ED59911 CASE# 23-5383 OF COLLISION 05/12/23 16:26 OF CbLLI510N NARRATIVE RENTON POLICE CASE#: 23-05383 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 05.12.2023, at approximately 1628 hours, I was dispatched to a two-vehicle, unknown-if-injury, blocking collision in the intersection of N. 8th ST and Garden Ave N.., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #277, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 3r25. At the time of this incident, it was sunny, approximately 84 degrees, daylight and the streets were clean and dry. I arrived on scene at approximately 1634 hours and met with both involved drivers, who stated they were not injured. Unit 01, later identified, had airbag deployment but was pushed off of the roadway and AAA was called for a private tow. Unit 01 was identified as a black in color BMW 530 bearing WA/AEV8877. Unit 01 had moderate damage to the front bumper, specifically on the driver side, and front airbag deployment. Dispatch was advised and Gene Meyer towing was initially notified but the owner later stated they would contact AAA for a private tow and Gene Meyer was canceled. Unit 01's driver was identified by her WADL as Julin, Shylynn Lee (DOB: 12.27.2001). Julin matched the photo on her WADL and when asked what happened leading up to the collision, she stated she was traveling eastbound on N. 8th ST, directly behind Unit 02. As Unit 02 approached the intersection with Garden Ave N., the driver of Unit 02 activated his left turn signal and according to Julin started to turn left but then stopped in the roadway and she struck the rear bumper of Unit 02. A WACIC/NCIC/DOL query on Julin was clear and valid. Unit 02 was identified as a white in color Dodge Challenger bearing WA/CCW1911. Unit 02 had minimal damage to the rear bumper, but the bumper was misaligned. Unit 02's driver was identified by his WADL as Howell, Qudaffi Amin (DOB: 09.08.1982). Howell matched the photo shown on his WADL. Howell stated he was traveling eastbound on N. 8th ST, occupying the left lane of travel. As Howell approached the intersection with Garden Ave N., he wanted to turn left and was waiting to make his left turn, northbound onto Garden Ave N., when he was struck from behind by Unit 01. A WACIC/NCIC/DOL query on Howell revealed he was clear and valid. Unit 01's driver, Julin, Shylynn Lee (DOB: 12.27.2001) is the causing party in this collision by failing to pay full time and attention to the roadway, resulting in a collision, and in violation of R. 10.12.25: Inattentive Driving. I issued Julin SECTOR citation#: 3A0376139, for the above listed violation. The infraction will be mailed via the courts. 10-12-25 INATTENTIVE DRIVING: It shall be a traffic infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require.
