EXEMPTION JUSTIFICATION: Pursuant to RMC 4-3-0S0.S.a.ii, Exempt Activities
Permitted within Critical Areas and Associated Buffers; Conservation, Enhancement, Education
and Related Activities of the Critical Areas Regulations):
ii. Enhancement activities as defined in chapter 4-11 RMC:
ENHANCEMENT ACTIVITIES: Removal of noxious or intrusive species, plantings of
appropriate native species and/or removol of diseosed or decaying trees which pose 0 clear
and imminent threat to life or property. Enhancement activities shall nat involve the use af
mechanical equipment. Enhancement activities may include the removal of pests which pose
a clear danger to public health provided that such danger is certified by the King Caunty
Department of Public Health.

FINDINGS: The proposed development is consistent with the following findings pursuant to
RMC Section 4-3-0S0C.5:
1. The activity is not prohibited by this or any other chapter of the RMC or state or federal
law or regulation.
2. The activity will be conducted using best management practices as specified by industry
standards or applicable Federal agencies or scientific principles if submitted plans are
followed and the conditions of approval of this exemption are met.
3. Impacts will be minimized and disturbed areas will be immediately restored, if
submitted plans are followed and the conditions of approval of this exemption are met.
4. Where buffer disturbance occurs during construction or other activities in accordance
with this exemption, the site will be revegetated with native vegetation as required as a
condition of approval for this exemption.
5. All removed trees shall be retained as large woody debris in the stream/buffer corridor,
where feasible.
DECISION: An exemption from the critical areas regulations is approved for the one-time
removal of blackberries, brambles, weeds and trash from the buffer of Soos Creek on the
property located at 16618 111th Ave SE during 2011. This approval does not authorize the use
of heavy equipment within the buffer, and disturbed areas must be immediately restored. In
addition, this approval does not authorize the construction of a road or driveway within the
buffer.

I have completed a preliminary review for the above-referenced proposal. The following comments are
based on the pre-application submittal made to the City of Renton by the applicant.
General Comments
1. Erosion control will be required.
2. If the work is allowed under the critical areas exemption, a public works permit and/or a building
permit may be required if the cut along the hillside results in construction of a wall or rockery over four
feet high.
3. If the project results greater than 2,000 square feet of new and/or replaced impervious or creates
greater than 7,000 square feet of new pervious surface, drainage review will be required in accordance
with the 2009 King County Surface Water Design Manual.

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and permitting
issues are based on the pre-application submittals made to the City of Renton by the applicant
and the codes in effect on the date of review. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official
decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator,
Public Works Administrator, Planning Director, Development Services Director, and City
Council). Review comments may also need to be revised based on site planning and other
design changes required by City staff or made by the applicant. The applicant is encouraged to
review all applicable sections of the Renton Municipal Code. The Development Regulations are
available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall
or online at www.rentonwa.gov
Project Proposal: The subject property is located on the east side of 111'h Ave SE just north of SE
168'h St at 16618 -I11th Ave SE. The project site totals 1.54 acres (67,209 square feet) in area
and is located within the Residential-4 du/ac (R-4) zoning designation. The pre-application
packet indicates that the proposal is to extend an existing driveway 200 lineal feet, into a loop
system, in order to accommodate refuse and recycle pickup. The proposal would require 35
cubic yards of fill to be brought to the site. The headwater, for Soos Creek, is located on the
southwestern portion of the site. There also may be wetlands located on site. The applicant is
proposing buffer enhancement, in the form of blackberry removal, through the use of a back-
hoe. There is a 2,090 square foot single family residence, constructed in 1952, which would
remain with no alteration.
Current Use: The property currently contains an existing single family residence which would
not be impacted as part ofthe proposal.
Tree Preservation - A tree inventory and a tree retention plan along with a tree retention
worksheet shall be provided with a critical area exemption application. The tree retention plan
must show preservation of at least 30 percent of Significant trees on site. If the trees cannot
be retained, they may be replaced with minimum 2 inch caliper trees at a rate of six to one.
Access -Driveway widths are limited by the driveway standards, in RMC 4-40801.

The maximum width of single loaded garage driveways shall not exceed 9 feet and double
loaded garage driveways shall not exceed 16 feet. Maximum driveway slopes shall not exceed
15 percent; provided, that driveways exceeding 8 percent shall provide slotted drains at the
lower end with positive drainage discharge to restrict runoff from entering the
garage/residence or crossing any public sidewalk. In order to exceed a 15 percent slope for
the drivewav, a variance would be required.
Critical Areas: The headwater for 5005 Creek is located on the southwestern portion of the site.
The creek is classified as a Class 4 stream, at this location, which requires a 35-foot buffer. The
proposal includes the removal of blackberries within the stream buffer. The applicant would be
required to submit a stream delineation and construct a split-rail fence along the buffer edge as
part of the enhancement.
There is also potential that wetlands may exist on the subject site. The applicant will be
required to provide a preliminary reconnaissance of potential wetlands on-site, and if
wetlands are present, delineation and a report will be required. The City's approved
consultant list is enclosed in an information packet. If there is any other indication of critical
areas on the site, this must be disclosed to the City prior to development and appropriate
studies must be undertaken.
Environmental Review
The proposal would be exempt from Environmental 'SEPA' Review.
Permit Requirements
The proposal would require an application for Critical Area Exemption. The proposed Exemption
would be processed within an estimated time frame of 2 weeks for approval. There is no cost
for the critical area exemption. Detailed information regarding the land use application
submittal is provided in the attached handouts.
In addition to the required land use permits, separate construction, building and sign permits
would be required. The review of these permits may occur concurrently with the review of
the land use permits, but cannot be issued prior to the completion of any appeal periods.

Project Narrative: Please provide 5 copies of a letter addressed to the Planning Division
referencing the project location and proposed project name, requesting preliminary review and
indicating specific questions or any area(s} of concern. The letter should include your phone
number and describe the proposed project in DETAIL. Discuss the current use(s} of the site and
any existing improvements as well as the proposed use(s} of the property and the scope of the
project and proposed improvements.
Vicinity Map: Please provide 5 copies of a vicinity map at a scale of 1" = 200' or 1" to 1 00' (see
sample on following page). The map should highlight the property, and include a north arrow
(oriented to the top of the paper/plan sheet), the scale used for the map. Kroll Map Company
(206-448-6277) produces maps of this type.
Site Plan: Please provide 5 copies of a detailed site plan--or plat map in the case of subdivision
proposals--drawn at a legible scale appropriate to the size of the site. We suggest the map show
the following:
o Parcel number or street address
o Date, scale, and north arrow (oriented to the top of the paper/plan sheet)
o Subject property with all property lines, adjacent streets and easements dimensioned
and identified. Be sure to use City of Renton and not King County street names
o Location, dimensions and property line setbacks of existing and proposed structures,
parking and loading areas, driveways, and landscape areas
o Location of existing driveways adjacent to the subject property or on the opposite
side facing the subject property
o Existing public improvements including: curbs, gutters, sidewalks fire hydrants
o Generalized utilities plan, drainage and storm water run-off provisions, (if available)
o Natural features such as streams, lakes, and wetlands
o Topography-existing and proposed contours shown at intervals not greater than 5'
o Building(s} square footage, type of construction and description of use/occupancy.

APPLICABILITY OF EXEMPTIONS: The following is a general list of activities that may be exempt from the critical
areas regulations. More specific descriptions of the activities are contained in the Critical Areas Regulations. Some
