Please find attached the documents listed above supporting our request to remove and replace an existing tree at the
Salvation Army Renton Corps. The Salvation Army Renton Corps Expansion project is currently under construction and
during this process, the Contractor brought to our attention that the existing twin birch tree at the Southwest corner of the
site did not look healthy. The Salvation Army hired an arborist that visited the site and provided a report that stated the
twin birch tree was at the end of its useful life, and is damage and structurally comprised.
We are requesting the removal of the twin birch tree and will replace it with a minimum 2" caliper tree per the attached
revised drawings. As the project site work is about to begin, and the tree is impeding the surrounding proposed site work,
we would like to remove the tree immediately.
Additionally, the revised drawings show the required screening around the outdoor mechanical unit.
Please let us know if you have any questions regarding this issue.

Dear Captain Aird ,
Recently I visited with you at your construction project at 720 South Tobin Street in
Renton , 98057. We met there to look at the trees that are impacted by the
construction. I've attached edited photos and an edited site pian that show the two
trees that we inspected most closely. They are : 1.) a twin Birch with trunk diameters of
12 inches and 12 inches , and 2.) a Red Maple , with a diameter of 25 inches.
The twin Birch has reached the end of it's usefull life , and is damaged and
structurally compromised. It poses a hazard now , and moreso as the project continues.
I recommend it's immediate removal as a hazard. The Red Maple is strong enough in it's
current condition to survive well past the end of the project. These

Intensity.
The applicant has requested a shorineemption for the upgrades on the exterior of the

requesting Preliminary Plat approval for a 20 -lot subdivision on a 3.53 -acre site. The subject property is
located at the intersection of SE 95th Way and Duvall Ave NE and abuts the King County boundary to the
north. The proposal went before the City's Hearing Examiner, on February 1, 2005, for a 22 -lot
preliminary plat and approval was granted on April 18, 2005 (LUA04-100) subject to conditions including

I am an active member of the Salvation Army Church and Community Service organization. As an active member I see
the impact that the Salvation Army has on the Community as a whole.
For many years the Salvation Army has had an after School program for the children in the community. This is a safe
haven where school age children can go after school and receive a snack and help with their homework until their
parents can come and pick them up. l have personally seen this program grow in size as the Salvation Army has added
more services for the Children, such as free music lessons which include a loaner instruments. Also the need has grown
as more families move into the area.
The Salvation Army Renton Corps also offers troops to all children of school age. The troops are held on Thursday
evening and help the children learn social and economic skills. As they learn things like cooking, sewing, navigating a
hike through the woods, camping, photography, survival and many other things that will help them in their day to day
lives and beyond, their needs continue to grow. As the needs continue to grow so does the need for a larger facility so
that we may continue to help and nurture these children.
Another big need in the community that has been satisfied, for the time being, is a hot evening meal all year long for the
homeless and low income residence of Renton. The Salvation Army has served these folks, without fail 4 nights a week,
52 weeks out of the year. But as this program also grows, we see the need for even more services. Some of these
people have no place to wash their clothes or take a hot shower. They are left to washing a few things out in the
bathroom sink when they come to dinner and washing up with a wet paper towel.
Not cnly has our Community Service programs grown by leaps and bounds but so has the Church membership. Over the.
past 5 years our Church has more than doubled in size. This is a good thing, but we are literally busting at the seams. I
write this letter as an encouragement to the City of Renton Community to allow the expansion of The Salvation Army
Church and Community Center so that we can continue to grow our services and serve The Renton community to the
fullest of our ability.

