Please note that the Environmental (SEPA) Review and Shoreline Exempon will be processed concurrently . Only one
copy of overlapping submi’al items are needed. I’ve also responded to your specific quesons below in red.

Hi Alex-
We have a few items that we’d like to run by you for clarification, if possible, ahead of our upcoming shoreline
exemption submittal:
· Waiver Form: This is described to be provided during the pre-submittal review. That review (and the waiver
form) are forthcoming, correct? See above.
· Land Use Permit Master Application Form: For this project, who would you expect to obtain the
notarizing of this form? Also, does your department provide an initial review of the form prior to the
notarizing (to address any initial comments that may come up)? The property owner should be signing the
master application with a notary. We do provide an initial review, which we refer to as a “presubmittal
review”, but you don’t need to hold off on submitting the master application to start it.
· Site Plan: Due to the orientation of the Airport, in order to accommodate the requirement for the north
arrow to oriented to the top of the paper/ plan sheet, the scale for the site plan will be 1”=350’. No issues.
· Neighborhood Detail Map: same comment as site plan above. No issues.
· Wetland Assessment: This will not be included in our submittal package because there are no wetlands
on-site. Confirmed – this requirement has been waived.
· Flood Hazard Data: Based on the description within the list of requirements, this component seems to be
related more to structures than a pavement rehab project such as this. Can you confirm that this item will
not be needed in our submittal? We do need flood hazard data if any ground is disturbed in the floodplain.

Hi Alex,
We’re going to try and accelerate the permit submittal for this project (targeting end of April), and we had a few
follow up questions for you:
1. Who is the SEPA contact we should list? Your choice -this is typically the applicant or whoever is
responsible for answering questions related the checklist.
2. I assume we would include the Shoreline Exemption submittal with the permit package – but please
confirm if that should be separate. Yes, both will be reviewed concurrently. No need to provide two copies
of overlapping submittal items (i.e. site plan, master application, etc).
3. Would you be able to provide a Shoreline Exemption permit application template that has been reviewed
favorably by the City? We have the checklist, and all of the items appear straightforward. However, having
a favorable example the City has previously reviewed always helps out when inputting the info.
I’ve attached the submittal items for the Shoreline Exemption. There’s a few other ones floating around the
internet and want to make sure you have the correct one. Are you looking for an example of a specific item
on submittal requirements?

Hi Greg –
Thanks for your paence on this. It does appear tha t this updated scope would sll qualify as a “maint enance and
repair” acvity and as such, would be exempt from o btaining a Shoreline Substanal Development Permit. I’m basing
this off the fact that the project does not include any significant new impervious surface (correct me if I’m wrong
here). Just so you know what I’m looking at when I make that determinaon, I’ve included the criteria for
maintenance/repair exempons below –
c. Maintenance and Repair: Normal maintenance or repair of existing structures or developments, including damage by
accident, fire or elements.
i. “Normal maintenance” includes those usual acts to prevent a decline, lapse, or cessation from a lawfully
established condition.
ii. “Normal repair” means to restore a development to a state comparable to its original condition, including but not
limited to its size, shape, configuration, location and external appearance, within a reasonable period after decay or
partial destruction, except where repair causes substantial adverse effects to the shoreline resource or environment.
iii. Replacement of a structure or development may be authorized as repair where such replacement is the common
method of repair for the type of structure or development and the replacement structure or development is
comparable to the original structure or development including, but not limited to, its size, shape, configuration,
location and external appearance and the replacement does not cause substantial adverse effects to shoreline
resources or environment.
To add to Mike’s response on the Lake Washington erosion control, I’d recommend working with your biologist on what
kind of erosion control is appropriate to prevent impacts to the lake during construcon.

Hi Alex and Michael:
I wanted to check in with you about the Airport’s Taxiway A Project (PRE23-000088). We have been in a holding pa’ern
since September awaing the funding agency, Federal Aviaon Administraon (FAA), input on the scope/ap proach to
the project. I won’t bore you with the details, but we had to come up with a plan to reduce the project cost from about
$25 million to $17 million. We have accomplished that, but we won’t be performing all of the work items we originally
proposed with the pre-applicaon meeng last year. I think there would be value in having a brief (no more than ½
hour) conference call to discuss and review next steps and make sure we’re all on the same page with this new
approach. I’d also like to re-confirm environmental and permit applicaon ming with our revised projec t schedule.
We’ll now be adversing the project for contractor bidding later this summer with actual construcon w ork to occur in
2025 and 2026.
Could you please propose some meeng mes you (and whoever else you think needs to parcipate on the C ity side)
are available in the next 1-2 weeks? I can coordinate our schedule with the Airport and setup a teams call once I see
some proposed meeng mes.
Apologies as well if this should just be addressed to one of you and not both—I know I had project correspondence with
both, so I figured I’d at least start with both of you for now.
