Based on review of the checklist associated with this project, the Department of Ecology (Ecology) has the following comments: We recommend the following updates be made to the Environmental Checklist: Section B, Environmental Elements; Subsection 7, Environmental Health. The proposed SEPA project is located adjacent to two contaminant sites listed on the MTCA Confirmed and Suspected Contaminated Sites List: Renten Municipal Airport Fire Training Area (cleanup site ID 2546, facility site ID 20554), and Cedar River Trail (cleanup site ID 2857, facility site ID 39825723). Historically, soil and/or groundwater on these cleanup sites are contaminated with metals, chlorinated volatile organic compounds (CVOCs), and polychlorinated biphenyls (PCBs). Please add the contamination information in the checklist. Please describe mitigation measures to address the following: • Hazardous waste operations worker training, health/safety plan, and site control requirements, per WAC 296-843. Alex Morganroth July 19, 2024 Page 2 • Management of potential contaminated soil and groundwater encountered during excavations, including sampling, containment, and disposal at a permitted facility. Thank you for considering these comments from Ecology. If you have any questions or would like to respond to these comments, please contact Jing Song from the Toxics Cleanup Program at (425) 229-2565 or by email at jing.song@ecy.wa.gov.
