PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant is requesting SEPA Environmental Review for the addition of three new horizontal booths
dedicated to corrosion -inhibiting compound (CIC) coating, and the conversion of three horizontal booths
from CIC coating into vertical booths for inspar coating and one new inspar paint booth all located in the 4-
86 building, located at 737 Logan Avenue N. All proposed development would occur within existing Boeing
buildings, Building 4-20, 4-21, 4-81, 4-82 and Building 4-86, located on the subject site with one exception.
One new building is proposed which would be a 90,000 square foot paint hangar, designed to paint two
737 aircrafts at the same time. However, the subject SEPA review is limited to Air Impacts and focuses
only on Air Qu_ality, as such other sections of SEPA would be reviewed for the construction of the paint
hanger at a later date, if or when Boeing pursues the construction of this building. The site is located north
of N 4th Street and west of Logan Ave. N.
The City of Renton and The Boeing Company entered into a development agreement ("2002 agreement")
on June 28, 2002, by Resolution No. 3568 which, among other things, established baseline trip counts,
redevelopment credit and vesting of land use regulations under certain circumstances for ongoing Renton
Plant operations and potential redevelopment, as such this project will be reviewed under Heavy Industrial
(IH) zoning from 2002. Pursuant to the Renton Municipal Code in effect in 2002, Site Plan Review applied
to all development in the zones listed under RMC 4-9-2008.1 but did not include the IH zone. Therefore,
the subject proposal does not require Site Plan Review. However, environmental review under SEPA is
required.
Historically, this site has been used for aircraft manufacturing and is the location of The Boeing Company's
737 airplane manufacturing plant. The surrounding uses of the proposed location is primarily aircraft
manufacturing; west of the site is The Renton Municipal Airport and the Cedar River, directly south is
Renton Memorial Stadium, east is Puget Sound Power property, the South Port development, and the
Landing shopping center, and north is Lake Washington.
Boeing is increasing Rate of the 737 airplane program and adding the new 737 Max program to a
manufacturing rate above 42 airplanes at the Renton manufacturing plant. Boeing's proposed changes
would enable the facility to increase production capacity. The current rate for 737 Next Generation models
is approximately 420 airplanes per year. Ongoing changes permitted under Prevention of Significant
Deterioration (PSD) No. 11-02 are underway to increase production up to a maximum of about 504-737
Next Generation airplanes per year. The proposed project involves changes necessary to further increase
production capacity of the 737 Next Generation models 700, 800, and 900 as well as introducing the
replacement model presently referred to as 737 MAX.
The Washington Department of Ecology (DOE) has issued several Prevention of Significant Deterioration
(PSD) permits for the Renton Boeing manufacturing facility in the past, including but not limited to the
following:
• PSD -08-01 which includes 5-50 Paint Hangar and Buildings 4-20, 4-21, 4-81, and 4-82. This PSD
permit limited the Volatile Organic Compound (VOC) emission from Building 4-20, 4-21, 4-81 and 4-
82 from 118 tons per year (tpy) to 165 tpy. Pursuant to the application materials the applicant is
seeking to change the VOC limit for Buildings 4-20, 4-21, 4-81, and 4-82 with this application.
• PSD -97-2 includes Building 4-86. Condition 2 of the PSD permits limited VOC emission from
Building 4-86 to 242 tpy. Pursuant to the application materials the applicant is not seeking to

change that limit however, the proposed project would result in physical and operational changes
in Building 4-86.
As part of this project, Boeing proposes to move wing systems from Building 4-81 to Building 4-20. In
addition, the proposed project includes the installation of new wing riveters, new Automated Spar
Assembly Tools (ASATs), and other assorted tooling. Boeing has indicated that as a part of the proposed
project no new or modified spray booths are proposed and no other emission units would be added or
modified in Building 4-20. Changes are proposed to Boeing Building 4-86, however, because there are
numerous options that are contingent on both, ongoing process improvement efforts and other potential
process changes, the exact changes that will occur are currently unknown. There are four distinct
operations that currently occur in Building 4-86, pressure testing, spar painting, inspar painting and spar
cavity CIC coating. There are presently four pressure testing booths, seven horizontal paint booths and
four vertical booths. This application includes the addition of three new horizontal booths dedicated to CIC
coating, the conversion of three horizontal booths into vertical booth for inspar coating and the potential
addition of one inspar paint both. Lastly, Boeing has proposed to possibly build a 90,000 square foot paint
hangar along the south property line. This new hangar would have two paint positions so that two 737s
can be painted at the same time. Each position would have the ability to paint up to 121 airplanes per
year, for a total of 242 airplanes per year.
In addition to the changes mentioned above, Boeing has plans to make other changes to the 737 assembly
operations that are not expected to involve changes to spray booths or other emission units. These
changes include, but may not be limited to, installing a third airplane assembly "moving" line in Building 4-
82 and relocation associated operation to either building 4-20 or Building 4-81; adding fuselage system
installation positions to Building 4-82 and other miscellaneous assembly tooling. The following table

limitations on the concentration of VOC and organic hazardous air pollutants in the coatings.