I have completed the review for the above -referenced proposal for a building addition, all in Sect. 17
Twp 23 N Rng 5 E. T. The following comments are based on the submittal made to the City of Renton by
the applicant_
EXISTING CONDITIONS
WATER: This project is served by the City of Renton. It is in the 196 Water Pressure Zone. The
static water pressure at the street level is approximately 69 psi. There is an existing 8"
Cl (see City of Renton water drawing #W-0654) and an existing 4" Ci watermain in
Burnett Ave S. There is an existing 24" DI water main in 5 Tobin St.
SEWER: There is an existing 8" sanitary sewer main in S Tillicum St.
STORM: There are storm drainage facilities in both S Tobin St and S Tillicum St.
CODE REQUIREMENTS
WATER
1. Perthe City of Renton Fire Marshal, the preliminary fire flow is 2,000 gpm. Two fire hydrants are
required; one within 150 feet, and one within 300 feet of the building. Any existing hydrants used to
satisfy the requirements shall meet current fire code including 5 -inch storz fittings.
Z_ Also per the Fire Marshal, an approved fire sprinkler and fire alarm systems are required throughout
the building, both new and existing.
3. A Fire Service Fee based on the size of the fire water service line will be collected at the time a
construction permit is issued. Per City of Renton code, the lateral spacing of fire hydrants shall be
predicated on hydrants being located at street intersections.
4. A Reduced Pressure Backflow Prevention Assembly (RPBA) will be required behind each domestic
water meter_ The RPBAs shall be installed in an above -ground "Hot -Box" per City standard plan number
350.2.
5. Installation of a DDCVA on the fire service line is required. The City has a standard detail for
installation inside the building if it's proposed in the project design. If an inside DDCVA is installed, it

must 'Lie located in a room that has outside ingress. in addition, the distance from the main to the
DDCVA shall not exceed 50 feet.
6. Water System Development Charges (SDC) are based on the size of the (each and all) water meter(s).
These fees are triggered by an additional water meter or upsizing an existing water meter. These fees
are collected at the time a construction permit is Issued. if there is no construction permit, then fees are
collected prior to the issuance of the building permit.
SEWER
1. The applicant submitted a conceptual utility plan showing the location of a sanitary sidesewer.
2. Any use ;n the building shall require the installation of a grease interceptor or oil/water separator as
determined at the time of plan review.
3. Sanitary Sewer System Development Charges (SDC) are based on any and all domestic water meters.
These fees are collected at the time a construction permit is issued_ SDCs are triggered if there is an
increase in the domestic water meter size.
STORM
1. The project is required to comply with the new City of Renton Amendments to the 2009 King County
Surface Water Design Manual. A conceptual drainage plan and report was submitted with the formal
application. Per the report, the project will comply with City of Renton Amendments to the 2009 King
County Surface Water Design Manual.
3. Plans will be reviewed in detail prior to issuance of a construction permit, f0owing the land use
process.
4. Payment of Surface Water System Development Charges of $0.405 per square foot of new
impervious area will be required. This fee is collected pdorto the issuance of the construction permit.
STREET IMPROVEMENTS
1. Construction of a commercial building will trigger a separate review.
2. Installation of street improvements will be required across the full frontage of the public right-of-way
of Burnett Ave S., S. Tobin St, and Williams Ave S.
3. Staff would support a street modification to keep the existing improvements on WOHams Ave S.,
Burnett Ave 5., and S. Tobin St.
4. Transportation mitigation fees may be triggered and calculated, and would be due prior to issuance
of the building permit.
GENERAL COMMENTS
1. All required utility, drainage, and street improvements wiH require separate plan submittals prepared

We have reviewed street improvement requirements for your proposed development on the
north side of S. Tobin St, between Williams Av S and Burnett Av S.; and determined that a
modification from the code standards is warranted. The three adjacent streets are currently

fully improved with curb, gutter and sidewalks that are not fully compliant with the dimensional
requirements of current City street standards. The property also is bordered on the north by a

small paved roadway with right-of-way addressed as S. Tillicum St. The S. Tillicum St right-of-

street improvements by City code. Based on the small scale of the proposed development and

The City of Renton Comprehensive Plan contains a Human Services Element with a goal to
create a community in which all members have the opportunity to meet their basic physical,
economic, and social needs, for the enhancement of their quality of life. Human Services are
services and strategies that: support vulnerable or "at risk" individuals and families in times of
needs; address the social conditions that make people vulnerable or put them at risk; and foster
an effective and efficient system of services. The Salvation Army Renton Corps building provides
human services that are necessary to the surrounding community. One of these services is the
Renton Community Supper that provides the homeless and hungry with a free meal and a warm
place to enjoy it. There are many youth programs at the building also, including B.O.O.S.T_ After
School Care, Girl Guards, Boy Scouts, Vacation Bible School, Summer Day Camp, and Teen
Ministries.
Currently, the after school youth programs and the Community Supper cannot occur
simultaneously due to physical constraints of the existing building, namely the inability to
segregate the two populations served. The new building addition and renovation will allow the
children and homeless adults to enter the building at the same time and not cross paths while
using the separate areas of the building. The children and adults need to be separated because
child safety is of paramount importance to the Salvation Army. Additionally, there will be
expanded classroom space for youth programs and shower facilities for homeless persons
attending the Community Supper. The human services provided in the building will function better
and will be able to reach more people in need.
While the building and its use as Church, Welfare, and Religious Services has been at this
location since 1985, it is no longer a conforming use per the City of Renton Code.
appropriate location
The Salvation Army Renton Corps building is located within the Renton downtown redevelopment
area. The building was built in 1985 and is centrally located between the 1-405 freeway and
Rainier Ave South that becomes highway 167. The site is currently surrounded by multi -family
apartments to the North and South, single-family homes to the South and a commercial building
to the East. It is within walking distance of the bus routes on South 211d and 3rd Streets to the

