Properties to the south, across NE 12th Street are zoned CV. current use of the site and existing improvements The site is currently occupied by the vacant Renton Highlands Library and associated surface parking, walkways and landscaping. The old library is a one-story, 6,160 SF building built in 1973. The building is in good condition. It is not sprinklered. special site features The site is primarily flat, sloping down slightly from Northeast to Southwest across the site. The northern and eastern portions are wooded. soil type & drainage conditions A geotechnical report has not been prepared for the site. It is assumed that the soils resemble those at the nearby Sunset Court Apartments site. Those soils include about one foot of topsoil underlain by a layer of sand with gravel that extended 2 to 6 feet below the topsoil. The sand and gravel layer is in turn underlain by glacial till. Infiltration testing at Sunset Court measured infiltration rates of 60 to 96 inches per hour. proposed use and scope of the proposed development The Sunset Multi-Service and Career Development Center project proposes transforming the existing building into a social services hub managed by Neighborhood House. Services could include job training assistance, ESL classes or other adult education classes. It could also possibly include a food bank. It is expected that only interior improvements would be done to the building. Potential improvements could include new paint, patching gaps in the existing carpet layout, new bathroom and kitchen layouts, adding partition walls to create new classrooms and offices, updating plumbing fixtures adding new door hardware, new light fixtures, additional receptacles, and updating the existing fire alarm system. Additional improvements under consideration include a fire sprinkler system. Landscape improvements would be limited to addressing any areas that are currently not code compliant. Significant trees will remain. access Vehicular and pedestrian site access will continue to be off of NE 12th Street. Parking is provided by the existing 26 stall surface parking lot. Street parking is also available. proposed off-site improvements No off-site improvements are currently being proposed. estimated construction cost and estimated fair market value of the project The construction cost for work needed to move Neighborhood House into the building has been estimated to be approximately $1,000,000. estimated quantities and type of materials involved if any fill or excavation No fill or excavation is being proposed. Number, type and size of any trees to be removed No trees are proposed to be removed. explanation of any land to be dedicated to the City No land is proposed to be dedicated. proposed job shacks, sales trailers, and/or model homes Due to the size of the project, it is likely that a contractor would set up any kind of job shack within the existing building itself.
