LOCATION: 2809 NE Sunset Blvd
DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for a change of use.
The existing 21,402 square foot bowling alley would be converted into a retail food market for Grocery Outlet.
The proposal also includes facade modifications along the western and southern elevations of the existing
structure. Striping, for the surface parking lot, would remain for the existing 42 stalls. Two additonal stalls would
be created for the ADA access. Associated landscaping and pedestrian pathways are also proposed as part of the
change of use. The subject site is approximately 1.59 acres in size and is located within the Commercial Arterial
(CA) zoning designation and Urban Design District "D". Access would continue to be provided via existing
driveways along NE Sunset Blvd. There appear to be no critical areas on-site.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITTEE (ERC) HAS DETERMINED THAT THE PROPOSED
ACTION DOES NOT HAVE A SIGNIFICANT ADVERSE IMPACT ON THE ENVIRONMENT.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on October 1,
2010. Appeals must be filed in writing together with the required fee with: Hearing Examiner, City of
Renton, 1055 South Grady Way, Renton, WA 98057. Appeals to the Examiner are governed by City of
Renton Municipal Code Section 4-8-110.6. Additional information regarding the appeal process may be
obtained from the Renton City Clerk's Office, (425) 430-6510.

otherwise approved by the Development Services Division.
2. A revised landscape plan, which includes additional shrubs and groundcovers/perennials, is required to be
submitted to and approved by the Current Planning Project Manager prior to the Certificate of Occupancy.
Building:
1. Must comply with the 2009 IBC, IMC, UPC, 2008 NEC and all ADA requirements for Certificate of
Occupancy.
Water:
1. Applicant is required to install a, separate fire line for the new fire sprinkler system. A system development
fee for the new fire line and a construction permit will be required. A double detector check valve
assembly will be required to be installed for the fire sprinkler system. The assembly shall be installed inside
a vault outside the building or inside the building in accordance with the City of Renton's requirements.
2. A reduced pressure backflow assembly will be required to be installed in line of the existing 2 -inch

The City of Renton Environmental Review Committee has determined that it does not have a probable
significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required
under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review
Committee under their authority of Section 4-6-6 Renton Municipal Code. These conditions are necessary to
mitigate environmental impacts identified during the environmental review process.

PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant, MCG Architects, is requesting Environmental (SEPA) Review for the conversion of an existing bowling
alley into a grocery retail store for Grocery Outlet. The existing structure is approximately 21,402 square feet. The
proposal does not include expansions to the existing structure. The subject property is located on the west side of
NE Sunset Blvd/SR 900 just north of NE 10th St. The project site area totals 1.59 acres, and is zoned Commercial
Arterial (CA).
The proposal includes interior renovations, restriping of 42 existing parking stalls, the addition of 2 ADA accessible
parking stalls, landscaping improvements, as well as exterior facade modifications. The fagade modifications include
the removal of existing awnings, in -filling of existing window openings with materials to match the remainder of the
fa4ade, new doors, new windows, new metal awnings and an entry canopy.
No grading is anticipated. Small amounts of fill would be brought into the interior of the structure in order to
construct a new slab. All underground utilities are proposed to remain, except for new power to the building and
new fire service into the building from an existing water main.
PARTTWO: ENVIRONMENTAL REVIEW J
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS -M with a 14 -day Appeal Period.
B. Mitigation Measures
1. The applicant shall pay a Traffic Mitigation Fee in the amount of $75.00 for each new net daily trip prior
to issuance of a Certificate of Occupancy. The fee is estimated to be $28,530.00

The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers hove identified that the proposal is likely to have the following
probable impacts:
1. Transportation
Impacts: Access for the site would continue to be provided via existing curb cuts along NE 101h St and NE
Sun -set Blvd /SR 900. ADA improvements are required to be evaluated by the Development Services Division
and shall be in compliance with ADA standards when construction occurs on the site. No other street
improvements would be required for the proposal.
It is anticipated that the proposed conversion from a bowling alley to a grocery retail store would result in
additional impacts to the City's street system. The project is expected to generate 380.4 additional daily

trips. In order to mitigate impacts on City streets from this usage, a Transportation Impact Fee would be
imposed. The fee, at $75 per trip for the 380.4 new daily trips anticipated, has been estimated at $28,530.00
(380.4 trips x $75.00 = $28,530.00). This fee would be payable prior to issuance of the certificate of
occupancy.

