Re: “On Hold” Notice / Cedar at the Highlands, (LUA17-000189)
Dear Mr. Morganroth,
This letter is provided as response to the comments received dated March 10, 2017. Each item has
been carefully reviewed and considered and the following is a summary of how each item was
addressed.
1. The geotechnical report should include the measured infiltration rate and state if full and/or
limited infiltration is an option for the project. This information should be used in addressing
Core Requirement #9 regarding on-site BMP in the TIR.
An infiltration evaluation study has been provided by the geotechnical engineer.
It has been included with this submittal.
2. The water availability certificate should be provided for the project.

3. Provide a paved driveway from the cul-de-sac of the proposed street to the storm water vault in
addition to the driveway to access to the gravel 162nd Street currently shown. The driveway
access should be in tract not in an easement. Provide a minimum 20 feet wide public storm
water easement for the 2 public storm water lines (bypass line and storm line to project storm
vault). The storm line easement can be located in the tract for the driveway access to the storm
vault.
The layout has been revised and the access to the vault has been provided.
4. A flood problem flow control standard flow control facility, or a Level 3 downstream analysis with
the project providing corrections for all the analysis identified downstream problems, is required
to be provided for this project. This is required because t here is existing downstream flooding
problem within the drainage basin tributary to the SE 144th Street storm system.
The detention facility has been designed to flood problem flow control standards.
The report has been updated.

Other Review Comments:
1. Per RMC 4-6-060, curb bulb out is required on the side of the internal street where on-street
parking will be provided.
The bulb out has been added to the on-street parking side.
2. The sewer main should be extended to the lot line of Lot 2.
