Renton, WA 98055 Re: Waiver Request, File No. W-886-76 Dear Mr. Olson: The Renton Planning Commission at its October 13, 1976, public hearing approved an indefinite deferral of the off-site improvement requirements of the Subdivision Ordinance subject to the filing of the enclosed restrictive covenants. Please have all the property owners and their spouses sign the covenants where necessary, notarize them, attach a legal description of the property, and return them to the Planning Department. Once we have received the covenants, we will then have the original of the plat signed and filed with King County together with the restrictive + covenants. Audience comment was then invited. Leigh Johansen, 2206 N. 30th, indicated he was not opposed to the proposal. Noting previous neighborhood interest in proposed development in this area, IT WAS ACTION: MOVED BY TEEGARDEN, SECONDED BY WALKER, THAT THE APPLICATION BE REFERRED TO THE SPECIAL STUDIES COMMITTEE FOR STUDY AND REPORT BACK ON OCTOBER 27, 1976. A roll call vote was requested with the following results: GIST - NO TEEGARDEN - AYE WALKER - AYE WIK - NO GARRISON - AYE MOTION CARRIED. REZONE: C, RICH K. O'BRIEN; Appl. No. R-885-76; rezone from R-4 to L-1; property located at the northwest corner of Seneca Ave. S.W. and S.W. 13th St. A staff briefing was requested. The Planning Director des- cribed the location and size of the site, Comprehensive Plan designation, and the proposal. He noted that the area is designated as M-P in the Comprehensive Plan but that due to the limited lot sizes in the area, the Planning Commission has recommended L-1 zoning with restrictive covenants in the past. The Chairman called for comment from the applicant. . Rich O'Brien, 12821 - 24th Ave. So., Seattle, indicated his desire to situate his proposed structure within ten feet of the property line in order to provide for off-street parking. He then described plans for his building, landscaping and screening, and proposed use. He noted his willingness to consider any proposed restrictive covenants. Discussion followed concerning compliance with parking require- ments, proposed setbacks, adjacent uses, possible limitations in the form of restrictive covenants, off-site improvements, provision for distribution, and applicability of L-1 zoning. IT WAS THEN ACTION: MOVED BY TEEGARDEN, SECONDED BY WIK, THAT THE MATTER BE REFERRED TO THE SPECIAL STUDIES COMMITTEE FOR STUDY AND REPORT BACK ON OCTOBER 27, 1976. Noting previous comment relating to the John Weers' request, the Chairman asked if there were any further comments from Mrs. Olson. Mrs. Olson responded that comments made previously would apply. Chairman Garrison then called for audience comment. Noting none, IT WAS MOVED BY TEEGARDEN, SECONDED BY WIK, THAT THE PUBLIC HEARING BE CLOSED. MOTION CARRIED. Following a brief discussion on the relationship of this request to the Weers' application, IT WAS ACTION: MOVED BY TEEGARDEN, SECONDED BY WIK, THAT AN INDEFINITE DEFERRAL BE GRANTED FOR THE DAVID OLSON APPLICATION SUBJECT TO THE FILING OF RESTRICTIVE COVENANTS REQUIRING PARTICIPA- TION IN A FUTURE L.I.D. No. W-887-76; waiver off off-site improvements for a four lot short plat; property located at the northeast corner of Thomas Ave. S.W. and S.W. 3rd Pl. At the request of the Chairman, the Planning Director briefed the Commission regarding site location, proposed subdivision, and nature of the area. He noted receipt this evening of a letter from the residents of Thomas Street S.W. requesting a continuation of consideration of the application for one month to allow review by adjacent property owners. Mr. Ericksen advised that the applicant has agreed to restric- tive covenants regarding future installation of off-site improvements. Slides and aerial photographs of the area were viewed and discussed. The existing sidewalk along Thomas Avenue was pointed out. Noting the presence of a number of the neighbors in the audience, the Chairman called for comment from the applicant. Al Heglund, 3026 - 38th Ave. W., Seattle, speaking for the applicant, advised that the property had been acquired for the placement of an older house moved from property he owns in another area of the city. He then described plans for placement of the structure and subdivision of the remaining site and indicated that the reason for the request for waiver is because there are no other curbs and gutters in the area. Mr. Heglund discussed drainage in the area, plans for renovation of the house being moved onto the property, and development of the other parcels. He spoke in support of an L.I.D. should it be desired by the neighbor- hood. Questions by the Commission followed regarding plans for moving of more homes onto the site, division of the property, and development plans. Audience comment was then invited by the Chairman. O'BRIEN REZONE FROM R-4 TO L-1; Application File No. R-885-76 Subject property consists of four lots, each +30 feet wide by 100 feet in depth. The total area of the site is approximately 12,500 square feet. The proposed use ig for a sign construction and sales office faciltiy. The Comprehensive Plan indicates manufacturing park use for this area. However, because of the small lot sizes in this area, the Planning Commission in the past has recommended L-1 zoning with certain restrictive covenants com- patible to the manufacturing park concept. The applicant proposes setbacks and landscaping consistant with the manufacturing park concept. Single family residence uses exist west and north of the subject site. Wally's Fabricators exists to the east, with Cummins Diesel Company further to the west, and FAI-405 just south of the site. Once we have received the covenants, we will then have the original of the plat signed and filed with King County together with the restrictive - covenants. If you have any further questions, please contact this department. Very truly yours, Gordon Y. Ericksen Planning Director / ff ' pre cclfeces tlie“ /, Michael L. Smith Associate Planner MLS: Im] Enclosure "S i Renton Planning Commission Meeting October 13, 1976 Page Six Questions from the Commission followed relative to rehabili- tation of the existing structure. Audience comment was then invited. Leigh Johansen, 2206 N. 30th, indicated he was not opposed to the proposal. Noting previous neighborhood interest in proposed development in this area, IT WAS F ACTION: MOVED BY TEEGARDEN, SECONDED BY WALKER, THAT THE APPLICATION BE REFERRED TO THE SPECIAL STUDIES COMMITTEE FOR STUDY AND REPORT BACK ON OCTOBER 27, 1976. MOTION CARRIED. z WAIVER OF OFF-SITE IMPROVEMENTS: D, DAVID OLSON; Appl. No. W-886-76; waiver of off-site improve- ments for a two lot short plat; property located at the northwest corner of Aberdeen Ave. N.£. and N.E. 12th St. Staff input was requested by the Chairman. Mr. Ericksen noted location of the site in the vicinity of the John Weers property considered earlier this evening, the size and location of the Renton Planning Commission Meeting October 13, 1976 Page Seven | PEOper ey: proposed subdivision, and request for waiver of off-site improvements. FOR SUCH IMPROVEMENTS. Upon inquiry, Mrs. Olson indicated her willingness to agree to such covenants. On the question, MOTION CARRIED. WAIVER OF OFF-SITE IMPROVEMENTS: F, MARK HEGLUND; Appl. No. W-887-76; waiver off off-site improvements for a four lot short plat; property located at the northeast corner of Thomas Ave. S.W. and S.W. 3rd Ph. Mr. Ericksen advised that the applicant has agreed to restric- tive covenants regarding future installation of off-site © improvements. Audience comment was then invited by the Chairman. le 9 Oban. The total area of the site is approximately 12,500 square feet. 2. The proposed use ig for a sign construction and sales office faciltiy. 3. The Comprehensive Plan indicates manufacturing park use for this area.
