This report is a summary of events that occurred and is not an exact sequencing of events. On Wednesday May 3rd, 2023, at approximately 19:49, 1 was flagged down regarding a two-vehicle collision in the 4600 block of Ne Sunset Blvd within the City limits of Renton, King County, Washington. -UNIT ONE: WHITE 2009 TOYOTA COROLLA WASHINGTON LICENSE: CGZ5090 -UNIT ONE DRIVER: ROSA HERNANDEZ SANCHEZ (DOB: 02.27.2000) -UNIT TWO: GRAY 2018 ACURA MDX WASHINGTON LICENSE: BGE2678 -UNIT TWO DRIVER: PENNY W. NG (DOB: 12.06.1951) 1 was on a separate traffic stop when I was flagged down by a passerby regarding the collision. I arrived with the involved parties and had them their vehicles out of the roadway since they were blocking the east bound lanes of Ne Sunset Blvd. 1 contacted Rosa who said she was making a left turn onto Ne Sunset Blvd from the shopping plaza parking lot. Rosa said unit two switched lanes as she was entering traffic. Rosa and her passenger Maria De Los Angeles Gutierrez Guzman (DOB:8.02.1978) were not injured. It should be noted an interpreter for Spanish was utilized to communicate with Rosa while on scene. Rosa indicated she did not have insurance. After speaking to Rosa, I contacted Penny who reported the following; she was traveling east on Ne Sunset Blvd when unit one pulled into traffic in front of her passenger Alex J. Devera (DOB:5.18.2009) were not injured. Both vehicles had minor damage and were drivable. I issued Rosa a citation for the following violation(s) RCW 46.30.020- OP MOT VEH W/OUT INSURANCE Rosa stated she did not have insurance which is a violation of RCW 46.30.020-No person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the person is insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least the amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation must be provided on the request of a law enforcement officer in the format specified under RCW 46.30.030. RCW 46.61.185- FAIL YIELD LEFT TURN MOTOR VEHICLE. The driver of a vehicle intending to turn to the left within an intersection or into an alley, private road, or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard.