(CED) — Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant has requested Environmental Review for the addition of three
new horizontal booths dedicated to corrasion -inhibiting compound (CIC) Coating, and the conversion of three horizontal
booths from OC coating into vert7cal booths for inspar coating and one new inspar paint booth all located in the 4-86
building, located at 737 Logan Avenue N. Additional changes are proposed to provide a new third 737 assembly line in
building 4-82, the relocation of existing fuselage SI, Empennance Transporter, miscellaneous tooling upgrades in the 4-
20 building, and relocate the existing wings system from the 4-81 building to the 4-20 building. Ad proposed
improvements would be located inside existing buildings located at the Renton Plant. One new building is proposed
which would be a 90,000 square foot paint hanger, designed to paint two 737 aircraRs at the same time. However, the
subject SEPA review is limited to Air Impacts and focused only on Air Quality, as such other sections of SLPA would be
reviewed for the construction of the paint hanger at a later date, if or when Boeing peruses the construction of this
building. The proposal would result in air quality impacts; however, the applicant is required to comply with Puget
Sound Clean Atr Agency standards and the Department of Ecology Best Ava'fable Control Technology requirements.

OPTIONAL DETERMINATION OF NON -SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under
the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be
issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There
will be no comment period following the issuance of the Threshold Determination of Non -Significance (DNS). A 14 -day
appeal period will follow the issuance of the DNS.

