Project Proposal. The proposed Forest Terrace Preliminary Plat project includes the development of 25 detached single-family lots. The existing site includes one single-family home, which will be removed with the proposed project. Vehicular access to the site will be provided to Union Avenue NE by a proposed road that would align with the existing NE 27th Place. Project buildout is expected by 2021. Trip Generation. The proposed project is estimated to generate 281 net new weekday daily trips with 22 net new trips occurring during the weekday AM peak hour (6 in, 16 out) and 26 net new trips occurring during the weekday PM peak hour (16 in, 10 out). The trip generation reflects credit for the existing home that will be removed. Future Year LOS. LOS analyses were conducted for future year 2021 AM and PM peak hour conditions at the Union Avenue NE/NE 27th Place study intersection. Based on the analysis results, all controlled movements are expected to operate at LOS B or better in 2021 with the proposed Forest Terrace Preliminary Plat project. Mitigation Off-Site Improvements. Based on the results of the LOS analysis, no project-specific off-site transportation mitigation is proposed. Transportation Impact Fees. To mitigate long-term traffic impacts, the City of Renton requires payment of a traffic impact fee. The CityÊs currently adopted 2017 impact fee rate is $5,430.85 per single family house. Based on the current proposed lot count and credit for the existing home to removed, the net transportation impact fee for the proposed project would be $130,340.40. The CityÊs transportation impact fee rate is subject to change. Transportation Impact Analysis Forest Terrace Preliminary Plat TENW December 14, 2017 Page 2 INTRODUCTION This traffic impact analysis (TIA) has been prepared for the proposed Forest Terrace Preliminary Plat project located on the west side of Union Avenue NE in the vicinity of NE 27th Place as shown in the Figure 1 Vicinity Map. Project Description The proposed Forest Terrace Preliminary Plat project would include the development 25 detached single-family lots. The existing site includes one single-family home, which will be removed with the proposed project. Vehicular access will be provided to Union Avenue NE by a proposed road that would align with the existing NE 27th Place. Full buildout of the project is expected by 2021. An analysis year of 2021 was used for this study. A preliminary site plan is provided in Figure 2. Project Approach To analyze the traffic impacts from the project, the following tasks were undertaken: • Assessed existing conditions through field reconnaissance and reviewed existing planning documents; • Described and assessed existing transportation conditions in the area; • Documented collision histories at study intersections; • Documented planned transportation improvements in the site vicinity; • Documented existing traffic volumes and intersection levels of service (LOS) at the Union Avenue NE/NE 27th Place study intersection during the weekday AM and PM peak hours; • Estimated trip generation and documented trip distribution and assignment of weekday daily, AM and PM peak hour project-generated traffic; • Documented traffic forecasts and assumptions for year 2021 conditions at the study intersection without and with the proposed development; • Analyzed weekday AM and PM peak hour LOS for year 2021 conditions at the study intersection without and with the proposed development; • Identified transportation mitigation to the City of Renton. A description of this roadway is included in Table 1 below. Figure 3 illustrates the 2017 existing AM and PM peak hour traffic volumes at the study intersection. The detailed peak hour turning movement count sheets are provided in Appendix A. Public Transportation Services Public transportation in the project vicinity is served by King County Metro Transit. The Renton Bible Church Park & Ride lot located at 973 Union Ave NE is approximately 1 mile south of the project site. The existing park & ride lot includes 50 parking stalls and provides access to King County Metro Transit routes 105 and 114. Transit routes 105 and 114 provide service to downtown Renton and downtown Seattle. LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled major- street movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table 2 outlines the current HCM 6th Edition LOS criteria for signalized and stop-controlled intersections based on these methodologies. LOS is not calculated for major-street approaches or for the intersection as a whole at two-way stop controlled intersections. For approach-based and intersection-wide assessments at all-way stop controlled intersections, LOS is solely defined by control delay. Level of service calculations for intersections were based on methodology and procedures outlined in the latest Highway Capacity Manual (6th Edition) using Synchro 10.1 traffic analysis software. The 2017 existing AM and PM peak hour LOS analysis results for the Union Ave NE / NE 27th Place study intersection are summarized in Table 3. The 2017 existing LOS worksheets are included in Appendix B. Collision History Historic collisions at the study intersections were analyzed for the three-year period from 2014 to 2016. Collision data was provided by WSDOT. Summaries of the total and yearly average collisions during this period are provided in Table 4. Transportation Impact Analysis Forest Terrace Preliminary Plat TENW December 14, 2017 Page 9 FUTURE TRAFFIC CONDITIONS Planned Transportation Improvements This section documents the known planned transportation improvements in the study area. There is one planned transportation improvement project identified in the City of RentonÊs adopted 2018- 2023 Transportation Improvement Program (TIP) in the project vicinity. • TIP #15 NE Sunset Boulevard (SR 900) Corridor Improvements Description: This project will seek to address pedestrian, transit and bicycle needs. This corridor needs a series of key improvements to improve traffic operations such as channelization, traffic signal modifications, signal treatments, possible queue jumps, access management through installation of medians. The corridor limits are from I-405 on the west and to the east City limits. Total project cost is $33,125,833. Transportation Impact Analysis Forest Terrace Preliminary Plat TENW December 14, 2017 Page 10 Project Trip Generation The weekday daily, AM and PM peak hour trip generation estimates for the existing and future single- family homes were based on trip rates published in the Institute of Transportation Engineers (ITE) Trip Generation manual, 10th edition. The resulting weekday daily, AM and PM peak hour trips are summarized in Table 5. Table 5 Trip Generation Summary Net New Trips Generated Weekday Time Period In Out Total Weekday Daily 141 140 281 Weekday AM Peak Hour 6 16 22 Weekday PM Peak Hour 16 10 26 As shown in Table 5, the proposed project is estimated to generate 281 net new weekday daily trips, with 22 net new trips occurring during the weekday AM peak hour (6 entering, 16 exiting), and 26 net new trips occurring during the weekday PM peak hour (16 entering, 10 exiting). Detailed trip generation calculations are included in Attachment C. Project Trip Distribution and Assignment The distribution and assignment of the net new AM and PM peak hour project trips were estimated based existing travel patterns, and confirmed by City of Renton staff as part of the Traffic Scoping for the project. The following Table 6 summarizes the resulting general trip distribution patterns. Future Traffic Volumes Year 2021 No Action (without project) peak hour traffic volumes were estimated by applying a 2 percent annual background growth rate to the existing volumes (confirmed by City as part of Traffic Scoping). No pipeline projects were identified by the City of Renton, King County, or the City of Newcastle in the project vicinity. The resulting future 2021 No Action AM and PM peak hour traffic volumes are shown in Figure 5. The 2021 With-Project traffic volumes were determined by adding the trip assignment from the proposed development (shown in Figure 4) to the future 2021 No Action traffic volumes. The resulting 2021 With-Project AM and PM peak hour traffic volumes at the study intersection are shown in Figure 6. The future 2021 with-Project conditions at the Union Ave NE/NE 27th Street intersection includes a west leg to the intersection which would provide access to the site. The 2021 weekday AM and PM peak hour LOS results at the study intersections without and with the proposed project are summarized in Table 7. The LOS worksheets are included in Appendix C.