WATER There is an existing 2 -inch domestic water meter serving the building.
SEWER There is an existing side sewer to the building.
STORM There is an existing storm connection to the building.
STREETS Improvements are installed along the frontage of Sunset Blvd and NE loth Street.
CODE REQUIREMENTS
WATER
1. Applicant is required to install a separate fire line for the new fire sprinkler system. A system
development fee for the new fire line and a construction permit will be required. A double detector
check valve assembly will be required to be installed for the fire sprinkler system. The assembly shall be
installed inside a vault outside the building or inside the building in accordance with the City of Renton's
requirements.
2. A reduced pressure backflow assembly will be required to be installed in line of the existing 2 -inch .
domestic water meter serving the site.
TRANS PORTATIONISTREET
1. Transportation mitigation fees of $28,530.00 will be accessed. The new use increases additional

PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review for a change of use.
The 21,400 square foot bowling alley would be changed to a retail food market for Grocery Outlet. The proposal also
includes facade modifications along the western and southern elevations of the existing structure. Striping, for the
surface parking lot, would remain for the existing 42 stalls. Two additional stalls would be created for the ADA access.
Associated landscaping and pedestrian pathways are also proposed as part of the change of use. The subject site is
approximately 1.59 acres in size and is located within the Commercial Arterial (CA) zoning designation and Urban Design
District "D". Access would continue to be provided via existing driveways along NE Sunset Blvd. There appear to be no
critical areas on -site -

OPTIONAL DETERMINATION OF NON -SIGNIFICANCE, MITIGATED (DNS -M). As the Lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project_ Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS -M process to give notice that a DNS -
M is likely to be issued. Comment periods for the project and the proposed DNS -M are integrated into a single
comment period. There will be no comment period following the issuance of the Threshold Determination of Non-
significance -Mitigated (DNS -M ). A 14 -day appeal period will follow the issuance of the DNS -M.

ROIECT NARRATIVE
Proposed GROCERY OUTLET, with a total building area of 21,402 square
located at 2809 NE ,Sunset Boulevard in the City of Renton. The property (King
County Assessor's number 722790-0091), with a lot size of 69,260 square feet, is
situated within an existing shopping center that includes a fast food restaurant, thrift
store, dollar store, fabric store and an Italian restaurant.
Zoning designation of the site and adjacent properties is CV.
Current use of the site is a bowling alley, which is presently vacant.
Proposed use of the site is a retail food market featuring pre-packaged foods.
Scope of work includes remodeling of the existing building, including interior
demolition of all existing facilities and new tenant improvements. Exterior work
consists of removing existing awnings, in -filling existing window openings with
materials to match existing, providing new doors, windows, metal awnings and entry
canopy. Site work consists of upgrades to, and enlargement of, existing landscaping
and new accessible parking stalls and loading zones.
Access to the property is provided via two approaches from an existing access road
along the front (Vest side) of the building that runs parallel to Sunset Boulevard, as
well as from the rear (Southeast side) via 10th Place.
All underground utilities to remain, except for new upgraded power to building and
new fire service into building from existing water main.
Total construction costs for the project are estimated at approximately $500,000.
Once constructed, the number of employees to be employed by the tenant is
expected to be 30. The days and hours of operation are scheduled to be from 8AM to
9PM daily.
There are no trees being removed on the site, and the property is not situated in
proximity to any wetlands, streams or shoreline area, nor will the proposed
construction cause any obstructed views as there are no changes being made to the
existing building height or area.

The State Environmental Policy Act (SEPA), Chapter 43.21C RICK requires P
governmental agencies to consider the environmental impacts of a proposal
before making decisions. An Environmental Impact Statement (EIS) must be
