Verizon – Renton Industrial COW
Project Description
Verizon Wireless proposes to install a temporary Cell on Wheels (COW) at Sound Building
Supply property located at 2701 E. Valley Road. The COW is proposed to a height of 45’ and
equipped with (3) panel antennas and (1) microwave (Mw dish) antenna. The COW is a self-
contained unit with a mast for the panel antennas and second masts for the Mw dish. The
electronic equipment cabinets are located on the COW trailer which is caged for security.
Verizon may need to use a mobile temporary generator while on-shore power is pursued. The
generator would be used for a short term while the power is installed to the COW from nearby
power source.
The proposal is to also install a temporary fence around the proposed COW compound at the rear
of the warehouse building (please see plans).
The COW is proposed in an Industrial area on property located in the Industrial Medium (IM)
zone. The adjacent zoning is CA to the East, with Industrial zones to the North, South and West
of the subject property. There is a railroad spur to the West which is typical in the manufacturing
areas of the Industrial zones at the site.
There are other manufacturing facilities with shipping warehouses in the adjacent industrial
zones with an office building and lumber yard to the East.
The proposed Temporary Cell on Wheels at this location will allow Verizon to provide adequate
wireless services to the general area while Verizon pursues a permanent site in the
Industrial/Commercial area. As a result, the COW is needed in order to provide adequate service
on short and near term basis while striving to improve the Verizon Network performance long
term within the City of Renton.
Considerations
The area contains Industrial zoned properties with adjacent Commercial Arterial uses
acting as a buffer with mixed uses along Hwy 167. The core uses in the high traffic
coverage area include shipping, manufacturing, services, professional office & business,
and nearby retail uses. There are other vertical structures in the area consisting of power
poles and large trees within areas of Industrial structures and warehouses (please see
photo simulations).
The proposal will not negatively impact parking, as the COW shall be located in an
unused part of the lot at the rear of the building and most concealed by industrial
structures and appurtenances.

The proposed COW measures 6’x14’in size and shall be confined to a 20’x 35’
compound area. The proposed COW would also be protected by a 6’ high chain link
fence with access gate, locking mechanism, and Verizon Wireless signage mounted to the
gate.
Temporary power will be requested from the adjacent warehouse. In addition, Verizon
proposes to use a mobile generator for initial launch and backup power in the event of
power outage.
The project will not require any ground disturbance; the taller mast for the COW may
require guying to ecology blocks (if necessary) that will be used as anchor points for the
guying.
The proposed COW is compatible with the use of the property and surrounding
properties.
The proposed COW will not negatively impact the building use, property, or surrounding
area from a visual standpoint.
The proposal is in compliance with all Federal, State and Local laws and ordinances
including FAA and FCC.
The proposal does not include any use or activity incompatible of an airport or airfield
since the proposed structure is less in height than the other existing structures and trees in
the general area.
The proposal will not result in any negative impacts on the human or natural
environments, since the facility is in effect a utility on an industrial lot and provides
essential wireless communication services and benefits.
The proposal is to enhance the existing Verizon service as soon as possible given the
need for adequate wireless service to the area during peak demands.
