PROJECT DESCRIPTION: The applicant proposes to repair the lawn at the
project site by stabilizing erosion which has occurred immediately landward of the existing
bulkhead along the shore of Lake Washington. Lawn repair would be accomplished by
carefully digging two to four feet in depth only where erosion has occurred along the
landward side of the bulkhead, filling those areas with three-inch to six-inch crushed rock (up
to a maximum of 50 cubic yards), and then placing topsoil over the crushed rock to support
the growth of grass. The project is expected to commence and be completed shortly after
issuance of this Certificate of Exemption.

An exemption from a Shoreline Management Substantial Development Permit is hereby
granted on the proposed project in accordance with 4-9-190C and/or for the following
reason(s):
Maintenance and Repair: Normal maintenance or repair of existing structures or
developments, including damage by accident, fire or elements.
a. "Normal maintenance" includes those usual acts to prevent a decline,
lapse, or cessation from a lawfully established condition.
b. "Normal repair" means to restore a development to a state comparable to
its original condition, including but not limited to its size, shape,
configuration, location and external appearance, within a reasonable period
after decay or partial destruction, except where repair causes substantial
adverse effects to the shoreline resource or environment.
c. Replacement of a structure or development may be authorized as repair
where such replacement is the common method of repair for the type of
structure or development and the replacement structure or development is
comparable to the original structure or development including, but not
limited to, its size, shape, configuration, location and external appearance
and the replacement does not cause substantial adverse effects to shoreline
resources or environment.

Acting as the agent for Cheryl Atkinson, i am requesting authorization (Shoreline Exemption,
building permit,) to repair the lawn at the above referenced residential (R-8) site over Lake
Washington.
This project is to be performed behind the existing bulkhead with turf leading up to it. The
southern portion of the property has trees and shrubs.
We propose to repair the lawn by carefully digging 2'-4' feet where erosion has occurred taking
care to do small sections along the bulkhead taking care to do small sections at a time. Place
filter fabric and fill with 3"-6" crushed rock to stabilize the lawn (up to 50 cu. yds.). Cover fill
area with top soil to support grass.
The estimated construction costs of this project are $5,000.
For further details regarding this project, please see attached plan set.
The purpose of this proposed construction is to maintain the lawn area for this single family
residence.
The proposed work is Shoreline Exempt under WAC 173-27-040 and is SEPA Exempt under
WAC 197-11-800, 3.
Construction Mitigation Description:
We would like to begin work as soon as possible. The working hours would be 7:00am-5.00pm.
No hindering effects on normal hauling/transportation routes proposed.
No hindering effects of dust, traffic/transportation, erosion, mud, noise, or any other noxious
characteristics.
No special hours of work proposed.
