PROPOSAL DESCRIPTION: The applicant is requesting to remove approximately forty-
six, 10 -12-inch caliper, Red alders and approximately eight, 6-inch caliper, Leyland cypress from
the Boeing Longacres property. The tree removal would be located on parcel numbers
0886700220, 2423049022, and 2423049071. The trees that are proposed to be removed are
located along SW 16th Street and have been damaged. An Arboricultural Report, prepared by
Arborea Consultants, LLC, was provided by the applicant. This report indicates there is a risk of
tree failure due to root loss. Additionally, tree failure is most likely to occur during periods of
heavy rain and high wind. This may coincide with conditions that would cause flooding. Failed
trees may require clearing before flood defenses could be put in place around Boeing's 25-01
building resulting in an increase in hazard risk. The eight Leyland cypress that would be removed
are proposed to be replaced with eleven, 8-foot tall, Blue Lawson cypress. The 46 Red alders that
would be removed are proposed to be replaced with forty-six, 6-7 foot tall, Western Larch trees.

hazards associated with strong ground motion and soil liquefaction.

disease, or other problems that may be created as a result of

preservation of any tree(s) in good health that is an outstanding
specimen because of its size, form, shape, age, color, rarity, or other
distinction as a community landmark?

a. While the subject site is located within an identified Seismic Hazard Area, the proposal does
not appear to contribute to hazards associated with strong ground motion and soil
liquefaction.

b. The subject site is located within an identified Flood Hazard Area, and is within the area at risk
of further flooding because of the structural instability of the Howard Hanson Dam. The
removal of the damaged trees within this area would reduce further hazard risk from tree
failure, to the subject site and adjacent public right-of-way. It is not anticipated that the
removal of the subject trees would contribute to flooding. Approximately 105 feet east of the
eastern edge ofthe work area is the Springbrook Creek. All work would be beyond the City's
largest buffer requirement of 100-feet. Although, there is a potential for some erosion and
runoff to occur during removal and planting of the trees. As such, staff recommends as a
condition of approval that the applicant utilize best management practices for erosion control
to minimize sediment runoff entering Springbrook Creek.

f. The trees proposed for removal have been damaged and are at risk of failure; as such, the
new trees proposed to replace the damaged trees would be less susceptible to blow-down
than the existing trees.

DECISION: The Longacres Tree Removal Routine Vegetation Management Permit is approved subject
to the following conditions:
1. The applicant shall be required to utilize best management practices for erosion control to
minimize sediment runoff entering Springbrook Creek.
2. If work is to be conducted within the public right-of-way, then a right-of-way use permit shall
be obtained from the City.

5:00 p.m. on December 1, 2009. Appeals must be filed in writing, together with the required fee to

EXPIRATION: The Routine Vegetation Management Permit shall be valid for one year from the date of
issuance. An extension may be granted by the Planning Division for a period of one year upon
application by the property owner or manager. Application for such an extension must be made at
least thirty (30) days in advance of the expiration of the original permit and shall include a statement
of justification for the extension.

At your request this letter has been prepared to clarify and summarize the findings of todays site meeting. During the meeting we
discussed tree removal for a single row of red alder (A/nus rubra) and tree protection requirements for a single black cottonwood
(Populus trichocarpa) following the repositioning of the flood protection barrier. We also briefly discussed the transplant of 3 cedar
trees. The site meeting occurred on Wednesday 7tti October 2009.
Transplanting
Three cedars (Thuja sp.,) are scheduled to be transplanted on Saturday 1 Qth October 2009. This Is to be completed by Big
Trees, Inc. (http.J/www biqtrees11pply com/index pbp,l. Arborea Consultants (AC) contacted Big Trees, Inc., 7'tt1 September
2009 by telephone to confirm the method to. pe used and equipment involved. Information on the methods to be used are
summarized by Big Trees, Inc., on the following url:

