As part of the project design services, Century West is assembling the Environmental (SEPA) Checklist Submittal, and this Construction Mitigation Description. Please provide a written narrative addressing each of the following: a. Proposed construction dates (begin and end dates) Phase 1 Construction: May-September 2025 Phase 2 Construction: June-August 2026 b. Hours and days of operation Normal construction hours will be Monday-Friday, 7:00am-5:00pm. Occasional Saturday and Sunday work from 7:00am-5:00pm, only if needed to stay on schedule. For 6 weeks of Phase 1 Construction and 6 weeks of Phase 2 construction, work will be performed that requires a runway closure. The runway closure work will occur from Monday-Friday for three (3) two-week periods over the duration of each phase of construction. The runway closure work will occur from 12:00pm-10:00pm each weekday and not on weekends. c. Proposed hauling/transportation routes Haul routes will be via Airport Way, Perimeter Road, and the vehicle drive lane within the Airport fence. Refer to plans for reference. d. Measures to be implemented to minimize dust, traffic and transportation impacts, erosion, mud, noise, and other noxious characteristics
The Contractor will be required to control all dust, erosion control, and Foreign Object Debris (FOD) throughout the course of the work. The contract will have specific bid items for the Contractor to control FOD. Transportation impacts will be limited to when the fire waterline connection is made on Perimeter Road. Construction entrances will be installed to limit tracking mud onto public right-of-way. e. Any special hours proposed for construction or hauling (i.e. weekends, late nights) As work progresses, the Contractor may elect to perform weekend work to stay on schedule. Work would occur from 7:00am-5:00pm on weekends, if required. For 6 weeks of Phase 1 Construction and 6 weeks of Phase 2 construction, work will be performed that requires a runway closure. The runway closure work will occur from Monday-Friday for three (3) two-week periods over the duration of each phase of construction. The runway closure work will occur from 12:00pm-10:00pm each weekday and not on weekends. f. Preliminary traffic control plan. The project involves the following construction items at the Airport: See attached plans for traffic control plans and construction safety and phasing plans for work inside the Airport fence. Construction items include the following: The project involves the following construction items at the Airport: • Rehabilitation of pavement on the existing parallel Taxiway A, and connector taxiways A1, A2, A3, A4, A5, A6 and A7. • Rehabilitation of the existing apron service road pavement to the west of Taxiway A. • Rehabilitation of the existing sea plane ramp pavement to the north of Taxiway A. • Replacement of existing Taxiway A edge lighting with new LED lights. • Removal/abandonment of the existing fire water line beneath Taxiway A, that is leaking and beyond its useful life, and reconfiguration of fire waterline feed to Boeing Fuel Farm building adjacent Perimeter Road. • Minor infield grading and drainage improvements between Taxiway A and Runway 16/34. • Replacement/relocation of existing taxiway lighted guidance signage, as needed, to support taxiway and infield improvements.