Project Scope
Boeing is increasing Rate of the 737 Airplane program and adding the new 737 Max
program to a manufacturing rate above 42 airplanes at the Renton manufacturing plant,
The below project narratives will allow the company to achieve this.
Project Description
Boeing Commercial Airplanes' Renton facility (Boeing Renton) produces single -
aisle airplanes and is located in Renton, King County, Washington. Boeing
manufactures the 737 model airplane in Renton and proposes to make changes to
the facility that will enable it to increase production capacity. Current rate for 737
Next Generation models is approximately 420 airplanes per year. Ongoing changes
permitted under Prevention of Significant Deterioration (PSD) No. 11-02 are
underway to increase production up to a maximum of about 504 737 Next
Generation airplanes per year. The proposed project involves changes necessary to
further increase production capacity. The facility will also be converting to a
combined production of 737 Next Generation models (Models 700, 800, and 900)
that are currently being produced as well as introducing the replacement model,
presently referred to as 737 MAX.
The Washington Department of Ecology (Ecology) has issued several PSD permits
for Boeing Renton. These include the following:
• PSD -11-02 for the Boeing Renton Site, Production Capacity Increase including
four new replacement wing panel booths (Building 4-20) and one new and one
modified wing paint booth (Building 4-86). Boeing is not seeking to change any
approval conditions imposed by this permit.
• PSD -08-01 for the Boeing Renton Site, 5-50 Paint Hangar and Buildings 4-20, 4-
21, 4-81, and 4-82. PSD -08-01 limits the volatile organic compound (VOC)
emissions from Buildings 4-20, 4-21, 4-81, and 4-82 to 118 tons per year (tpy) to
165 tpy. Boeing is seeking to change the VOC limit for Buildings 4-20, 4-21, 4-
81, and 4-82 with this application.
• PSD -88-4 for the Boeing Renton Site, 4-41 Paint Hangar. PSD -88-4 Condition 1
of that permit limits VOC emissions from Building 4-41 to 124 tpy. There will
be no physical or operational changes to Building 4-41 because of this project
and Boeing is not seeking any changes to the approval conditions.
• PSD -97-2 for the Boeing Renton Site, Building 4-86. PSD -97-2 Condition 2 limits
VOC emissions from Building 4-86 to 242 tpy. Boeing is not seeking to change
that limit with this application; however, the project will result in physical and
operational changes in Building 4-86.
Model 737 assembly operations primarily occur in Buildings 4-20, 4-21, 4-42, 4-81,
4-82, and 4-86 and can be grouped as follows:
• Wing Assembly Operations include assembling the upper and lower wing panels.
These operations primarily occur in Buildings 4-20 and 4-21.
• Wing Clean, Seal, Test, and Paint Operations include cleaning the complete
wing assemblies, sealing them including the interior surfaces of the fuel tank,
applying corrosion inhibiting compounds, testing the fuel tank for leaks,
correcting any leaks, and painting the exterior surfaces. These activities only
occur in Building 4-86.
• Final Assembly Operations include joining the wings and tail assemblies to the
fuselage and adding the necessary electrical systems, hydraulic systems, and
interiors. These operations occur in Buildings 4-81 and 4-82.
• Delivery Operations include final painting, any necessary de -painting, and
preparing the airplane for delivery. These operations occur in Building 4-42 and
the paint hangars. Some airplanes receive their final exterior coating in
Building 4-41 Paint Hangar and some in the Building 5-50 paint hangar. Others
are flown offsite because Renton does not have the capacity to apply the final
exterior coating to all the airplanes produced in Renton.
• Combustion Operations include the boilers, heaters, and backup diesel
generators. The boilers are located in Buildings 4-89 and 5-50.
These operations include the assembly of various sub -assemblies (e.g., wing spars
and wings) from their component parts; the installation of various airplane systems
(e.g., hydraulic, fuel, electrical) in the sub -assemblies; final assembly of a complete
airplane structure and integration of the airplane systems; the installation of
landing gear, engines, and interior components (e.g., seats, sidewalk, partitions);
and functional testing. The main body sections (fuselages) are assembled in Kansas
and are delivered to Boeing Renton by rail. Air emissions primarily occur from
activities such as spray coating, sealing, hand -wipe and flush cleaning, and the use
of miscellaneous adhesives, resins, and other products that contain volatile organic
compounds.
As part of this project, Boeing 'intends to move wing systems from Building 4-81 into
Building 4-20. In addition, this project includes the installation of new wing
riveters, new Automated Spar Assembly Tools (ASATs), and other assorted tooling.
As part of this project, no new or modified spray booths are planned, and no other
emission units would be added or modified in Building 4-20.
In Building 4-86 (Figures 1-2 and 1-3), Boeing paints wings that are mostly
assembled. Boeing is currently planning changes for the Building 4-86
configuration; however, because there are numerous options that are contingent on
both ongoing process improvement efforts and other potential process changes, the
exact changes that will occur are currently unknown. There are four distinct
operations that occur in Building 4-86, carried out in booths that are configured
differently. These operations (and booth types) are:
1. Pressure testing, where the wing is cleaned, coated with a leak detection
indicator, pressurized with ammonia, inspected, and cleaned.
2. Spar painting (with wings in the horizontal position), where the spar cavities
(leading and trailing edges) are hand -wipe cleaned, primed, and painted.
This step also includes application of a Teflon -filled coating on abrasion -
prone areas and the final interior fuel tank coating.
3. Inspar painting (with wings in the vertical position), where the upper and
lower wing skins are sanded, cleaned, primed, and painted. The upper skins
are primed with a standard urethane -compatible, corrosion -resistant primer,
and the lower skins are primed with corrosion -resistant rubberized sealant.
4. Spar cavity corrosion -inhibiting compound (CIC) (with wings in the
horizontal position), where paraffin -based material is sprayed onto exterior
surfaces that are normally not in view.
There are presently four pressure testing booths, seven horizontal paint booths (four
used for spar paint and three used for CIC application), and four vertical booths
(inspar) in Building 4-86. PSD No 11-02 permitted the construction of an additional
vertical booth and the modification of one of the existing vertical booths.
Proposed actions in the present application include the addition of three new
horizontal booths dedicated to CIC coating, and the conversion of three horizontal
booths (presently used for CIC) into vertical booths for inspar coating. Boeing is
also considering constructing an additional inspar paint booth, but the final decision
on that booth has not been made; however, it is included in this permit application.
Since there will not be any physical or operational changes to the existing four spar
paint booths or to the four existing or recently permitted (under PSD No 11-02)
inspar paint booths, they are not being modified for PSD purposes.
Boeing may also build a new, approximately 90,000 -square -foot paint hangar at the
Renton. facility. The new hangar will have two paint positions so that two 737s can
be painted at the same time. Each position will have the ability to paint up to 121
airplanes per year, for a total of 242 airplanes per year. The new hangar located at
Apron D would remove approximately 120 parking stalls. Boeing would revise blast
fences (see drawing) parking and landscaping, aprox 12 trees would he removed and
24 trees would be planted, if hangar is built.
In addition to the changes described above, Boeing intends to make other changes to
737 assembly operations that are not expected to involve changes to spray booths or
other emission units. These changes include, but may not be limited to, installing a
third airplane assembly "moving" line in Building 4-82 and relocating associated
operations to either Building 4-20 or Building 4-81; adding fuselage system
installation positions to Building 4-82; and other miscellaneous assembly tooling.