The 3 trees are to be hand excavated to create a root ball. This is will then be wrapped in burlap material and secured using a
rope webbing over the ball and burlap. The r~lvlng holes and position, to be detailed by your firm, are also hand excavated
by Big Trees, Inc. The trees are to be moved from the transplant position to the receiving holes by a four tine 8,000 lb material
handler.
Prior to transplant the trees are to be treated by both an antldesiccant and an antltranspirant (products 'Moisture In' and 'Root
Zone'). This is applied to minimize the transplant shock in the trees. The affects of these largely hormone based products
should last for a 3 week period. More information can be found at the following url:

Flood Protection Barrier Repositioning
The repositioning of the flood protection barrier should not affect the trees near to the new alignment provided tree protection
measures detailed in AC report 'ARBORICULTURAL REPORT: TREE IMPACT ASSESSMENT BOIENG LONGACRES FLOOD
PROTECTION' are followed. These are the same methods discussed in our site meeting on 30th September 2009.

The repositioned flood protection barrier affects a length of barrier to the southeast of building 25-01 adjacent to a covered
pedestrian walkway. Figure 1 shows the position of a single black cottonwood that you were concerned about in terms of
damage; red circle.

AC recommends the positioning of the outer edge of the barrier units or 'water side' to be 5 feet from the face of the trunk
(north} of the black cottonwood. The concern is that positioning the barrier closer will require removal of a primary branch
leaving a large trunk injury that would lead to decay.
SW 16"' Street Red Alder Stability
AC reported its concerns and observations for the row of red alder affected by banier installation in-front of building 25-01
during the site visit 30th September 2009 and In the report 'ARBORICULTURJ.\L REPORT: TREE IMPACT ASSESSMENT
BOIENG LONGACRES FLOOD PROTECTION'.
An extract of the report concerning all similar affected trees is provided below ('Tree Instability and Survivability' page 19)
"~ Red alder is known to be sensitive to root damage and root loss. As a result the trenching may have a
detrimental affect on the species. Monitoring during and after the project is completed is recommended. Trenching
may cause instability in the trees affected by trenching i.e. Red alder, western red cedar. The pruning

u"recommended is intended to mitigate for this root loss. However it should be recognized that the risk of entire
failure is increased as result of root Joss and despite the pruning treatments prescribed.""

stability due to root loss. It is recommended that Boeing use a qualified professional to complete this monitoring.
The critical period for monitoring is during October through February and following high wind events.

AC agrees with the owners decision to remove this row of affected trees. As indicated above crown reduction pruning
treatments recommended would reduce the risk but not entirely control this risk of tree failure. Tree failure is most likely to
occur during periods of heavy rain and high wind. This may coincide with conditions that would cause flooding. Failed trees
may require clearing before flood defenses could be put in place. In addition failure may damage the flood defenses should
failure occur.
The prescribed pruning detailed in AC report is intended to reduce the risk of tree failure only. Pruning cannot absolutely
control the risk of tree failure. The pruning prescribed is arboricultural best practice in this situation where the this form of root
severance has occurred and where the owners intention is to retain the trees.

IV. Results of Inspection and Tree Protection Specification
The following section provides details on the steps required to protect the trees during flood protection installation works.
IVa. Tree Removal
The first area requiring tre€ removal is within an linear planting of Lawson cypress surrounding and screening the
electrical substation on site. The electrical substation situated west of building 25-03. This is shown in figure 4, below.

AC noted approximately four trees had partially failed during its 30111 September 2009 site visit. The laryest of the trees
is estimated to be 10 inches diameter. The position of these trees are shown in figure 1, within the red circle. Removal
of these trees is a priority given their position relative to the electrical substation. AA occupation risk assessment is
recommended prior to completing tree removal works. Given the proximity of the trees to the electrical substation a
certified tree utility specialist contractor may be required to remove the trees.
2. Removal of a red alder at the central main entrance lnto the car parking area for building 25-01 off SW 16th Street,
opposite entrance to building 25-03 and 25-02. The position of this tree is illustrated in figure 5 below.

