The following is the original Project Narrative provided for the project dated December 20, 2011
showing the edits refiecting the changes to the project proposed by our 2012 Minor Modification

Renton School District -Early Childhood Learning Center
The existing property is approximately 321,953 334.177 gross square feet (7'46 7.67 acres)
with the addition of approximately~ 29.224 gross square feet (GA6 0.67 acres) of the
North Highlands Community Center (NHCC) for the inclusive playground facility. The total
project work area will be the same.
Off-site improvements will include approximately 16,500 gross square feet of improvements
in the right-of-way adjacent to the site and approximately 2,000 gross square feet of right-of
way for water line and utility connections.
The project is located at 1800 Index Avenue Northeast in Renton, Washington on King
County parcel numbers 722780-0135 and 722780-0155 in the SW Quarter of Section 4,

The inclusive playground facility that will occupy a portion of the western portion of the

The current use of the western portion of the NHCC is a playground and the proposed use

See the Subsurface Exploration, Preliminary Geotechnical Engineering, and Infiltration
Feasibility Report prepared by Associated Earth Sciences, Inc. on November 18, 2010 and
their Summary of Additional Borings in Planned Playground Area dated November 9, 2011,
for information on the soil types on the site.
Using the Associated Earth Sciences, Inc. analysis, a storm drainage plan will be prepared in
accordance with the City of Renton requirements. The site will be graded to drain to a storm
catch basin or directly into a storm water swale or rain garden. The catch basins, swale, and
rain gardens will connect to an underground infiltration system that will allow the water to
infiltrate into the site soils. Runoff from pollution generating surfaces will be treated by the
swale or rain gardens prior to infiltration. Runoff from the roof will be tightlined directly to
the infiltration systems.
• Proposed use of the property and scope of the proposed development
The School District is proposing the Early Childhood Learning Center (ECLC) as a project
action that is consistent with and contemplated by the District's Capital Facilities Plan. The
proposal involves the demolition of the existing Hillcrest Early Childhood Center and
associated outbuildings, relocation of three double classroom portables off-site, removal of
existing site improvements, and the construction of the new ECLC. The existing site occupies
two parcels that are in the process of being combined into one parcel. The total site and
project work area is 321,953 334.177 square feet (H\6 7.67 acres) with the addition of

approximately :29,GOO 29,224 square feet (!H-6 0.67 acres) of the NHCC for the inclusive
playground facility. The existing use is a K-12 public school district educational facility and
this use will remain unchanged.
The new building will include the Early Childhood/Special Education Preschool program, Head
Start and the Early Childhood Education and Assistance Program (ECEAP). In addition to
twenty-two classrooms with associated workrooms and storage areas arranged into three
separate wings, the new building will include a multipurpose room, as well as a kitchen,
conference rooms, maintenance rooms, and support offices. There will be approximately 450
students and approximately 75 staff in the new facility.
The existing one-story masonry school building has a gross area of 38,588 square feet, not
including the three double classroom portables behind the building. There are approximately
58 parking spaces existing on the site.
The new building will have a gross area of approximately 68,752 square feet with a total
approximate gross area of 71,645 square feet if the alternate is constructed. The alternate
consists of two adult classrooms with separate hallway access. There will be approximately
93 parking stalls accessed by separate entry and exit driveways from Index Avenue
Northeast and Harrington Avenue Northeast and 10 bus loading spaces accessed by separate
entry and exit driveways from Northeast 16th Street and 9 bus loading spaces accessed by
separate entry and exit driveways from Harrington Avenue Northeast. The proposed project
will provide 10 bicycle parking spaces, which is equal to ten percent of the number of
required off-street parking spaces.
The first part of the project will involve the removal of the double classroom portables, the
demolition of the play shed and removal of all site improvements in the eastern portion of
the site. During the first part of the project, the existing Hillcrest Early Childhood Center will
remain in use until the new ECLC building is constructed on the eastern portion of the site
and is ready to be occupied.
During the second part of the construction, the old building will be demolished and the site
improvements will be completed on the western portion of the site. The thirty-seven parking
spaces located west of the existing Hillcrest Early Childhood Center are expected to remain in
use until the original building is torn down. The School District will work to ensure that
construction impacts are minimized for the students using the facility during construction.
In cooperation with the City of Renton, the Renton School District will construct an inclusive
playground facility that will occupy a portion of the southeast ECLC project site and extend
into the western portion of the adjacent NHCC. The intent would be to bid and build the
inclusive playground as ~art ef the ECLC ~reject as a separate project for cost efficiencies.
The party's rights and responsibilities with respect to the inclusive playground will be
established by an interlocal agreement.

