NARRATIVE
23-6189
On 05/31/2023 at approximately 1620 hours, I was dispatched to a non-injury and blocking vehicle
collision at the intersection of NE 4th Street and Rosario Ave NE, within the City Limits of Renton,
County of King, State of Washington.
Upon arrival, I confirmed there were no complaints of injury from either of the involved parties at the
time of report. While on scene, I was able to collect each involved party's information and
independent summary of their involvement.
The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling southbound in
about the 400 block of Rosario Ave NE. The driver of Unit#1 stated he was intending to make a left-
turn to proceed eastbound onto NE 4th ST. The driver of Unit#2 stated that he initially turned into the
center-turn-lane and that he needed to get into lane 2 of 2 and therefore proceeded to make a lane
change from the center-turn-lane and into lane 2 of 2. The driver of Unit#1 stated that he checked for
traffic and believed it was clear. The driver of Unit#1 stated that while making the lane change, both
vehicles collided in the roadway causing moderate damage to front passenger side quarter panel of
Unit#1.
The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling eastbound in
about the 6000 block of NE 4th ST (at Rosario Ave NE) in lane 2 of 2. The driver of Unit#2 stated he
was intending to continue east when Unit#1 made a lane change into Unit#2's lane of travel. The
driver of Unit#2 stated he was unable to avoid the collision and that both vehicles collided in the
roadway causing Unit#2 to swerve into the center-turn-lane. Unit#2 suffered moderate damage to
the driver's side doors and rear fender of the vehicle. The driver of Unit#2 had dash camera footage
which confirmed the above events.
Based on the above statements, 1 determined that the Driver of Unit#1 (Strukov) was the
predominant factor for the cause of collision as Strukov violated RCW 46.61.140(1) which states that
a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved
from such lane until the driver has first ascertained that such movement can be made with safety.
Strukov made a lane change into Unit#2's lane of travel which had the right of way and was
underway. Strukov did not ensure that traffic in lane 2 of 2 for EB NE 4th ST was clear of hazard
before making the unsafe lane change. I issued the driver of Unit#1 a citation in-person for the
Improper Lane Usage. The driver of Unit#1 qualified for the City of Renton Youth Traffic Court (YTC)
and was made aware of the details via YTC business card.
Both Unit#1 and Unit#2 were able to be driven away without further incident. An exchange of
information was provided to all involved parties.