Routine Vegetation Management Permit
Narrative
The size of the property is 153.8 Acres. The current use of the site is office and engineering
support for the Boeing Commercial Airlines. There is no near term development planned at the
proposed site. The site is currently fully developed. The vegetation to be removed includes 47
Red Alders approximately 10" -12" in diameter in addition to approximately 80 Leyland
Cypress that are 6" in diameter. The proposed vegetation removal area is flat. No work will be
conducted in a Native Growth Protection Easement. The area is flat as noted above. There is
no landslide potential. Approximately 20 yards of topsoil will be used to backfill the voids
created from stump grinding. Any exposed soil will be covered with 2" of mulch and or seed.
A boom truck, excavator, chipper and stump grinder may be used to remove the trees. No
pesticides or herbicides will be used. Measures to protect the site from potential adverse
impacts of the proposed work and equipment operation are standard notice plan lo office holders
and construction barricades. The time schedule for starting and completing the work is 6 am to
4 pm November 10, 2009 through November 24, 2009.

At your request this letter has been prepared to clerify and summarize the findings of todays site meeting. During the meeting we
discussed tree removal for a single row of red alder (A/nus rubra) and tree protection requirements for a single black cottonwood
(Popu/us lrichoca,pa) following the repositioning of the flood protection barrier. We also bliofly discussed the transplant of 3 cedar
trees. The site meeting occurred on Wednesday 7th October 2009.
Tranaplantlng
Throe cedars [Thu/asp.,) are scheduled to be transplanted on Saturday 10~ October 2009. This ls to be completed by Big
Trees, Inc. 0,ttp·/Jwww bigtrnesupply:com/jndex php). Arborea Consultants (AC) contacted Big Trees, Inc., 7th September
2009 by telephone to confirm the method to be used and equipment involved. Information on the methods to be used are
summarized by Big Trees, Inc., on the following uri:

The 3 trees are to be hand excavated to create a root ball. This Is will then be wrapped in burlap material and secured using a
rope webbing over the ball and burlap. The receiving holes and position, to be detailed by your firm, are also hand excavated
by Big Trees, Inc. The trees are to be moved from the transplant position to the raoetving holes by a four tine 8,000 lb material
handler.
Prior to transplant the trees are to be treated by both an antldeslccant and an antttransplrant (products 'Moisture In' and 'Root
Zone1. This Is applied to minimize the transplant shock in the trees. The affects of these largely hormooe based products

Flood Protection Barrier Repoelllonlng
The repositioning of the flood protection barrier should not affect the trees near to the new alignment provided tree protection
measures detailed in AC report 'ARBORICULTURAL REPORT: TREE IMPACT ASSESSMENT BOIENG LONGACRES FLOOD
PROTECTION' are followed. These are the same methods discussed in our site meeting on 3Qlh September 2009.

AC recommends the positioning of the outer edge of the barrier units or 'water stde' to be 5 feet from the face of the trunk
(north) of the black cottonwood. The concern is that positioning the barrier closer will require removal of a primary branch
leaving a large trunk injury that would lead to decay.

An extract of the report concerning all similar affected trees is provided below ('Tree Instability and SuNlvablllty' page 19)
"" Red alder is known to be sensitive to root damage and root loss. As a result the trenching may have a
detrimental affect on the species. Monrtoring during and after the project is completed is recommended. Trenching
may cause instability in the trees affected by trenching I.e. Red alder, western red cedar. The pruning

""recommended is intended to mitigate for this root loss. However it should be recognized that the risk of entire
failure is increased as result of root loss and despite the pruning treatments prescribed.""

stability due to root loss. It Is recommended that Boeing use a qualified professional to complete this monitoring.
The critical period for monitoring is during October through February and following high wind events .

AC agrees with the owners decision to remove this row of affected trees. As indicated above crown reduction pruning
treatments recommended would reduce the risk but not entirely control this risk of tree failure. Tree failure Is most likely to
occur during periods of heavy rain and high wind. This may coincide with conditions that would cause flooding. Failed trees
may require clearing before flood defenses could be put in place. In addition failure may damage the flood defenses should
failure occur.
The prescribed pruning detailed in AC report is intended to reduce the risk of tree failure only. Pruning cannot absolutely
control the risk of tree failure. The pruning prescribed is arboricultural best practice in this situation where the this form of root
severance has occurred and where the owners intention is to retain the trees.

