PROJECT DESCRIPTION: The applicant proposes to locate a mobile food cart at a
site in the East Valley Business Park located at 500 SW 16th Street within the parking lot area for
the property. Parking areas for the property will be shared with parking for the retail store Mr.
Racks. The vending unit is pulled by a van or truck and would be set-up to offer walk-up food
service. Food service would be generally provided one day a week on Wednesday between the
hours of 11:00 am and 2:00 pm. Parking for clients would be provided at the same location and
vehicular ingress and egress to the site is currently provided from SW 16th Street. On-street
parking is additionally available for clients on Seneca Avenue SW which is a street that dead
ends into Interstate 405 at the north.
The following Tier 1 Temporary Use Permit is hereby approved and subject to the following
conditions:
CONDITIONS OF APPROVAL:
1} A City of Renton Business license must be obtained prior to operation.

2) All requirements, standards, and permits required of the Seattle -King County Public
Health Department must be met and approved prior to operation.
3) The mobile food vending unit, or Lumpia World, cannot stay at the location permanently
and must move daily from the property between 12:00 am (midnight) and 5:00 am,
except for a special event where the unit is allowed a the same location for up to 72
hours.
4} The site occupied by the temporary use shall be left free of debris, litter, or other
evidence of the temporary use upon completion of removal af the use, or when the
operation of the use ceases to exist.
5} The site occupied by the temporary use shall be restored to the original condition when
the use ceases to exist including restoration of site elements such as, but not limited to,
landscaping vegetation and parking stall striping.

APPEALS: Appeals of permit issuance must be filed with the City of Renton Hearing Examiner
by 5:00 p.m. on February 24, 2011. Appeals must be filed in writing, together with the required
fee to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA
98057. City of Renton Municipal Code Section 4-8-110 governs appeals to the Hearing
Examiner. Additional information regarding the appeal process may be obtained from the
Renton City Clerk's Office, (425) 430-6510.

As required in The Food Code, upon completion of the construction and before opening for
business, the food service establishment operator/owner shall:
Complete the enclosed applications for the annual operations permit of both the cart and
the commissary. Include a copy of this letter when applying for the annual permit. Please
call me prior to paying for your permit to verify the correct fee. Be advised that the penalty
for commencing operation of a food service establishment without the required permit is
50'Yo of the applicable permit fee.
2 Obtain a preoperational inspection approval. Contact Michael Bratcher (206-296-9741)
at the Eastgate Environmental Health Services Office at least one week in advance to
schedule a preoperational inspection. Be advised that this inspection of the trailer will be
required to take place at the commissary. Be sure all other inspections (plumbing, building,
etc ) are done before you call the Health Department for an inspection.
Your application for a food service establishment permit from Public Health Seattle & King
County may be approved during this inspection. However, it is the responsibility of the food
service establishment operator/owner to obtain all necessary permits and approvals from other
agencies. Operating the establishment without these required pennits or approvals may
subject the operator/owner to legal action by the appropriate agencies. If the establishment is
opened without the Health Department preoperational inspection, it may be subject to closure.
Fai!ed oreoperational inspections will require a $364.00 fee (+$182.00/hr after 2 hours) for a
repeat inspection.
