pipe alignment. The proposed work includes excavating a trench approximately 8 feet long,
10 feet wide and 5 feet deep to conduct the work. Less than 15 cubic yards of material
would be excavated. The project is expected to begin in December, 2012 and take up to one
week to complete. The site is an unimproved area of a commercial property, which has a
commercial building on a portion of the site. A wetland is located approximately 145 feet
north of the work area. As the work is located near both the Green River, and wetlands that
may be associated with Springbrook Creek, the City is issuing a Shoreline Exemption. The
applicant has proposed to have a professional archaeologist dig several test holes in the
proposed project area to determine the archaeological sensitivity of the proposed excavation
area and determine if archaeological monitoring will be needed during excavation. The
archaeologist would dig test holes with a shovel to a depth of approximately 2 -3 feet and
then use a 4 -inch diameter hand auger to extend the hole to a depth of approximately 6 -16

feet. The areas disturbed for the work would be restored and sod would be returned to the
original location.

An exemption from a Shoreline Management Substantial Development Permit is hereby granted
on the proposed project in accordance with RMC4-9-190.0 and/or for the following reason(s):
3. Maintenance and Repair: Normal maintenance or repair of existing structures or
developments, including damage by accident, fire or elements.
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or
cessation from a lawfully established condition.
b. "Normal repair" means to restore a development to a state comparable to its original
condition, including but not limited to its size, shape, configuration, location and external
appearance, within a reasonable period after decay or partial destruction, except where
repair causes substantial adverse effects to the shoreline resource or environment.
c. Replacement of a structure or development may be authorized as repair where such
replacement is the common method of repair for the type of structure or development
and the replacement structure or development is comparable to the original structure or
development including, but not limited to, its size, shape, configuration, location and
external appearance and the replacement does not cause substantial adverse effects to
shoreline resources or environment.

work to be done on the property. COUNTY shall perform the work described in Exhibit B at its own expense_

any activities granted by this agreement,
County will restore such property to a condition reasonably as good as or better than its condition immediately
prior to King County's entry pursuant to this Agreement.
Work authorized by this right of entry agreement will occur between December 13, 2012 and December 12,
2413, unless otherwise approved by GRANTOR in writing.
The COUNTY agrees to defend, indemnify and hold harmless the GRANTOR, its elected officials, officers and
employees from and against all claims, losses or liability for injuries, sickness or death of persons, or any
damage to property suffered by GRANTOR which is caused by or arises out of any act. error or omission of the
County, its officers, agents, contractors, subcontractors or employees in entering Grantor's property for the
above purposes.
This right of entry agreement shall terminate on December 12, 2013, unless renewed in writing.

Scope of Work
For
WTD ETS Continuity Project
The work will take place on private property, located at 1201 Monster Road SW. Access to
the work area, as shown in the attached site plan (F102) will be a gravel roadway, which will
be accessed through the BNSF railroad ROW. 24-hour advance coordination with the BNSF
flagging supervisor is required. A site visit with the BNSF has been conducted.
Following utility locates, the contractor will excavate the marked location under the direction
of an engineer, using a small excavator. The excavation wil l be approximately S feet long, 10
feet wide (to expose the fitting on both sides and accommodate any needed shoring), and
approximately 4-5 feet deep (lass than 15 cubic yards). The jumper connection will be made
by chipping away at the concrete pipe to expose the pre -stressed bands_ Anchor blocks and
thermite welds will be installed to mount the copper wirejumpers to both sides of the
insulating coupling to provide continuity. Once the connections are made the soil will be
replaced, and the site will be restored to as reasonably good or better condition than
immediately prior to construction work. TESC Notes are provided on the site plan.
Prior to the excavation, King County proposes to have a professional archaeologist dig several
test holes in the proposed project area to determine the archaeological sensitivity of the
proposed excavation area and determine if archaeological monitoring will be needed during
excavation. The archaeologist would dig test holes with a shovel to a depth of approximately
2-3 feet and then use a 4 -inch -diameter hand auger to extend the hole to a depth of
approximately 6-16 feet. The approximate diameter of the top 24-32 inches of each hole (the
part dug with a shovel) would be approximately 16-18 inches in diameter. Holes would be
filled back in as soon as the work is completed. Any sod removed would be returned to its
original location.

Enclosed with this letter are the pre -application materials for the King County Wastewater
Treatment Division (WTD)- Effluent Transfer System (ETS) Continuity Project. This project
was designed to repair a lack of continuity in a recently installed cathodic protection system,
which slows the corrosion of the pre -stressed concrete wastewater pipe. This project will install
a continuity jumper to ensure that the entire pipe alignment is energized with cathodic
protection
Project Backuound
The Renton Effluent Transfer System (RETS) is a 96 -inch diameter pipe system which
transfers treated wastewater effluent from the King County South Treatment Plant in Renton,
to an outfall into Puget Sound in the Alkai area of West Seattle. The RETS pipeline was
installed in the late 1980's and was protected from corrosion by a cathodic protection system.
The original system failed, and was replaced, last year, with a new cathodic protection system.
Proiect Site Descritwon
The project work area lies in an unimproved area of a commercial property, which contains a
commercial office building. The office building is approximately 200 feet to the southeast of
the work area. To the west is a main line of the Burlington Northern Santa Fe (BNSF) railroad
ROW. A wetlands is located approximately 145 feet to the north of the work area. An aerial
view site plan is attached for review.

The work is scheduled to begin in mid-December, following receipt of applicable permits and
approvals, and will be completed within 1-7 days.
It is anticipated that the RETS pipeline was backfilled with non-native soil when it was
installed. However, prior to construction., archeological test digging will be performed in the
excavation area to determine if archeological monitoring is needed during construction.
King County requests guidance from the City of Renton regarding any permits required for this
work.