IV. Results of Inspection and Tree Protection Specification
The following section provides details on the steps required to protect the trees during flood protection installation works.
IVa. Tree Removal
1. The first area requiring tree removal is within an Hnear planting of Lawson cypress surrounding and screening the
electrical substation on site. The electrical substation situated west of building 25--03. This is shown in figure 4, below.

AC noted approximately four trees had partially falled during Its 30th September 2009 site visit. The largest of the trees
Is estimated to be 1 O Inches diameter. The position of these trees are shown In figure 1, within the red circle. Removal
of these trees Is a priority given their position relative to the electrical substation. An occupation risk assessment is
recommended prior to completing tree removal works. Given the proximity of the trees to the electrical substation a
certified tree utility specialist contractor may be required to remove the trees.
2. Removal of a red alder at the central main entrance into the car parking area for building 25-01 off SW 161h Street,
opposite entrance to bulldlng 25-03 and 25-02. The position of this tree is illustrated in figure 5 below.

6. Proper Plant Handling: Handle and protect plants, roots, rootballs, and new buds
to prevent plant injuries. Pickup all plants from the rootball or container, not the
trunk.
7. Unsatisfactory Materials: Immediately remove unsatisfactory materials from site.
8. Verification of Species: All plant material shall be delivered with tags or labels
identifying species and variety (as applicable). Incorrect species shall be removed
from the site immediately.
9. Plant Tags: Do not remove yellow, plastic lock-seal tags with serial numbers
until end of Warranty period.
1.7 PROJECT SITE CONDITIONS
A. Environmental Requirements: Plant during periods normal for optimum grow1h, as
determined by season, weather conditions, and accepted practice. Contractor may
conduct planting operations under unseasonable conditions, without additional
compensation, by accepting full responsibility for subsequent resulting losses.
B. Underground Conditions:
1. Locate utility lines and underground obstructions to avoid damage during
excavation.
2. Contractor shall repair and replace damaged buildings, equipment, underground
utilities, irrigation equipment, paving, surfacing, stairs, and other work damaged
as a result of Contractor's operations.
3. Locate and clearly mark irrigation pipe, wire, valves, and other underground
equipment.
1.8 SEQUENCING AND SCHEDULING
A. Coordinate ordering of materials with Owner immediately following General Contract
award. Ensure that specified sizes and quantities are furnished.
B. Planting Schedule: Contractor is responsible for using good horticultural practices and
judgment regarding timing of planting.
1.9 WARRANTY
A. Warranty Period for this work is as stated in General Conditions and begins at Owner
acceptance. Warranty period for all plant material shall be one year from date of Owner
acceptance.
1. Guarantee replacement: Acceptance of sample plants does not constitute
acceptance of all plants. Final acceptance of plants shall occur at Owner
acceptance of the completed project.

a. Plant materials: Warrant to be healthy and thriving.
b. Remove and replace immediately during the Guarantee Period: Dead,
diseased, dying, broken, or missing plant materials (except as noted below).
Use specified plant and plant as specified: guarantee until acceptable,
active, healthy growth is evident.
c. Contractor's responsibility: During Guarantee Period, you are not held
responsible for replacing plants destroyed or damaged by vandalism,

FlNAL lNSPECTION
Remove defective materials: in their place, install new materials, as specified. Furnish
in same variety and current size of existing healthy plant materials, subject to ]-year
guarantee beginning at the date of new installation. Remove any weeds.
CLEANING
Sweep paving clean. Leave installations properly planted, clean, and orderly; premises
free from scatterings and other residue of work. Leave site neat and clean at end of
each working day.
l. Remove and dispose on site such items as excess earth, clippings, trimmings,
leaves, litter, and debris.
2. Rake planting areas to an even, fine grade. Wash hard surfaces clean.
3. Remove flag labels from plantings.