South, the Cedar River Trail to the East and the Renton High School to the West. The building is
accessible by foot for students attending the after school programs and homeless persons
participating in the Community Supper. The surrounding neighborhood is very walkable and
allows many of the students and Community Supper participants to walk to the site also.

We believe the proposed work will have a positive effect on the adjacent properties. The proposed
building addition will demolish an existing exterior site wall that serves as trash and recycling
screen and a patio and the site wall that surrounds it. The addition will have a new pedestrian
focused entry at the corner of Burnett Avenue South and South Tobin Street that will serve as the
main entrance for the youth programs. The trash and recycling area is proposed to be enclosed
within the building and no longer in public view along the street. The existing patio is proposed to
be replaced by new landscaping that will be visible from the surrounding streets and sidewalks.
The West side of the building will have a more public presence that will welcome youth into the
building. The dedicated entry for the Community Supper will ensure any queuing that concurrently
occurs with the Youth Programs, will remain separate from the Youth entrance. The proposed
building addition is only 1,384 square feet and will blend seamlessly into the existing building.

I have completed the review for the above -referenced proposal for a building addition, all in Sect. 17
Twp 23 N Rng 5 E. T. The following comments are based on the submittal made to the City of Renton by
the applicant.
EXISTING CONDITIONS
WATER: This project is served by the City of Renton. It is in the 196 Water Pressure Zone. The
static water pressure at the street level is approximately 69 psi. There is an existing S"
Cl (see City of Renton water drawing #W-0654) and an existing 4" CI watermain in
Burnett Ave S. There is an existing 24" DI water main in S Tobin St.
SEWER: There is an existing 8" sanitary sewer main in S Tillicum St.
STORM: There are storm drainage facilities in both S Tobin St and S Tillicum St.
CODE REQUIREMENTS
WATER
1. Per the City of Renton Fire Marshal, the preliminary fire flow is 2,000 gpm. Two fire hydrants are
required; one within 150 feet, and one within 300 feet of the building. Any existing hydrants used to
satisfy the requirements shall meet current fire code including 5 -inch storz fittings.
2. Also per the Fire Marshal, an approved fire sprinkler and fire alarm systems are required throughout
the building, both new and existing.
3. A Fire Service Fee based on the size of the fire water service line will be collected at the time a
construction permit is issued. Per City of Renton code, the lateral spacing of fire hydrants shall be
predicated on hydrants being located at street intersections.
4. A Reduced Pressure Backflow Prevention Assembly (RPBA) will be required behind each domestic
water meter. The RPBAs shall be installed in an above -ground "Hot -Box" per City standard plan number
350.2.
S. Installation of a DDCVA on the fire service line is required. The City has a standard detail for
installation inside the building if it's proposed in the project design. If an inside DDCVA is installed, it

must be located in a room that has outside ingress. In addition, the distance from the main to the
DDCVA shall not exceed 50 feet.
6. Water System Development Charges (SDC) are based on the size of the (each and all) water meter(s).
These fees are triggered by an additional water meter or upsizing an existing water meter. These fees
are collected at the time a construction permit is issued. If there is no construction permit, then fees are
collected prior to the issuance of the building permit.
SEWER
1. The applicant submitted a conceptual utility pian showing the location of a sanitary sidesewer.
2. Any use in the building shall require the installation of a grease interceptor or oil/water separator as
determined at the time of plan review.
3. Sanitary Sewer System Development Charges (SDC) are based on any and all domestic water meters.
These fees are collected at the time a construction permit is issued. SDCs are triggered if there is an
increase in the domestic water meter size.
STORM
1. The project is required to comply with the new City of Renton Amendments to the 2009 King County
Surface Water Design Manual. A conceptual drainage plan and report was submitted with the formal
application. Per the report, the project will comply with City of Renton Amendments to the 2009 King
County Surface Water Design Manual,
3. Plans will be reviewed in detail prior to issuance of a construction permit, following the land use
process.
4. Payment of Surface Water System Development Charges of $0.405 per square foot of new

