Project Description: Application requesting an Administrative Temporary Use approval in order to
locate 2 double -wide, two-story mobile trailer units and one temporary restroom facility on the
western portion of the Valley Medical Center campus (Exhibit 1). The 8.88 acre parcel contains a
hospital and other related buildings and is in the Commercial Office (CO) zone. These temporary
facilities will be used for training Valley Medical Center staff in the use of an Electronic Medical
Record Project (EPIC system).
The mobile units will ensure easy and safe access to EPIC training
by Valley Medical Center staff.

PROJECT DESCRIPTION: The applicant proposes to locate 2 double -wide, two-
story mobile trailer units and one temporary restroom facility on the western portion of the
Valley Medical Center campus (Exhibit 1). The 8.88 acre parcel contains a hospital and other
related buildings and is in the Commercial Office (CO) zone. These temporary facilities will be
used for training Valley Medical Center staff in the use of an Electronic Medical Record Project

Medical Center staff.
The VMC Temporary Training Temporary Use Permit, LUA12-007, TP is hereby approved and
subject to the following condition:

RECONSIDERATION: Within 14 days of the decision date, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if
material evidence not readily discoverable prior to the original decision is found or if he finds
there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14 -day appeal time frame.
APPEALS: Appeals of permit issuance must be filed with the City of Renton Hearing Examiner
by 5:00 p.m. on March 5, 2012. Appeals must be filed in writing, together with the required fee
to the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA
98057. City of Renton Municipal Code Section 4-8-110 governs appeals to the Hearing
Examiner. Additional information regarding the appeal process may be obtained from the
Renton City Clerk's Office, (425) 430-6510.

SUMMARY OF USE AND TIMELINE;
Valley Medical Center has begun the creation of an Electronic Medical Record Project
using the EPIC system. This effort includes both the Outpatient (Clinics) and Inpatient
(Hospital), and the implementation timeline is to be completed by October of 2012. This
will require providing training to all of Valley Medical Center's staff. In total — there are
over 3400 staff that will need training prior to the Go Live dates. The training effort will
span S months, from March 2012 through October 2012. The scope of training cannot be
handled with the current state of training facilities at Valley Medical Center so a plan was
developed to address the issue and includes the use of two double wide, two story mobile
trailer units on the VMC property during this time. The Mobile units will provide the
trainers and staff with enough seating and space to appropriately deliver training to all
3400 plus staff. The use of the Valley property ensures easy and safe access for all staff
and the area for the units was selected with the intent of the least impact to patient care
and family access. This is a major endeavor and after much review, was deemed the best
possible solution for the success of the project.

Release and indemnification Agreement for Model Homes
This agreement is made by and between the City of Renton, Washington, a municipal corporation of the State
of Washington ("City") and Valley Medical Center ("Owners").
Recitals
The Owners own real property in the City legally described in Exhibit A, attached.
The Owners have submitted an application for building permit(s) and/or a Temporary Use Permit to construct
model homes on the real property prior to recording of a short plat or final plat. Since changes to the short plat
or final plat may be necessary after construction of the model homes rendering the homes illegal, there is some
risk in building the model homes.
In consideration of the inherent risks associated with the construction of buildings in advance of the recording of
the plat, the City requires the owner to execute an indemnification agreement prior to any model home
construction activities.
Agreement
The parties agree to the following:
The City authorizes the Owners to do the work as described in the Temporary Use Permit application

2. The owners assume the risk that the model homes) must be removed or reconfigured and therefore
release and discharge the City and its representatives from all known and unknown losses, claims,
damages or causes of actions which the owners have or may have relating to buildings or structures
authorized by the Temporary Use Permit.
3. As a condition of granting Owner permission to construct model homes, Owner agrees to indemnify,
defend and hold the City of Renton Harmless from any claims or liens that may be exerted against the
property as a result of construction of model homes and use of the unrecorded plat of
4. Owners understand and acknowledge that, should the model home construction not comply with the
proposed lot configuration of the final plat, that no variances to development standards for either the
lots or the homes may be granted as such a situation would be considered a "self-induced hardship".
5. Owners acknowledge that they understand that any construction begun prior to the recording of the final
plat must be in compliance with all City zoning and subdivision requirements (e.g. setbacks, lot
coverage, etc) or removed prior to recording of the final plat. If the final plat is not recorded prior to the
expiration of the Temporary Use Permit, Owners acknowledge that the homes must be removed unless
complying with all applicable code requirements (e.g. one home per lot, etc.).
6. Applicant will also provide an Abatement Agreement and a security device acceptable to the City to
ensure removal of any structures not in compliance with City regulations at the time of expiration of the
Temporary Use Permit and understands construction of the model homes is at Owners' own risk.
7. The provisions of this agreement shall bind the parties, their legal heirs, representatives, successors
and assigns and shall expire upon the recording of the final plat of
