NARRATIVE
23-6183
On 05/31/2023 at approximately 1401 hours, I was dispatched to a blocking vehicle collision in the
100 block of Rainier Avenue South, within the City Limits of Renton, County of King, State of
Washington.
While en route, Dispatch advised that the collision had turned into an altercation/dispute and that a
knife may have been in play. Multiple Officers responded to the scene. I was the first Officer to arrive.
Upon my arrival, I located both parties in the parking lot of a nearby Starbucks (68 Rainier Ave South)
still in dispute. I frisked the male subject believed to have been in possession of a knife but did not
locate one. There, I collected each involved party's information and involvement leading up to the
collision.
The driver of Unit#1 stated he was the sole occupant of his vehicle and was traveling southbound in
about the 100 block of Rainier Ave South in lane 3 of 3 and stopped to yield to traffic for an upcoming
left-turn. The driver of Unit#1 stated he intended to turn into a parking lot on the east side of the
roadway following the turn. The driver of Unit#1 stated that northbound traffic in lane 2 of 2 on
Rainier Ave S had created an opening for Unit#1 to turn. While Unit#1 proceeded out into the
oncoming lane to turn, the driver of Unit#1 did not clear northbound traffic in lane 1 of 2 on Rainier
Ave S. Once Unit#1 reached lane 1 of 2, he saw as Unit#2 occupying the lane. The driver of Unit#1
stated he tried to stop his vehicle to avoid the collision but was unable to. Both vehicles collided in the
roadway causing significant damage to the front of Unit#1.
The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound in
about the 100 block of Rainier Ave South in lane 1 of 2. The driver of Unit#2 stated he was intending
to continue north. The driver of Unit#2 stated while approaching the area where Unit#1 was, he
continued going straight ahead. The driver of Unit#2 stated he saw Unit#1 turn in front of his vehicle.
The driver of Unit#2 stated he was unable to avoid the collision and struck Unit#1 causing significant
damage to the front of Unit#2, specifically towards the driver's side.
Based on the above statements, I determined that the Driver of Unit#1 (Brooks) was the predominant
factor for the collision due to not granting the right of way during a left-turn causing a collision. The
driver of Unit#1 did not grant the right of way to Unit#2 traveling in the roadway which had the right
of way and was already underway.
Both Unit#1 and Unit#2 had arranged for private tows due to extensive damage. An exchange of
information was provided to all involved parties.
