size
than that required by the 2005 King County Surface Water Drainage Manual.

located approximately 200 feet west of the nearest house and 140 feet north of the
nearest building at Hazen High School.

be controlled by light cells and or motion detectors.
7. ENVIRONMENTAL HEALTH
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk
of fire and explosion, spill, or hazardous waste, that could occur as a result of this
proposal? If so, describe. Water treatment will not take place on site. No hazardous
chemicals will be stored on site. The reservoir will be constructed out of steel.
Fire or explosion is not expected to be a concern at this site.
1) Describe special emergency services that might be required. A catastrophic failure of
the reservoir would result in millions of gallons of water being released into the
surrounding environment, however the probability of this occurrence is extremely
low.
2) Proposed measures to reduce or control environmental health hazards, if any: At a
minimum, the reservoir will be designed per the current American Water Works
Association manual 0100 for seismic requirements. The owner is exploring the
option of designing the reservoir to stricter standards as defined by the 2003 IBC
and FEMA manual 4.
b. Noise
1) What types of noise exist in the area which may affect your project (for example: traffic,
equipment, operation, other)? None.
2) What types and levels of noise would be created by or associated with the project on a

Water Utility in 1988 for the sole purpose of construction a new 565-pressure zone water
reservoir. The purpose of the proposed project is to provide potable water storage in the
City of Renton water supply system's 565-pressure zone. Currently the system has
750,000 gallons of storage capacity in the 565-pressure zone. The new Hazen reservoir
will add an additional1.l7 million gallons of storage to this zone. Water stored in the
reservoir will be available for fire fighting and commercial, industrial and domestic
consumption.

Community Need:
The need for the Hazen Reservoir is identified in, City of Renton Water System Plan,
February 2006. The Hazen Reservoir is needed in order to:
1. Increase system reliability by providing a second reservoir in the 565-pressure
zone.
2. Increase volume of storage in the 565-pressure zone to meet equalizing, fire and
standby storage requirements in accordance with Department of Health Water
System Design Standards.
3. Provide the ability to remove either of the reservoirs from service for inspection
or maintenance without interrupting or reducing the level of service to customers
in the zone.
4. Improve water pressure in several areas within the 565-pressure zone.
5. Provide additional storage to meet higher water demands in the 565-pressure zone
in the future.
Effect on Adjacent Properties:
At SO-feet in diameter and 12S-feet in height, the Hazen Reservoir will be visible to
surrounding properties. Douglas Fir trees will be planted along the east, south and west
border of the property, in the area of the reservoir construction, in order to minimize
visual impacts of the reservoir to the surrounding properties. With the passage of time,
the Douglas Firs will provide screening of the upper surfaces of the reservoir from the
surrounding properties.
The surrounding properties include single family homes located to the east of the
reservoir property and Hazen High School located to the south of the reservoir property.
To the north of the reservoir property is NE Sunset Blvd. To the west of the reservoir
property is a Hazen High School sport field.
Operation of the reservoir will not result in noise, light glare, traffic or parking issues,
which will impact the surrounding properties.
Only 3.9% of the site will be covered with impervious surface after construction of the
reservoir.
The reservoir will not burden public improvements, utilities or services. The project
includes the installation of curb, gutter sidewalk and dedication of right of way along NE
Sunset Blvd.
A Height Variance pennit application has been submitted for this project.

Practical Alternative Locations:
The selection of a property on which to place a water reservoir is governed by water
system hydraulics. Because the 565-pressure zone is the highest pressure zone in the
Renton highlands area, a reservoir serving the 565-pressure zone must store water at a
minimum of92-feet above the highest properties in the highlands water service area in
order to provide these properties with water pressure which meets the Water Utility'S
minimum design pressure goal of 40-psi. An additional 30-feet of height is needed to
provide storage and an additional 6-feet of height is needed for venting (l28-feet total).
Had the Utility selected a property with a lower elevation the reservoir would have to be
taller to meet the system hydraulic requirements. The property selected for the reservoir
was purchased in 1987 as a potential reservoir site. The property was re-evaluated as a
reservoir site in 2005 during reservoir pre-design and was selected from 3 possible
alternatives as the best site to place the reservoir (565 Zone Reservoir Predesign Report
2005). All three sites are located in residentially zoned neighborhoods.
Mitigation Proposals:
Douglas Fir trees will be planted along the east, south and west border of the property, in
the area of the reservoir construction, in order to minimize visual impacts of the reservoir
to the surrounding properties. It should be noted that many years will pass before the
Douglas Firs will provide significant screening of the reservoir from the surrounding
properties. However no other practical solution exists to screen the reservoir.
Enviromnental Considerations:
Honey Creek passes through the reservoir site, however the reservoir will be located at a
distance of over 500 feet from the creek. Storm water generated by impervious surfaces
created by this project will be routed to a detention pond. The water will be released
slowly from the detention pond into a spreader designed to spread the water over the
ground so that it can infiltrate into the soil before reaching Honey Creek. During the rare
event in which the reservoir overflows, the overflow will be routed through a
dechlorination facility before being discharged to the detention pond. Reservoir overflow

events trigger a water system alarm and response from water system personnel is
expected.
There are no known endangered species inhabiting the facility site. Because most surface
water generated on the facility site will be infiltrated into the ground, the proposed
facility is expected to generate no off site impacts, which could harm endangered,
threatened or sensitive species.
Rainfall will be the primary source for the surface water generated on site. The majority
of surface water generated on site will be infiltrated into the ground via the detention
pond and spreader. This water will come in contact with the exterior surfaces of the
proposed facility only (roof, walls, walkways) and as such is expected to carry little if
any contamination into the groundwater table. Hazardous chemicals will not be stored on
site.
A wetland Assessment is included with the SEPA submittal.