Re: Support of The Salvation Army Renton Corps Expansion.
Department of Community & Economics,
I am an active member of the Salvation Army Church and Community Service organization. As an active member I see
the impact that the Salvation Army has on the Community as a whole.
For many years the Salvation Army has had an after School program for the children in the community. This is a safe
haven where school age children can go after school and receive a snack and help with their homework until their
parents can come and pick them up. I have personally seen this program grow in size as the Salvation Army has added
more services for the Children, such as free music lessons which include a loaner instruments. Also the need has grown
as more families move into the area.
The Salvation Army Renton Corps also offers troops to all children of school age. The troops are held on Thursday
evening and help the children learn social and economic skills. As they learn things like cooking, sewing, navigating a
hike through the woods, camping, photography, survival and many other things that will help them in their day to day
lives and beyond, their needs continue to grow. As the needs continue to grow so does the need for a larger facility so
that we may continue to help and nurture these children.
Another big need in the community that has been satisfied, for the time being, is a hot evening meal all year long for the
homeless and low income residence of Renton. The Salvation Army has served these folks, without fail 4 nights a week,
52 weeks out of the year. But as this program also grows, we see the need for even more services. Some of these
people have no place to wash their clothes or take a hot shower. They are left to washing a few things out in the
bathroom sink when they come to dinner and washing up with a wet paper towel.
Not only has our Community Service programs grown by leaps and bounds but so has the Church membership. Over the
past 5 years our Church has more than doubled in size. This is a good thing, but we are literally busting at the seams. I
write this letter as an encouragement to the City of Renton Community to allow the expansion of The Salvation Army
Church and Community Center so that we can continue to grow our services and serve The Renton community to the
fullest of our ability.

1. Fire mitigation fees are applicable at the rate of $0.52 per square foot of commercial
space. This fee is paid at time of building permit issuance.
Code Related Comments:
1. The preliminary fire flow is 2,000 gpm. Two fire hydrants are required. One within
150 -feet and one within 300 -feet of the building. It appears adequate fire flow is
available on South Tobin Street from an existing 24 -inch water main. Any existing
hydrants used to satisfy the requirements shall meet current fire code including 5 -
inch storz fittings.
2. Approved fire sprinkler and fire alarm systems are required throughout the building,
both new and existing. Direct outside access is required to fire sprinkler control room.
Alarm system is requied to be fully addressable and full detection required. Separate
plans and permits required by the fire department.
3. Fire department apparatus access roadways are adequate.
4. An electronic site plan is required prior to occupancy for pre -fire planning purposes.

1966. It's our understanding that they have occupied the site since this time. The existing building was built at a later date in 1983.

We received the letter from you for the CUP hearing today. We met with the Salvation Army this morning and have a few questions

PROJECT DESCRIPTION: The applicant is requesting a Condition Use Permit to continue and expand
the existing Salvation Army Renton Corp. building located at 720 S Tobin Street. The Salvation Army is currently
occupying the building and includes a chapel, fellowship hall, kitchen, community classrooms, meeting room and offices.
The applicant is proposing to expand the existing 7,661 square foot building by 1,384 square feet and renovate the
interior of the existing building. The proposed expansion would not change the use at the existing facility but would
bring the building up to current Building and Fire codes as well as provide additional space for their services. The site is
located in the Residential Multi -Family Urban zone and is 18,835 square feet in size. In addition, the site is located within
the Shoreline of the Cedar River, Reach B which is designated Shoreline High Intensity. The applicant has requested a
Shoreline Exemption For proposed building upgrades. Access to the site would be gained off of both S Tillicum Street and
S Tobin Street. The proposed project would remove one existing tree. A Stormwater Report was submitted with the
application.

