Staff Recommends that the Environmental Review Committee Issue a
Determination of Non-Significance (DNS).
PART ONE: PROJECT DESCRIPTION/ BACKGROUND
1. D-18: Landscaping and Street Trees Amend Title IV development standards to consolidate
landscaping related development standards into one general section. The amendment also
includes a review of the standards for gaps within the current code and greater clarification
where needed including providing guidance for planting street trees and an approved species
list for trees.
2. D-33: Parking Standards -This docket item reviews realigning the City's minimum parking
standards with actual parking demand and includes an evaluation of whether requiring bicycle
parking should be included in Title IV development standards.
3. D-32: SEPA Categorical EKemptions -Amend Title IV development standards to eliminate
outdated and unnecessary text, correctly reference Washington Administrative Code (WAC)
sections indicated, and adopt by reference WAC 197-11-510 Public Notice. Also, amend the

I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental {SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.
B. Mitigation Measures
None required for this non-project action.
C. Exhibits

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
has no probable impacts.
E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report and/or "Advisory Notes to Applicant."

PROJECT LOCATION & DESCRIPTION: Citywide for all items and Design District 'E' area for 0-35.
D-18 Landscaping and Street Trees -Amend TiUe JV development standards to consolidate landscaping related
development standards into one general section. The amendment also includes a review of the standards for gaps within
the current code and greater clarification where needed including providing guidance for planting street trees and the
recommended types of species for such trees.
D-32 SEPA Categorical Exemptions -Amend Title IV development standards to eliminate outdated and unnecessary text,
correcUy reference Washington Administrative Code (WAC) sections indicated, and adopt by reference WAC 197-11-510
Public Notice. Also, amend the dwelling unit type of categorical exemptions so that the number of dwelling units exempt
from SEPA evaluation ls increased from four to nine.
D-33 Parking Standards -This item reviews realigning the City's minimum parking standards with actual parking demand
and includes an evaluation of whether requiring bicycle parking should be Included in Title IV development standards.
D-35 Design Overlay Consolidation -Amend Title IV development standards' Urban Design Regulations to consolidate
Design District E with Design District B, eliminating District E, and consolidate the varied guidelines for all Design Districts
into one set of guidelines per category. The project also includes amending Title IV footnotes associated development
standards for clarity and to eliminate duplications.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project Therefore, as permitted under the
RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS.

the current code and greater clarification where needed including providing guidance for planting street trees and the
recommended types of species for such trees.
0-32 SEPA Categorical Exemptions -Amend Title IV development standards to eliminate outdated and unnecessary text,
correctly reference Washington Administrative Code (WAC) sections indicated, and adopt by reference WAC 197-11-510
Public Notice. Also, amend the dwelling unit type of categorical exemptions so that the number of dwelling units exempt
from SEPA evaluation is increased from four to nine.
\ D-33 Parking Standards -This item reviews realigning the City's minimum parking standards with actual parking demand
and includes an evaluation of whether requiring bicycle parking should be included in Title IV development standards.
D-35 Design Overlay Consolidation -Amend Title IV development standards' Urban Design Regulations to consolidate
Design District E with Design District B, eliminating District E, and consolidate the varied guidelines for all Design Districts
into one set of guidelines per category. The project also includes amending Title IV footnotes associated development
standards for clarity and to eliminate duplications.
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As !he Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project. Therefore. as permitted under the
RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal
period will follow the issuance of the DNS.

amendment also includes a review of the standards for gaps within the current code
and greater clarification where needed including providing guidance for planting
street trees and the recommended types of species for such trees.
2. D-33: Parking Standards -This docket item reviews realigning the City's minimum
parking standards with actual parking demand and includes an evaluation of whether
requiring bicycle parking should be included in Title IV development standards.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement {EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
