Our office has completed the first review of engineering plans for the Evendell project. The
attached list provides a summary of design issues which must be addressed in your next
submittal. The review comments are based upon the design plans and technical information
report received June 28th, 2004.
Once the initial review comments have been addressed, please submit three sets ofrevised
plans and technical reports. To assist in reviewing the revised plans, the design engineer
should prepare a written response for each issue identified in the attached comments. If you
would like to discuss the design requirements for the project, please contact me at 206-296-

All page references are based on 1998 King County Surface Water Design Manual
(KCSWDM), 1993 King County Road Standards (KCRS) and King County Codes
(KCC).
HEARING EXAMINER'S CONDITIONS:
I. Provide transfer of density credit documentation to DDES prior to final plan
approval per condition 3b. Include related documentation on Section VII ofTIR.
2. Provide road improvements for mitigation of high traffic location per condition ·

3. Provide engineering plan and detail on the construction of off-site walkway to
Liberty High School at 16655 South 136 1h Street per condition 20. Add a
prominent note to the engineering drawings reading "Prior to recording a school
access route as required by Plat Condition 20 shall be reviewed, approved and
bonded by DDES"
GENERAL AND TIR COMMENTS:
1. Use tabs to label all sections on TIR.
2. Provide bond quantity worksheet (BQW) for the project on TIR, including off-site
traffic improvement and school walkway per permit conditions 18 and 20.
3. Debris barriers are required on all pipes 18 to 36 inches in diameter per SWDM
4.2.1 (p. 4-10). Provide debris barrier per Fig. 4.2.1 E of SWDM.
4. Label all privately maintain drainage easement as "private drainage easement",
and publicly maintain drainage easement as "public drainage easement" on all.

DRAWING COMMENTS:
Sheet 1.01
1. Fill in tax parcel number, preliminary approval date and ordinance number on the
upper right comer of the sheet.
Sheet 3.01
I. A 6 ft long concrete ramp shall be provided at the ends of side~alks on 1601h Ave
SE.
2. Add the following plan note for road widening on 1601h Ave SE.
Plan Note : Per KCRS Section 4.0IF, a one inch full width overlay shall be
required. The overlay may be waived only after an evaluation of pavement
conditions or channelization requirements has been completed and approved by
the County Road Engineer or Development Engineer. If road surface failures are
present, all appropriate repairs to the existing subgrade, base material and
surfacing shall be made prior to placing the overlay.
3. · Provide a 3 ft wide thickened edge on section of joint use driveway.
Sheet 3.31:
1. Asphalt thickened edge shall be 36 inch wide with 0.08 ft/ft slope per KCRS
Drawing 1-005.
2. On surfacing section options, use three inch thick Class B asphalt on 1601h Ave
SE widening.
3. On ramp detail, curb ramp location shall be referred to KCDOT Fig 3-008.
Sheet 4.01:
1. Delete detail of through-curb inlet frame on rolled curb which is not a road
standard detail.
2. Through curb inlet on rolled curb is not allowed on CB#6 and CB#7. See
attached County policy.

3. Show easement for curb ramp on lot I.
4. Add catch basins within 200 ft spacing on I 60'h Ave SE to collect runoff from
frontage improvement.
Sheet 4.31:
1. Wet pond and detention pond may have different shapes. Provide a wetpond with
a 4 to 1 (length to width) flow path without mid-berm per KCSWDM 6.4.1.2,
item 2 of recommended design features on page 74. An average 30 ft by 120 ft by
3ft wetpond will meet the water quality requirement, then a detention pond will be
placed ontop of the wetpond.
2. Provide a plan view of control structure CB2 to show two foot clearance for
personnel access.
3. Provide information on required and designed volumes for wetpond and detention
pond.
4. Change normal W. S. to water quality W. S. on Sections A-A and B-B.
5. Show pond sign detail and pond sign location.
Sheet 7.02:
I. Provide a bond quantity worksheet (BQW) for street tree bond.
2. Delete Yellow Wood tree which is not listed on approved list.