• Access
The school is currently accessed by three separate driveways. Current access points include
a one-way ingress from Northeast 16th Street and a one-way egress on to Harrington
Avenue Northeast as well as a separate ingress/egress service entrance from Harrington
Avenue Northeast. All of these entrances and exits will be removed as part of the ECLC
project and replaced with new driveways, drop-off areas and parking areas.
At full project completion, the ECLC will provide one vehicle ingress/egress point to access
parking and a drop-off area and a separate ingress and egress bus parking pull-through
driveway on Harrington Avenue Northeast. Additionally, the project will provide another
vehicle ingress/egress point along Index Avenue Northeast with a second bus parking and
turn around ingress/egress point from Northeast 16th Street.
• Proposed off-site improvements (i.e. installation of sidewalks, fire hydrants,
sewer main, etc.)
Off-site improvements will be provided where required and these may include:
o Driveway apron
o Curb and gutter
o Sidewalks
o Roadway pavement patching
o Landscape and trees
o Utilities -water, sewer, and storm drainage
o Utilities -telephone, data, cable, electricity, and natural gas
• Total estimated construction cost and estimated fair market value of the proposed
project
The current estimated construction cost for the project is $18,500,000 million.
The fair market value is assumed equal to the estimated construction cost.
• Estimated quantities and type of materials involved if any fill or excavation is
proposed
Grading will be required to prepare the site for the proposed improvements. Fill will be
necessary to support the proposed pavement, building and to augment previously placed fill.
Based upon the current site plan, it is anticipated that the project will need approximately
5,100 cubic yards of fill.
The contractor for the project will be required to obtain the fill from an approved source.
• Number, type and size of any trees to be removed
No trees on site will be removed. Five trees along Harrington Avenue Northeast will be
removed within the right-of-way. These will be replaced in accordance with City of Renton
requirements.

The project will comply with the City's standards for frontage improvements along Harrington
Avenue Northeast and Northeast 16th Street as set out in RMC 4-6-030 -Street Standards.
After careful evaluation, the School District will be filing for an documented exemption from
the City's Complete Streets requirements as outlined in RMC 4-6-030(G)(2) for street
frontage improvements along Index Avenue Northeast. This is due to the potential damage,
which could occur to the four large existing trees located adjacent to the Index Avenue
Northeast right-of-way. As encouraged in the City's landscape and design standards, the
School District wishes to retain these prominent mature trees as part of the new project.

Dear Mr. Ma:
This office is in receipt of your reconsideration request, dated March 22, 2011, in which
you requested reconsideration of the conditions of approval on the Tea Kan Ma Special
Fence Permit, LUAll-011, SF. Under separate cover we have received photographs of
the subject property and also of fences in the vicinity of the property.
Summary of Request: The reconsideration request states that the approval for the Tea
Kan Ma Special Fence Permit, issued on March 21, 2011, does not conform to the fence
design guidelines specified by the Liberty Ridge Homeowners Association Architectural
Committee. Option 2 of the Special Fence Permit approval would allow you to construct
a 6-foot high fence along the south side of your property and along the entire rear
property line only if modulation is incorporated into the fence design along SE 4th Street.
You state that the Liberty Ridge Homeowners Association Architectural Committee
Guidelines do not allow such modulated fence design.
Analysis: I have reviewed and considered your request. The special fence permit
decision is based on the special fence permit evaluation criteria and the acceptable
measures to meet those criteria specified in RMC 4-4-040G. Fence modulation is one of
the measures to achieve the evaluation criteria for the issuance of special fence permits.
Furthermore, the photographs which you have submitted show fences which appear to
be configured differently than the one you requested and may be in compliance with
RMC 4-4-040G.2.c(i). They appear to be six feet in height beginning at least fifteen feet
from the front fa,ade of the house {Attachments 1 and 2). If your proposed fence was
located at least fifteen feet from the front fa,ade, then it could be built as specified in
the Homeowners Association Guidelines.
Your request did not include any additional information that would warrant changing
the original decision; the original approval of the special fence permit is upheld.

Examiner on or before 5:00 pm on April 12, 2011. An appeal of the decision must be

