SUMMARY OF REQUEST:
The applicant has submitted an amended Cavalla Preliminary Plat application, shifting the proposed
alley. The application was originally filed with the King County Department of Development and
Environmental Services for Environmental (SEPA) Review and Preliminary Plat approval. The approved
subdivision of the 9.40 acre site totals 49 - lots which will be used for the eventual development of
single family residences; with tracts for stormwater and joint use driveways. The project site is located
within the City's Residential - 4 (R-4) dwelling units per acre zoning designation; however, the project is
vested to King County R-4 zoning designation's development regulations.
As part of a previously approved minor modification the applicant proposed the utilization of King
County Transfer of Development Rights (TDR's), KCC 21A_37, which allowed the applicant to use the
development regulations of the next higher King County zoning classification; R-6. The proposed density
of the project is 5.21 dwelling units per gross acre; an 11 -lot increase by utilizing this provision.
The project site is located between 162nd Ave SE on the west and 164th Ave SE on the east; and south
of SE 137th PI on the north and SE 140th St on the south. Access is proposed via 162nd Ave SE and a
dedicated extension of 164th Ave SE which is proposed to be improved as part of the plat
improvements. Primary internal access is proposed via two new public streets; Road A and B. The
applicant is also proposing an 18 -foot wide alley for the rear loading of the smaller tiered interior lots
(Lots 31-49). The proposed amendment is to shift the alley south by approximately seven feet. In doing
so the depth of Lots 31-40 would decrease and Lots 41-49 would increase.

alley to the south approximately seven feet, Project Number LUA12-000243, MOD (as shown in
Exhibit 1), is approved and subject to the following conditions of approval:
1. Prior to the application for the Final Plat, 3 full size copies and a 8 % x 11 inch reduction
of a final plat plan shall be submitted to the Planning Division project manager.
2. The applicant is advised that all code requirements and conditions of plat approval are
still applicable to the development of the site in addition to mitigations measures issued
as part of the SEPA. The applicant should also understand that Environmental SEPA
Review may be required for future modifications to the plat plan.

On behalf of DR Horton, we are requesting review and approval of a minor plat amendment for the
preliminary plat of Cavalla pursuant to RMC 4-7-080(M)(3). For your use, I have enclosed the following:
1. Three (3) copies of the revised preliminary plat dated December 7, 2012 prepared by
Barghausen Consulting Engineers, Inc.
2. Three (3) copies of the project narrative
3. One (1) check made payable to the City of Renton in the amount of $103
As you know, the project is under construction and it is my understanding that Daniel K. Balmelli, P -E., of
Barghausen Consulting Engineers, Inc. and Jennifer Reiner, P.E., of DR Horton met with you and
discussed the minor changes to the depths of Lots 31 through 40 to accommodate their proposed house
product. In general, Tract B (Alley) was moved south by approximately 7 feet. In doing so, the depth of
Lots 41 through 40 increased and the depth of Lots 31 through 40 decreased. The lot areas for these lots
were revised accordingly, however, in no case have the proposed revisions reduced the lot area for any
lot below the minimum allowed in the vested King County R-4 zoning classification (a minimum lot area of
3,000 square feet).

Cavalla "Minor" Plat Amendment

PROJET HISTORY:
The project site was originally submitted to King County and was considered a complete application and
therefore a vested application. Before this plat was reviewed by the King County Hearing Examiner the
property was annexed into the City of Renton as part of the Liberty Annexation in 2008. Based on
comments regarding access for the property (including the use of private alleys), the project layout was
revised which resulted in 49 lots on 9.40 acres utilizing the King County Transfer of Development Rights
(TDB's).
On March 1, 2010 the City of Renton Hearing Examiner recommended approval of the Plat of Cavalla
and on April 26, 2010 the Renton City Council adopted the recommendation of the hearing examiner to
approve the preliminary plat.
In May and August of 2012, the City of Renton approved the clear/grade permit and road/storm plans for
the Plat of Cavalla and construction started soon thereafter. The site is currently under construction with
all of the grading and majority of the underground utilities (including offsite) have been completed.
PROPOSED AMENDMENT:
On behalf of D.R. Horton, we are requesting review and approval of a minor plat amendment for the
preliminary Plat of Cavalla pursuant to RMC 4-7-080(M)(3).
The proposed minor changes to the preliminary plat only affect the depth of lots 31 thru 40 to
accommodate the proposed house product by the owner/applicant. In general, Tract B (Alley) was
moved south by approximately 7 feet. In doing so, the depth of lots 41 through 40 increased and the
depth of lots 31 through 40 decreased. In doing so, the lot areas for these lots were revised accordingly.
However, in no case has the proposed revision reduced the lot area of any lot below the minimum
allowed per the vested King County R-4 Zoning Classification (minimum lot area: 3,000 square feet). No
other changes to the approved preliminary plat are being proposed at this time.
