PART ONE: PROJECT DESCRIPTION / BACKGROUND
Fairwood Annexation Prezone
The City is prezoning the subject site in advance of annexation, pursuant to RCW 35A.14.330, so zoning
will be in place at the time it comes into the City. Annexation is considered exempt from SEPA.
However, the prezoning of the subject area does require SEPA review. The proposed prezone is
considered a non -project action under SEPA.
The land use of this area is primary single family residential, but includes multi -family residential,
commercial, publicly owned facilities, and vacant land. The existing King County Comprehensive Plans
designation of the area is Greenbelt/Urban Separator with R-1 zoning, Open Space/Recreation with -6
zoning, Urban Residential Low 1 du/acre with R-1 zoning, Urban Residential Medium 4-12 dwelling
units per acre with R-4 and R-6 zoning, Urban Residential High >12 dwelling units per acre with R-18, R-
24, and R-48 zoning, and Community Business Center with Commercial Business and Office zoning. In
the Renton Comprehensive Plan, the area is designated Residential Low Density (RLD), Residential
Single Family, Residential Medium Density, Residential Multi Family, and Commercial Corridor. The
City is proposing to prezone the area with Residential One Dwelling Unit per Net Acre (R-1) zoning,
Residential Four Dwelling Units per Net Acre (R-4) zoning, Residential Eight Dwelling Units per Net Acre
(R-8) zoning, Residential Fourteen Dwelling Units per Net Acre (R-14) zoning, Residential Multi -Family
(RMF) zoning, and Commercial Arterial (CA) zoning.
The proposed zoning most closely approximates the County's zoning when comparing King County and
Renton zoning and is consistent with the Comprehensive Plan designations.
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.210.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14 -day Appeal Period.

is not likely to have probable impacts.

The City is pre -zoning the proposed Fairwood Annexation area in advance of annexation, pursuant to RCW
35A.14.330, so zoning will be in place at the time the subject site comes into the City. The area is located at
the southeastern portion of the City, with existing City limits as the northern and western boundary of the
annexation area. Annexation is considered exempt from SEPA. However, the pre -zoning of the subject area
does require SEPA review. The proposed prezone is considered a non -project action under SEPA.
The City is proposing to prezone the area in accordance with the Comprehensive Plan as follows:
■ Residential One Dwelling Unit per Net Acre f R-1( and Residential Four Dwelling Units per Net Acre
{R-4) corresponding with the Residential Low Density designation.

that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under
the RCW 43.210.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.

This non project action includes pre -zoning approximately 6.3 square miles in Renton's Potential
Annexation Area. The site is currently being considered for annexation using the Election
method. Under RCW 43.21.0.222 annexations are specifically exempted from SEPA. RCW
35.A.14.330-340 provides for zoning annexation areas. Proposed uses are the continuation of the
existing uses which includes residential, commercial, public, and vacant.

The proposed Fairwood Annexation is located at the southeastern portion of the existing City
limits. The area is bordered by the Urban Growth Boundary at the east, the City of Kent at the
south, and existing Renton City limits at its northern and westem boundary. It is located in the
Sections 21, 22, 23 26, 27, 33, 34, 35, 36, 01, 03, and 04, in Township 23 and 22, Range 5.

The area includes extensive steep slopes along the northern boundary. At the
approximate center of this area of steep slopes includes a sizeable ravine that runs
towards the central portion of the area. There are also areas of slopes at the eastern
boundary and portions of the western boundary. Other portions of the area are generally
gently rolling.

There are two lakes within the area: Lake Desire and Shady Lake. There are significant
wetlands that run along approximately 75% of the western boundary. Wetlands are also
present at several areas throughout the area, but primarily along the central portion
running east to west. There are three Class II streams in the area: Madsen Creek,
Molasses Creek, and Soos Creek. There are also Class Ill and IV streams that are
associated with the Class Il streams. In addition, in the vicinity of both Lake Desire and
Shady Lake there are Class IV streams that feed into the lakes.

the overall future development and consequently future population of the Fairwood area