Street).
The applicant states that the purpose of the proposed fence is for privacy. The applicant
indicates that similar fences have been erected in the immediate vicinity and the fence design is
specified by the Liberty Ridge Homeowners Association. The subject site is located in an
established residential neighborhood and is a corner lot formed by the intersection of SE 4th
Street and Kirkland Avenue SE. An existing sidewalk abuts the property. A site visit was
conducted by staff on March 17, 2011. Staff confirmed the location of the proposed fence and
existing site conditions.
The necessity for a Special Fence Permit stems from the applicant's request for a 6-foot high
fence within the first 15 feet along the side lot line abutting a street as measured from the front
fai;:ade of the house where Code allows a maximum of 36 inches {3-feet) and for a 6-foot high
fence along the rear property line within the northerly 8 feet of the side yard setback abutting a
street. Should the applicant redesign the proposed fence to be in compliance with RMC 4-4-
040D.2.c there would be no need for a special fence permit. Increased privacy for the
homeowners at 340 Kirkland Avenue SE could be achieved through adherence to the provisions
ofthe Code. If constructed to Code requirements or in compliance with the conditions of
approval {Options 1 and/or 2 below) the apparent height of the fence would be in diminished
and would be more compatible in scale with the residential environment.
Staff suggests two options (Options 1 and 2 below) to achieve a taller fence than allowed by
City Code, while meeting the intent of the Code to improve privacy and security, while not
creating vast blank walls along public roadways. In addition, the options result in a fence that
compliments the environment and is aesthetically pleasing.
The proposed fence would not likely be detrimental from a traffic safety standpoint if the clear
vision area is maintained. The applicant is not proposing any front yard landscaping which
would interfere with the clear vision area at the corner of SE 4th Street and Kirkland Avenue SE.
Staff recommends one of the following two options for approval of a special fence permit:
Option 1: The proposed fence would be allowed to be up to 4 feet in height along SE 4th Street
(side lot line abutting a street). The proposed fence along the rear property line would be
allowed up to 6 feet in height. The submitted fence design (up to 4 feet tall along SE 4th Street)
may be used for this option. Landscaping within the 2-foot wide bed along the fence abutting
SE 4th Street shall include the proposed Arborvitae. See "Exhibit 4" for a depiction of "Option

Modifications to the exterior of existing improvements (including painting), placement or
posting of any object or thing on the exterior of any home, condominium or common area (e.g.,
fences, sheds, patios, decks, additions, signs, antennas, satellite dishes, clotheslines, playground
equipment, lighting, storm or screen doors and windows, temporary structures, artificial vegetation,
exterior sculptures and fountains, carpet-to-hard-surface flooring conversion), or planting or
removal of plants, trees or shrubs may be subject to Architectural Control Committee (ACC)
or Board of Directors approval.
Submitting a request for architectural review:
All plans and specifications must be subrr:itted to the ACC. They should to be sent or delivered to
Morris Management, Inc., 325 -l 18'h Avenue SE, Suite 204, Bellevue, \VA 98005 or faxed to
425-283-5859. They will then be forwarded to the ACC.
The written submission shall contain the name, address and telephone contact information of the
owner submitting the proposal. Identify the lot or unit involved and provide applicable information
from the following checklist:
Submittal Checklist
D Site Plan showing the location of modifications or additions.
D Elevation of the structure with reference to the existing and finished lot grades, fence heights
and any possible view line from the street or adjacent properties.
D The general design (i.e. construction drawings, structural details, elevation drawings, etc.)
and/or pertinent information necessary for the ACC to determine if the design is aesthetically
pleasing and in compliance with the community standards.
D The exterior finish material and colors, including roofing materials, if applicable ( color
samples should be included with submittal).
D Neighbor Acknowledgement, if necessary (see list of modifications that require neighbor
acknowledgement).

Neighbor Acknowledgement
When reviewing requests submitted, the ACC takes into consideration many factors, including how
the change will affect the neighboring homes in ilie community.
The following is a suggested list of items for which the ACC usually requests neighbor
acknowledgement. Any type of modification that has the potential of impacting your neighbors
must be considered:
l. Storage sheds, fences or other exterior structures visible from neighboring lots
2. Rockeries, retaining walls, any grade or drainage alteration located on or near the property
line
3. Pet enclosures visible from neighboring lots or in close proximity to property lines
4. Playground equipment (i.e. swing sets, big toys, permanent basketball hoops), visible from
above fence line or in close proximity to fence lines
5. Gazebos or large trellis structures, visible from above fence line
6. Decks visible from above fence line
7. Air conditioners and specialty lighting
8. Hot tubs/ spas
9. Play/ Tree houses
10. Structural modifications or additions
11. Patio covers, awnings, sunrooms, screened enclosures, etc.
12. Conversion to hard surface flooring (generally not for single family homes)
Review process bv the Architectural Control Committee:
Upon the ACC's receipt of the above information, the committee will review your application to
confirm it is complete. If your application is not complete you should receive notice within 30 days.
If complete, the ACC will consider the design, harmony with the existing structures, topography,
view obstructions, impact to neighbor open space, and other factors.
This process may take up to eight weeks. After the determination has been made, you will be
notified in \Vriting regarding the status of your request. Possible determinations are: approved,
denied, approved with conditions or pending (more infom1ation needed).
If you have not received a response within eight weeks of submission, please call your Association
Manager.
Compliance with local buildimr codes is the responsibility of the homeowner ard the committee
recommends that research take place prior to submission to the ACC.
If the proposal includes common elements of a Condominium, it mav be subject to an A£reement of
Maintenance Responsibilitv and all associated lef!al. processing and recordim: fees.
