SUBJECT: Utility and Transportation Comments for Verizon Industrial COW
2701 East Valley Road

I have reviewed the application for the Verizon Cell-on-Wheels at 2701 East Valley Road (APN
1253800015) and have the following comments:
EXISTING CONDITIONS
The site is approximately 0.98 acres in size and is rectangle in shape. The existing site is a fully
developed commercial property.
Water Water service is provided by City of Renton. The site is in the Valley service area in the
196 hydraulic pressure zone. There is an existing 10-inch City water main located on
the west and south side of the existing building (see Water plan no. W-1823), an existing
12-inch water main on the east side of East Valley Road (see Water plan no. W-0304),
and an existing 12-inch water main on the north side of SW 27th Street (see Water plan
no W-1999).
Sewer Wastewater service is provided by the City of Renton. There is an existing 8-inch PVC
gravity wastewater main located in East Valley Road (see City plan no. S-0200).
Storm There are existing storm drainage system in East Valley Road and SW 27th Street (see
City plan no. SW-1999). The existing property does contain stormwater facilities.
Runoff from the existing site is collected in an on-site conveyance system that is routed
to an on-site detention tank. The detention system control releases the runoff to the
storm drainage conveyance system within East Valley Roadway.
Streets East Valley Road is a Collector Arterial Street with an existing right of way (ROW) width
of 80 feet as measured using the King County Assessor’s Map.
SW 27th Street is a Minor Arterial Street with an existing right of way (ROW) width of 90
feet as measured using the King County Assessor’s Map.

COMMENTS
Following review of the proposed application, Development Engineering does not recommend
approval of the current proposed location of the Verizon COW as it is directly above the existing
City owned and operated 10-inch water main that provides fire flow to the existing building. The
proposed location of Verizon’s equipment limits the ability of the City to perform emergency
repairs of this portion of the water line as the City is not legally permitted to relocate this
equipment. Therefore the placement of the antenna assembly will interfere with the future repair
of the main. Furthermore, in the City’s standard easement language, it states that the property
owner “Grantor shall retain the right to use the surface of the easement as long as such use does
not interfere with the easement rights granted to the Grantee” (city).
Development Engineering recommends that the Applicant propose a location of their equipment
that is away from the City’s Water Main and Easement in order to ensure that the City may
perform any required future repairs of the existing water main.