General: We have completed a preliminary review of the pre -application for the above -
referenced development proposal. The following comments on development and permitting
issues are based on the pre -application submittals made to the City of Renton by the applicant
and the codes in effect on the date of review. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official
decision -makers (e.g., Hearing Examiner, Planning Director, Public Works Administrator,
Development Services Director and City Council). Review comments may also need to be
revised based on site planning and other design changes required by City staff or made by the
applicant. The applicant is encouraged to review all applicable sections of the Renton
Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax,
from the Finance Division on the first floorof City Hall or online at www.rentonwa.gov
Project Proposal
The subject property is located at 720 South Tobin Street; parcel No. 000720-0140. The project
site totals 18,846 square feet in area and is zoned Residential Multi -Family— Urban Center (RM -
U). The applicant- has proposed to expand the existing Salvation Army building. The expansion
would include a multi-purpose room, three classrooms, a computer room, both men and
women's restrooms, a teen room, and an entry vestibule. Overall the total expansion would be
1,394 square feet; additional remodel work would impact an additional 2,250 square feet of the
interior of the existing building_ After the addition, parking is proposed to remain the same as
well as site access.
Current Use: A 7,661 square foot Salvation Army building.
Consistency with the Comprehensive Plan: The existing development is located within the
Urban Center Downtown (UC -D) Comprehensive Plan Land Use designation.
Zoning designation: and consistency of land use: The subject property is located in the
Residential Multi -Family — Urban Center (RM -U) zoning designation, in Urb esi n District A.
In the RM -U zone, Service &' Social Organizations are permitted with an approved Hearing
Examiner Conditional Use Permit. In the Urban Design Overlay, development projects must
follow the design standards for their district (RMC 4-3-100, "Urban Design regulations"). The

Urban Design Regulations are attached to the development standards handout, included in the
folder of information given to the applicant at the pre -application meeting. The design review
would take place when the project is submitted for permit review.
Development Standards: The following standards apply to new development on the site. A
copy of the development standards, RMC 4-2-3.10A, can be found in the packet given to the
applicant at the pre -application meeting.
Density - The minimum housing density in the RM -U zone is 25 units per acre and the maximum
is 75 un its per acre. No dwelling units are proposed; therefore density requirements are not.

Setbacks —Setbacks are the distance between the building and the property line or any private
access easement. The minimum front yard setback for the subject lot in the RM -U is five feet,
with a provision that it may be reduced if additional amenities are provided in exchange.

standards.
Lot coverage --The RM -U zone allows a maximum building coverage of 75% and a maximum
impervious surface area of 85% of the total lot area. Based on the provided information, the
building coverage would be approximately 48 percent, which would be less than the maximum
build€ng coverage. However, there was not enough information for staff to determine
compliance with imperious surface coverage. At time of land use permit application, detailed
information shall be submitted evaluating building and impervious coverage.
Access and parking: Street parking, loading areas, and driveways shall be provided in
accordance with the provisions of the current parking regulations (enclosed).

Refuse and Recycling Areas— Refuse and recycling areas need to meet the requirements of
RMC 4-4-090, "Refuse and Recyclables Standards" (enclosed).
In retail developments, a minimum of three square feet per every .1,000 square feet of building
gross floor area shall be provided for recyclables deposit areas and a minimum of six square
feet per 1,000 square feet of building gross floor area shall be provided for refuse deposit
areas. A total minimum area of 100 square feet shall be provided for recycling and refuse
deposit areas. Based on the provided proposal; the Salvation Army would require
27.17square feet (3,055 X 3 / 1000 = 27.17) of recyclables deposit area and 54.33 square feet
(9,055 X 6/1000 = 54.33) of refuse deposit areas. Because the total required area for refuse
and recycling is less then the minimum 100 square feet required the proposal would require
100 square feet for recycling and refuse deposit areas. As proposed, there is 53 square feet
which is less than the minimum requirement

Permit Requirements: An Hearing Examiner Conditional Use permit and any associated
building/construction permits would be required for the project. The Conditional Use permit
process would take an estimated time frame of 6 - 8 weeks. However, if a Shoreline Substantial
Development Permit is required the permit review process would be extended by an additional
3 -- 4 weeks. +
The application fee would be $2,000 for the Hearing Examiner Conditional Use Permit. Detailed
information regarding the land use application submittal requirements is provided in the
attached handouts.
*Once the application materials are complete, the applicant is strongly encouraged to
have one copy of the application materials pre-screened at the 6t` floor front counter

Fees: In addition to the fees for review of the land -use, construction and building permits, the
following fees would be required prior to issuance of building permit.
• A Transportation Mitigation Fee based on $75.00 per each new average daily trip
attributable to the project, calculated based on the institute of Transportation Engineers
(ITE) Manual, Fifth Edition.
• A Fire Mitigation Fee based on $0.52 per Building square foot.

