Conditional Use Project Narrative — ADU
This parcel along with adjacent properties is in zone R-8, located in Talbot Hills in an
area of established residential development. The site is generally rectangular in shape
measuring about 160 feet deep (east to west) by 50 feet wide (north to south) and encompass
about 8,050 square feet. This parcel is undeveloped and is currently vegetated with residential
landscaping. It is bounded by existing residential development on the west, south and north
along with bounded by Morris Ave South to the east.
City of Renton COR maps indicate potential steep slope and / or coal mine hazard areas
within 50 feet of the subject parcel. Per our geotechnical engineering report by GeoResources
slopes around the subject site generally range from about 4 to 5 percent. Slope between 25 to
30 percent with about 10 feet relief occur along Davies Ave South which is more than 250 feet
west, along with steep slope down to the Green River Valley is more than 500 feet from the
site. According to GeoResources the impact to and from these slopes will be minimal.
Regarding coalmine hazard area GeoResources state the actual project is more than 200 feet
north of a mine area along with workings were likely more than 200 feet below grades. In
GeoResources opinion this site would classify as CL (Low Coal Mine Hazard). Also, per geotech's
site visits and data review there are no areas of landslides or landslide debris, nor evidence of
deep seated erosion or other active landslide activity on or within the vicinity of the site.
Per GeoResources observation, the soil classifies as BeC (Beausite Gravelly Sandy Loam)
and is included in hydrologic soils group C. Stormwater / drainage can be mitigated by using
splash block basic dispersion with a 50 foot flow path, along with perforated pipe connection
with an overflow to drain across Morris Ave S.
Signature Custom Homes, representative for Homan Leung (owner) is proposing to
construct a new 780 square foot accessory dwelling unit with removing (2) 24" diameter cedar
trees that is protected under the short plat recording. It is designed to replace as many 2"
caliber deciduous trees per landscape plan, and pay a fee whatever caliber inches cannot be
met. The ADU will be constructed behind the new single family resident under a separate
permit number (817004662). A concrete walkway path from the designated parking area is
designed to provide access to the ADU. There will be no off site improvements in regards to
sidewalks, fire hydrants, sewer, power, phone and cable. A new water connection and service
line will be done for the ADU. All other utilities will be sharing with the SFR. Under permit
#817004662 for the SFR has already agreed to pay amount in -lieu of street frontage
improvements.
Total construction cost is estimated at $100,000 with an unknown fair market value at
this time. The type of materials to construct this unit will be compatible with the material used
for the SFR. Excavation will occur with not exceeding 100 cubic yards and will backfill with
existing material. No land will need to be dedicated, the SFR application/permit has already
addressed. The site allows 3,987.5 square feet of lot coverage and between the SFR and ADU
there will be a total of 2,926.3 square feet of coverage. The impervious surface allows 5,183.8
square feet which the site plan illustrates total to be 5,023 square feet.
Please consider our proposal knowing that all design regulations and requirements will
be met, along with setbacks, tree replacement and new landscaping which will enhance and
improve the quality of the single family living environment.
