I have reviewed the revised recreation and landscaping plan received June 5, 2008. This
plan (pages LI & L2) meets the conditions of the short plat preliminary approval as well
as code requirements for recreation facility (KCC21A 14) and landscaping (KC 21A. 16).
I hereby approve the plan with the following conditions. This approval is only for the
recreation Tract. The street tree plans will be reviewed by the Land Use Inspection
Section. The followings are my recommended conditions of approval for the
recreation/landscaping Tract plan:
I. The equipment (play structures, bench, and picnic table) shall meet at a minimum,
Consumer Product Safety Standards and be appropriately anchored. The play area
surface shall be of material suitable to play on and shall meet consumer safety
standards.
2. The landscaping and recreation space improvements (i.e. play structures,
equipment, landscaping materials, irrigation system) must be installed and
inspected or a performance bond posted, prior to plat recording. The amount of
the performance bond has been established at $93,212.00 for the recreation tract
improvements. This includes the required 30% contingency amount. The BQW
and the toy structure specifications are attached to the approved plan.
An inspection fee is also due prior to recording. This fee covers the cost of inspections.
The amount of the inspection deposit will be determined by the Land Use Inspection
Section (LUIS). If a performance financial guarantee is posted, the improvements must
be installed within two years from the date ofrecording. The Land Use Services Division
will conduct an inspection one year after the recording date. The applicant may request in
writing, an earlier inspection date if the improvements are fully installed prior to one year
anniversary of recording. Enclosed is a copy of the approved plans for your records. If

FibarDrain, FibarFelt, FibarMat. Fibar Enginneered Wood Fiher
Fibarfelt@ is a needle-punched 100% non-woven
geotextile fabric that separates the Engineered
Wood Fiber from the soil below. This critical material
allows water to flow through it while ensuring that
rocks and soil do not contaminate the EWF.
FlbarFelt is used in every FibarSystem to cover the
sub-grade and drainage trench. All seams should be
overlapped by 3". Slit the Flbarfett to fit around the
footings of the equipment. Where possible, overlap
all slits with the next piece of FlbarFelt.

FibarDrain@ is a drainage matrix that channels water
away from the playground, maintaining a playable surtace
even after a heavy rain. This means more time on the
playground, no mud on the kids' shoes, and happy teachers
and maintenance personnel! FibarDrain prevents
deterioration of the Fibar Engineered Wood Fiber.
FlbarDrain is so effective that it enables us to offer a 25-year
Warranty for the entire playground surface.
FlbarDrain is flexible so it can conform to the playground
substrate. It's composed of a needle-punched 100%
non-woven geotextile sleeve surrounding a monofilament
nylon mesh. The sleeve allows water to soak through while
keeping out soil and other particlulate contaminants. The
mesh holds the sleeve open to facilitate the flow of water.
FibarDrain strips are laid down on 6' centers in the direction
of the grade.
FibarMat@ is a 3' x 3' rubber mat with beveled
{handicapped-friendly) edges that prevents excessive wear
under swings and slide exits. FibarMats are loved by
maintenance personnel because they make daily raking a
thing of the past. Flbar Systems' warranties require the use
of FlbarMats.
FibarMat rubber wear mats can be installed on top of the
Fibar wood fiber, in the middle of Fibar wood fiber, or under
the Flbar (on top of FlbarFelt material).

Dear Mr. Takagi:
I have reviewed the recreation and landscaping plan dated October 26, 2007. The proposed
recreation plan provides a 5,479 square-foot combined drainage and recreation tract. This is
consistent with the preliminary approved site plan. At a minimum, 2,730 square feet must be
allocated for recreation. Please address the following:
I. Please show that a minimum of 2,730 square feet for recreation space is
provided. This area could include the lawn. The lawn area could be expanded to
provide additional play area if needed for throwing a ball or a frisbee.
2. A 4-foot-high split rail fence or equivalent is recommended along the east and
south perimeter of the recreation tract. The low fence combined with the
proposed landscaping will provide safety for small children. Please provide a 6-
foot tall solid fence along the north boundary of the tract. Fencing must be
shown on the site plan.
3. Please add additional play structures such as spring rides in the play area. The
location of the bench and the additional spring ride(s) shall be determined by the
landscape architect in accordance with the manufacturer's standards. See
attached example. All play equipment shall at a minimum meet the Consumer
Product Safety Standards for equipment, soft surfacing and spacing. Please
provide a picnic table near the lawn area. We recommend that the picnic table be
placed on a hard surface and be accessible by people with disabilities.
4. Please note that this review does not include the required street trees. The review
of street trees will be done by the Engineering Inspection Section.
5. Please revise the Bond Quantity Worksheet to include the cost of toy structures,
picnic table and fencing.
6. Landscaping notes must include the type and method of irrigation.
7. The proposed improvements must not conflict with the engineering requirements
for the drainage facility.
Please submit the following by January 14, 2008:
1. 5 copies of a revised final recreation plan, addressing the items above
2. 5 copies of a revised Bound Quantity Worksheet for the landscaping and
other improvements
3. 5 copies of play equipment and recreation tract furnishings specifications
4. A copy of this memo