Expiration and Extensions: Once an application has been approved, the applicant has two years
to comply with all conditions of approval and to apply for any necessary {permits before the
approval becomes null and void. The approval body that approved the original application may
grant a single one-year extension. The approval body may require a public hearing for such
extension.

The site of the Salvation Army Renton Corp building is primarily flat, sloping from elevations of 37
to 38 feet across the site. There are a number of existing trees surrounding the existing building.
Part of the site is within 200 feet of the Cedar River to the Northeast of the site. Exterior
construction that is occurring within 200 feet of the Cedar River is limited to a small area of new
roofing and infill of two existing windows. The total estimated construction cost for this work is
$1,800.
soil type & drainage
The soil type is fill over alluvium (river deposits), both have a medium hydraulic
conductivity/permeability. The typical drainage pattern for the site, other than the roof area,
consists of sheet flow to either a catch basin in the East parking lot or a catch basin in the loading
area on the West side of the site.
proposed use
The proposed use is an expansion of the existing non -confirming use. We are proposing a 1,384
sf addition, 2,250 sf renovation and installation of a new sprinkler and alarm system to the existing

Renton Corps Salvation Army building_ The proposed expansion will provide additional space for
programs and reconfigure the existing building to better serve the current uses of a Community
Supper meal program for homeless persons, an after school program for youth.
The site of the proposed building addition currently contains a small parking lot with a portable
storage unit and a trash/recycling area to the west of the existing building. To the west of the
proposed building addition is Burnett Avenue_ To the south is South Tobin Street, the primary
street that the building fronts. To the north is South Tillicum Street, a smaller access road. The
proposed building will be setback from the side street of Burnett by 20 feet and to the front and
back streets of Tobin and Tillicum by 5 feet. We are presuming that the "front" yard will be
based on addressing (720 S. Tobin St). The existing parking at the east side of the site is not
being modified.
The proposed building expansion will contain the relocated Multi -Purpose Room, and 4
Classrooms. The expansion also includes men and women's toilet rooms, entry vestibule and
corridor. The trash/recycling area is proposed to be relocated to the northwest corner of the
building within the setbacks, and trash pickup will occur from S Tillicum St. The renovation also
includes a proposed operable wall between the existing fellowship hall and existing chapel; and
a reconfiguration of the existing fellowship hall to allow for new windows on the south wall and
new storage located on the north and west walls of the room.
The existing building does not currently have a sprinkler system. The proposed scope of work
for this project includes the installation of a full sprinkler system and fully addressable fire alarm
system in both the existing building and the addition. The existing building is construction type
VB, however, the proposed building expansion new sprinkler system will upgrade the whole
building to construction type VA_

Currently, the existing building is accessed from the East Parking lot. The proposed addition
includes a new entrance on the West side for the Youth Programs. The Community Supper
participants will continue to enter the building through the existing South Entrance. The
administrative staff and infrequent visitors will use the existing East entrance.

The construction cost for the proposed building addition, renovation and landscaping has been
estimated by the project General Contractor to be approximately $650,000.

enough to allow for a 15 foot high door. The trash and recycling is proposed to be manually
brought out to the street curb by a Salvation Army employee on collection day.

existing building is 131 feet from the edge of the Cedar River. The proposed building addition is
213 feet from the edge of the Cedar River. There will be minor exterior work associated with the
proposed building renovation including filling in two windows on the north exterior building
elevation and replacing some of the existing roof framing and metal roof. The proposed work
within 200 feet of the Cedar River will be less than $5,000 in construction cost.

The existing shoreline of the Cedar River contains the Cedar River trail and is not part of the
Salvation Army Renton Corps property site. The Cedar River trail is a brick walking and bike path
along the bank of the river. There is approximately two feet of natural vegetation between the trail
and the river.