Construction Mitigation Measures & Best Practices:
All activities will begin with the implementation and installation of Best Management
Practices (BMP)). These practices include:
Proposed Hauling/ Transportation routes Contractors will apply for their own
hauling permits related to this project, and will follow a city approved route. Contractors will
provide traffic control and flaggers.
Construction.
The actual Construction will be accomplished by a Construction contractor.
The contractor will call for all required inspections as well as a pre site construction
meetings as required . The contractor will keep written records of special inspections.
Snow, lee, dirt and mud removal Contractor shall remove snow and ice to the
extent necessary to perform the work. The use of calcium chloride or other chemicals will
not be permitted to remove snow or ice. Contractor shall assure that vehicles are
constructed, loaded, maintained and covered as necessary to prevent the deposition of
dirt, mud or other debris on public roadways. Dirt mud or debris shall be removed on
continual basis. Any dirt, mud or debris dropped by vehicles shall be removed
immediately.
Dust Control Through the entire construction period the Contractor shall take all
necessary steps to dust control all working area and unpaved roads. The use of calcium
chloride or other chemicals will not be permitted for dust control. The Contractor will
accomplish dust control by watering and sprinkling to satisfactorily settle the dust.
Contractor shall comply with any requirements imposed by law to prevent fugitive dust
emissions. All demolished materials and debris will be stockpiled in a lined waste
container on site to prevent dust and sedimentation from migrating onto roadways.
Contractor vehicles that are transporting materials to and from the site will be required to
have tires washed prior to leaving the site. This will prevent dust and sedimentation from
entering nearby roadways.
Storm Water
Construction will start with the implementation and installation of
Best Management Practices (BMP) for Temporary Erosion and Sedimentation Control
(TESC) under supervision of Boeing Environmental personnel.

Project Description
Boeing Commercial Airplanes' Renton facility (Boeing Menton) produces single -
aisle airplanes and is located in Renton, King County, Washington. Boeing
manufactures the 737 model airplane in Renton and proposes to make changes to
the facility that will enable it to increase production capacity. Current rate for 737
Next (acneration models is approximately 420 airplanes per year. Ongoing changes
permitted under Prevention of Significant Deterioration (PSD) No. 11-02 are
underway to increase production up to a maximum of about 504 737 Next
Generation airplanes per year. The proposed project involves changes necessary to
further increase production capacity. The facility will also be converting to a
combined production of 737 Next Generation models (Models 700, 800, and 400)
that are currently tieing produced as well as introducing the replacement model,
presently referred to as 737 MAX.
The Washington Department of Ecolop, (Ecology) has issued several PSD permits
for Boeing Renton. These include the following:
PSD -11-02 for the Boeing Renton Site, Production Capacity Increase including
four new replacement wing panel booths (Building 4-20) and one new and one

modified wing paint booth (Building 4-86). Bocing is not seeking to Change any.
approval conditions imposed by this permit -
PSD -OS -01 for the Boeing Renton Site, 5-50 Paint hangar and Buildings 4-20, 4-21,
4-81, and 4-S2. PSD -OS -01 limits the volatile organic compound (VOC) emissions
from Buildings 4-20, 4-21, 4-81, and 4-82 to 118 tons per year (tpy) to 165 tpy.
Boeing is seeking to change the VOC limit for Buildings 4-20,4-21,4-81, and 4-82
with this application.
PSD -88-4 for the Boeing Renton Site, 4-41 Paint Ilangar. PSI] -8$-4 Condition I of
that permit limits VOC emissions from Building 4-41 to 124 tpy. There will be no
physical or operational changes to Building 4-41 because of this project and
Boeing is not seeking any changes to the approval conditions.
PSi7-97-2 for the Boeing Renton Site, Building, 4-86. PSI) -97-2 Condition 2 limits
VOC emissions from Building 4-86 to 242 tpy. Boeing is not seeking to change
that limit with this application; however, the project will result in physical and
operational changes in Building 4-86.
119odel 737 assembly operations primarily occur in Buildings 4-20, 4-21, 4-42, 4-S1,
4-82, and 4-86 and can he grouped as follows:
• Wing Assembly Operations include assembling the upper and lower wing panels.
These operations primarily occur in Buildings 4-20 and 4-21.
« Wing Clean, Seal, Test, and Paint Operations include cleaning the complete wing
assemblies, sealing thein including the interior surfaces of the fuel tank, applying
corrosion inhibiting compounds, testing the fuel tank for leaks, correcting any
leaks, and painting the exterior surfaces. These activities only occur in Building 4-
86.
• Final Assembly Operations include joining the wings and tail assemblies to the
fuselage and adding the necessary electrical systems, hydraulic systems, and
interiors. These operations occur in Buildings 4-81 and 4-82.
• Delivery Operations include final painting, any necessary de -painting, and
preparing the airplane for delivery. These operations occur in Building 4-42 and
the paint hangars. Some airplanes receive their final exterior coating in Building
4-41 Paint Hangar and some in the Building 5-50 paint hangar. Others are flown
offsite because Renton does not have the capacity to apply the final exterior
coating to all the airplanes produced in Renton.
• Combustion Operations include the boilers, heaters, and backup diesel
generators. The boilers are located in Buildings 4-89 and 5-50.
'These operations include the assembli of various sub -assemblies (e.g., wing spars
and wings) from their component parts; the installation of various airplane systems
(e.g;., hydraulic, fuel, electrical) in the sub -assemblies; final assembly of a complete
airplane structure and integration of the airplane systems; the installation of
landing; Hear, engines, and interior components (e.g., seats, sidewalls, partitions);
and functional testing;. 'Fhe main body sections (fuselages) are assembled in Kansas

