NARRATIVE
23-5039
On 05/04/2023 at approximately 1133 hours, I was dispatched to a blocking vehicle collision with
reports of injury at the intersection of SE Petrovitsky Rd and 108th Ave SE, within the City Limits of
Renton, County of King, State of Washington.
Upon my arrival, Renton Fire was already on scene evaluating the involved parties. While on scene,
collected each of the involved party's driving information and their independent recollection of the
events leading up to the collision. Renton Fire evaluated and treated all involved parties at the scene
before departing.
The driver of Unit#1 stated that he was the sole occupant of his vehicle and was traveling eastbound
in about the 10700 block of SE Petrovitsky Rd. The driver of Unit#1 had pulled into the left-turn lane
for an upcoming left-turn at the above-mentioned intersection. The driver of Unit#1 stated he
intended to turn northbound onto 108th Ave SE. The driver of Unit#1 stated that the controlled
intersection he was approaching was displaying a red light. Upon what the driver of Unit#1 believing
the light changed to green, he proceeded out into the intersection to make the left turn. While Unit#1
was in the intersection, he noticed Unit#2 approaching from the opposite direction, specifically
westbound on SE Petrovitsky Rd. The driver of Unit#1 stated that both vehicles collided in the
intersection causing moderate damage to the front of Unit#1.
The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling westbound in
about the 10800 block of SE Petrovitsky Rd approaching the intersection of 108th Ave SE in lane 2 of
3. The driver of Unit#2 stated he was intending to continue west upon the traffic light for his direction
of travel changing from red to green. The driver of Unit#2 stated that upon the light changing to
green, he continued going straight ahead. Once in the intersection, Unit#2 saw Unit#1 make a sharp
turn into the driver's side of his vehicle. The driver of Unit#2 stated he was unable to avoid the
collision as Unit#1 struck Unit#2 causing significant damage to the front driver's side of Unit#2.
A witness, identified as Stephen Barton, provided a cell phone photo moments after the collision
occurred. Barton was unsure what movements Unit#1 was making but thought Unit#1 may have
been making a U-turn in the intersection as his vehicle had turn across traffic in an odd manner. I
reviewed the cell phone photo which revealed a turn from deep in the intersection that Unit#2 could
have not have predicted. The driver of Unit#1 later admitted to being lost and was following his GPS
to get to Bellevue and may have made a wide turn.
Based on the above statements, I determined that the Driver of Unit#1 (Morris) was the predominant
factor for the collision due to not granting the right of way during a left-turn causing a collision. The
driver of Unit#1 did not grant the right of way to Unit#2 traveling in the roadway which had the right
of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the
driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding.
Unit#1 was able to be driven away without further incident. Unit#2 had to be impounded due to
extensive damage cause. An exchange of information was provided to all involved parties.