The City of Renton Comprehensive Plan contains a Human Services Element with a goal to
create a community in which all members have the opportunity to meet their basic physical,
economic, and social needs, for the enhancement of their quality of life. Human Services are
services and strategies that: support vulnerable or "at risk" individuals and families in times of
needs; address the social conditions that make people vulnerable or put them at risk; and foster
an effective and efficient system of services. The Salvation Army Renton Corps building provides
human services that are necessary to the surrounding community. One of these services is the
Renton Community Supper that provides the homeless and hungry with a free meal and a warm
place to enjoy it. There are many youth programs at the building also, including B.O.O.S.T. After
School Care, Girl Guards, Boy Scouts, Vacation Bible School, Summer Day Camp, and Teen
Ministries.
Currently, the after school youth programs and the Community Supper cannot occur
simultaneously due to physical constraints of the existing building, namely the inability to
segregate the two populations served. The new building addition and renovation will allow the
children and homeless adults to enter the building at the same time and not cross paths while
using the separate areas of the building. The children and adults need to be separated because
child safety is of paramount importance to the Salvation Army. Additionally, there will be
expanded classroom space for youth programs and shower facilities for homeless persons
attending the Community Supper. The human services provided in the building will function better
and will be able to reach more people in need.
While the building and its use as Church, Welfare, and Religious Services has been at this
location since 1985, it is no longer a conforming use per the City of Renton Code.

The Salvation Army Renton Corps building is located within the Renton downtown redevelopment
area. The building was built in 1985 and is centrally located between the 1-405 freeway and
Rainier Ave South that becomes highway 167. The site is currently surrounded by multi -family
apartments to the North and South, single-family homes to the South and a commercial building
to the East. It is within walking distance of the bus routes on South 2nd and 3rd Streets to the
South, the Cedar diver Trail to the East and the Renton High School to the West. The building is
accessible by foot for students attending the after school programs and homeless persons
participating in the Community Supper. The surrounding neighborhood is very walkable and
allows many of the students and Community Supper participants to walk to the site also.
effect on adjacent properties
We believe the proposed work will have a positive effect on the adjacent properties. The proposed
building addition will demolish an existing exterior site wall that serves as trash and recycling
screen and a patio and the site wall that surrounds it. The addition will have a new pedestrian
focused entry at the corner of Burnett Avenue South and South Tobin Street that will serve as the
main entrance for the youth programs. The trash and recycling area is proposed to be enclosed
within the building and no longer in public view along the street. The existing patio is proposed to
be replaced by new landscaping that will be visible from the surrounding streets and sidewalks.
The West side of the building will have a more public presence that will welcome youth into the
building_ The dedicated entry for the Community Supper will ensure any queuing that concurrently
occurs with the Youth Programs, will remain separate from the Youth entrance. The proposed
building addition is only 1,384 square feet and will blend seamlessly into the existing building.

compatibility
The proposed building addition is compatible with the City of Renton Code Development
Standards for Residential Zoning Designations. The proposed building will comply with the
required setbacks, maximum building height, maximum building coverage, and maximum
impervious surface area. The proposed building coverage is 9,060 square feet, considerably less
than the 14,126 square feet allowed for the RM -U land use zone. The building design will
incorporate the required modulation of vertical and horizontal facades at a two foot minimum
interval of a minimum offset of forty feet on each building face.
parking
There are currently 11 parking spaces including 2 accessible spaces, which are primarily used by
the building staff and daytime visitors. There is on -street parking surrounding the building. Day
time uses are limited, but tend to draw more drivers, for which there is ample street parking. The
majority of the activities in the building take place during week nights when participants typically
arrive on foot or take public transportation. On Sundays, church patrons are picked up at their
homes via vans owned and operated by the Salvation Army, or park off-site at church designated
locations where they have agreements with adjacent property owners. Higher intensity uses such
as food distribution occur at another Salvation Army facility located one quarter mile to the West
of the site.

There will not be any significant change in traffic generated by the new addition. The youth
program will be expanded, but the kids generally take the bus or walk from the nearby schools to
attend after school programs. The Community Supper will continue as it is currently operating, so
there will be no anticipated traffic growth associated with that program_ The homeless population
that this program serves typically does not own vehicles.

Exterior lighting is proposed for safety and visibility at the building addition at exterior doors and
walkways. The exterior lighting will be wall mounted fixtures and will be shielded as appropriate
for the location_ The proposed work is not expected to cause additional noise, light and glare,

On the West side of the site, the landscaping will be greatly improved and will be in view of the
