ED65640 CASE# 23-6075 OF COLLISION 05/29/23 15:53 OF CbLLI510N NARRATIVE 23-6075 On 05/29/2023 at approximately 1553 hours, I was dispatched to a collision with reports of injury at the intersection of 154th PI SE and Maple Valley Highway, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, the Renton Regional Fire Authority (RRFA) was already on scene evaluating the involved parties. All involved parties were evaluated at the scene and released. It should be noted that the driver of Unit#1 complained of a headache but stated he would follow-up with his Doctor at a later date/time. The driver of Unit#2 complained of an injury being reactivated to her left shoulder, including pain, adrenaline, and muscle spasms. There, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling eastbound in about the 15200 block of Maple Valley Highway and approaching the intersection of 154th PI SE in lane 4 of 4 (left-turn lane). The driver of Unit#1 stated that he was intending to make a left-turn to proceed northbound onto 154th PI SE. The driver of Unit#1 stated that he began to make the left turn but admitted to me that he was eating and driving. As a result of the driver's distraction while eating, the driver of Unit#1 oversteered during his left turn subsequently colliding with stopped traffic, specifically Unit#2 and Unit#3. Following the initial impact between Unit#1 and Unit#2, Unit#1 then collided with Unit#3. Unit#1 suffered significant damage to the front driver's side of the vehicle, including the wheel bearing. The driver of Unit#2 said she and her juvenile passenger were traveling southbound in about the 15200 block of 154th PI SE approaching the intersection of Maple Valley Highway in lane 3 of 3 (left- turn lane). The driver of Unit#2 stated she was intending to turn at the intersection upon the traffic legend changing from red to green. While stopped at a red light for their direction of travel, Unit#2 was struck by Unit#1 causing moderate damage to the driver's side doors and running boards because of the collision. The driver of Unit#3 said he was the sole occupant of his vehicle and was also traveling southbound in about the 15200 block of 154th PI SE approaching the intersection of Maple Valley Highway in lane 3 of 3 (left-turn lane). The driver of Unit#3 stated he was intending to turn at the intersection upon the traffic legend changing from red to green. While stopped at a red light for his direction of travel, Unit #3 observed the initial collision between Unit#1 and Unit#2 and then saw as Unit#3 bounced off of the vehicle and/or curb and collided into the driver's side fender and side of Unit#3 causing moderate damage. Based on the above statements, I determined that the Driver of Unit#1 (Tran) was the predominant factor for the cause of collision as Tran was not paying attention to the roadway, was eating while driving, and ultimately violated Renton Municipal Code (RMC) 10-12-25-Inattentive Driving. Inattentive Driving is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require.