and are delivered to Boeing Renton by rail. Air emissions primarily occur from
activities such as spray coating, sealing, hand -wipe and flush cleaning, and the use
of miscellaneous adhesives, resins, and other products that contain volatile organic
compounds.
As part of this project, hoeing intends to move wing systems from Building 4-81 into
Building 4-20. In addition, this project includes the installation of new wing riveters, new
Automated Spar Assembly Tools (ASATs), and other assorted tooling. As part of this
project, no new or modified spray booths are planned, and no other emission units would
be added or modified in Building 4-20.
In Building 4-S6), Boeing paints wings that are mostly assembled. Boeing is currently
planning changes for the Building 4-86 configuration; however, because there are
nurnerous options that are contingent on both ongoing process improvement efforts and
other potential process changes, the exact changes that will occur are currently unknown.
There are four distinct operations that occur in Building 4-86, carried out in booths that
are configured differently. These operations (and booth types) are:
Pressure testing, where the wing is cleaned, coated with a leak detection indicator,
pressurized with ammonia, inspected, and cleaned.
Spar painting (with wings in the horizontal position), where the spar cavities
(leading and trailing edges) are hand -wipe cleaned, primed, and painted. This step
also includes application of a Teflon -filled coating on abrasion -prone areas and the
final interior fuel tank coating.
3. Inspar painting (with wings in the vertical position), where the upper and lower
wing skins are sanded, cleaned, primed, and painted. The upper skins are primed
with a standard urethane -compatible, corrosion -resistant primer, and the lower
skins are primed with corrosion -resistant rubberized sealant.
Spar cavity corrosion -inhibiting compound (CIC) (with wings in the horizontal
position), where paraffin -based material is sprayed onto exterior surfaces that are
nornrally not in view.
There are presently fora pressure testing booths, seven horizontal paint booths (four used
for spar paint and three used for CIC application), and four vertical booths (inspar) in
Building 4-86, PSD No 11-02 permitted the construction of an additional vertical booth and
the modification of one of the existing vertical booths.
Proposed actions in the present application include the addition of three new
horizontal booths dedicated to CIC coating, and the conversion of three horizontal
booths (presently used for CIC) into vertical booths for inspar coating. Boeing is
also considering constructing an additional inspar paint booth, but the final decision
on that booth has not been matte; however, it is included in this permit application.
Since there will not be any physical or operational changes to the existing four spar
paint booths or to the four existing or recently permitted (under PSI) No 11-02)
inspar paint booths, they are not being modified for NSU purposes.
Boeing—may also -build a new, approximately 90,000 -square -foot paint hangar at the
Kenton facility. The new hangar will have two paint positions so that two 737s can be
painted at the same time. Each position will have the ability to paint up to 121 airplanes per

year, for a total ot'242 airplanes per year. The nes► hangar located at Apron I) would
reinove approximately 200 parking stalls. Bocing would revise parking and landscaping,

In addition to the chances described above, Boeing intends to make other changes to 737
asserrrbiy operations that are nol expecled to Involve changes to spray booths or other -
emission units. I'hese changes include, but may not be limited to, installing a third airplane
assembly "moving" line in Building 4-82 and relocating associated operations to either
Building 4-20 or Building 4-81; adding; fuselage system installation positions to Building 4-
82; and other miscellaneous assembly tooling. Tattle 1-1 summarises the proposed actions
for cacti building.
